MINUTES TOWN OF STOKESDALE REGULAR TOWN COUNCIL MEETING 8325 ANGEL: PARDUE ROAD STOKESDALE, NC27357 APRIL 14, 2022 AT 7:00PM Member's Present: Mayor Pro Tem Derek Foy, Councilman Jim Rigsbee, Councilman Jimmy Landreth, Councilman Tim Jones, Finance Officer Kim Thacker, Bob Douglas, Attorney and Deputy Clerk Robin Yount 1. Call to Order, Pledge of Allegiance, and Invocation Mayor Pro Tem Derek Foy called the meeting to order and led the Pledge of Allegiance. Mayor. Pro Tem noted that Mayor Mike Crawford and Tom Medlin, Town Attorney will not be present tonight. Attorney Bob Douglas will be the legal representative for the Town inj place of Councilman Jim Rigsbee gave the Invocation. Tom Medlin. 2. Review and Adopt the. Agenda Councilman Tim Jones requested consideration of an addition to the agenda for discussion ofthe drink machine located ini the Town Park. Mayor Pro Tem Foy stated this would be added as item Mayor Pro Tem Foy made the Motion to adopt the agenda with Councilman Jones revision. 12.b after consideration of Budge Amendments. Ayes: Councilman Jim Rigsbee, Councilman Jimmy Landreth, Councilman Tim Jones, Review and Approve Minutes: August 12, 2021 and March 3, 2022 Budget Work Shop Councilman Tim Jones made a Motion to abstain from voting on these minutes since he did not attend the meetings. The minutes took place before he was seated on the Council, and he has not reviewed the audio recordings. Councilman Jimmy Landreth seconded the motion. Consideration of an amendment to Revise the Town of Stokesdale Water Line Specifications Councilman Tim Jones noted The Town of Stokesdale Standard Water Line Specifications dated (Revised April 12, 2002). This cannot be corrected since Council did not meet on this date. He believes this is the Specifications that Council voted on in March. The set we have is a draft prepared by Hazen and Sawyer to correct grammar errors. There is an issue with the towns requirement for the developer engineer to provide the hydraulic modeling for ai new development to the Town of Stokesdale at the beginning oft the process rather than at the end of the process. Hazen and Sawyer provided a draft correction for the town of Stokesdale. Councilman Jones would also like to discuss the issue of 6-inch water mains verses 8-inch water mains, Regarding this Councilman Jones stated that the Town of Stokesdale Water Specifications dated 2017 were changed and voted oni in 2019. This has created confusion with which version is the correct version. Now wel have new 2022 Specifications. Councilman Jones noted verbiage on page 2 oft the document. "All main water lines will be run with 6-inch or 8- inch PVC Class C900, or as indicated on the approved contract drawings". This issue is the 2017 Specs, the 2019 Specs requires the water: mains to be 8-inch water mains. Its seems that our requirements are going backwards. This may impact fire flows and not everyday use. In some issues it may be better to use smaller lines to. have fresher water. Councilman Jones suggestion ist to revise this to read to: run with 8-inch PVC Class C900 and delete the 6-inch. The otheri issue is we have several new developments that have recently built out and have a 6-inch water main. Councilman Tim Jones made a Motion to make the changes that Mrs. Martin, Town Clerk has flagged regarding the grammar errors. Incorporate the corrections applied by Hazen and Sawyers regarding the hydraulic modeling submittal to the town and change the specification from reading 61 inch OR 8- inch toi read "will be run with 8 inches" Also, continue this item until the May meeting to give Council time to review and receive any public input from citizens, developers or engineers fori ideas or suggestions. Mayor Pro Tem Foy seçonded the motion. Councilman Jim Rigsbee asked to clarify if we are voting tot table or voting to approve. Councilman Jones stated that his motion is to continue it to the May meeting to give time for Councilman Tim Jones asked Bob Douglas, Attorney ift thei motion the way stated is ok. Mr. Councilman Jim Rigsbee asked Randy Southard, Stokesdale Fire Department ifl he had any discussions on using 8-inch or 6-inch. Mr. Southard stated he does not: recall ift they had council to review and ask questions. Douglas said it was ok and made sense. 235 fertilizers and requirement to mow the fields with ai real mower two times per week. This quote being incorporated into thej previous contract wel had with Hunter Enterprises and reviewed by the town attorney and allow the: mayor to sign with this provision. Consideration of a Resolution to Designate an Official to make recommendations concerning the suitability of persons or locations for ABC permits in accordance with NCGS 18B-904(f) Councilman Jim Rigsbee stated that anytime al business, vendor or individual applies for an ABC permit inside ofc ourj jurisdiction we are bound to investigate that entity or store. In the case of an individual, we would do al background check. We currently have an. ABC application for Dollar General. We need to designate a person that will oversee the process and sign the application on Mayor Pro Tem made a Motion to approve the following resolution to designate Councilman Jim Rigsbee as Town Official to make recommendations concerning the suitability of persons or locations for ABC permits in accordance with NCGS 18B-904(f).
