MINUTES TOWN OF STOKESDALE SPECIAL CALLED TOWN COUNCIL MEETING BUDGET WORKSHOP 8325 ANGEL-PARDUE ROAD STOKESDALE, NC27357 APRIL 06, 2023 AT 7:00 PM Town Council Members Present: Mayor Mike Crawford, Mayor Pro-Tem Derek Foy; Council Town Staff Present: Budget Officer Kim Thacker, Deputy Town Clerk Robbie Wagoner. Mayor Michael Crawford called the meeting to order at 7:00 PM and led the Pledge of Members: Jimmy Landreth. Tim Jones and Jim Rigsbee. 1. CallTo Order, Pledge of Allegiance and Invocation. Allegiance. Mayor Crawford delivered the invocation. 2. Review and Adopt the Agenda. Mayor Pro Tem Derek Foy made a Motion to adopt the agenda as presented. Councilman Tim Jones seconded the motion. Mayor Crawford Councilman Landreth Aye Councilman Rigsbee Aye Motion carried, 5-0. 3. Citizen Comments None presented. Aye Mayor Pro Tem Foy Aye Councilman Jones Aye 4. Discussion on 2023-2024 Annual Budget Kimberly Thacker, Budget and Finance Officer presented the general fund proposed budget highlighting each revenue line item and explained the increase or decrease proposed per line item. She noted increases in Animal Services fee to Guilford County, changes in the Town's investment accounts, and the franchise fees received. Council discussed how to present grant Council then discussed funding the Sheriff for traffic control at Stokesdale Elementary School. Councilman Jones made a Motion to amend the General Fund budget by $1,000 in public safety to: fund a Deputy Sheriff at the beginning oft the school year to direct traffic and to take the money from the Events Fund/Community to $4,500. Mayor Crawford seconded the motion. funds in the budget. 59 Councilman Landreth offered an amendment that the money be taken from the $42,000 surplus funds and not Events Fund/Community and would like the money designated specifically for Stokesdale Elementary School. Ifv we don't use the money it goes back into the budget. Councilman Jones did not accept the amendment and then withdrew his motion. Councilman Landreth made a Motion to create a linei item for Public Safety at $1,000: fora Deputy Sheriff to direct traffic during first week of school. Mayor Pro Tem Foy seconded the Councilman Rigsbee offered an amendment that the money be moved this year as we. have done in the past. Mayor Crawford offered an amendment that the money be put in Public Safety and motion. not designated for Stokesdale Elementary School Councilman Landreth did not accept either amendment., Mayor Crawford Councilman Landreth Aye Councilman Rigsbee Nay Motion failed, 2-3. Nay Mayor Pro Tem Foy Aye Councilman Jones Nay Councilman Rigsbee made a Motion to allocate $1,000 to, Public Safety (a new line item #9300). Councilman Jones seconded the motion. Mayor Crawford Councilman Landreth Aye Councilman Rigsbee Aye Motion carried, vote 5-0. Aye Mayor Pro Tem Foy Aye Councilman Jones Aye Mrs. Thacker then listed each expense line item and changes were discussed. Mayor Pro Tem Foy made a Motion to increase the salary oft town staff by 3% effective July 1st. Mayor Crawford seconded the motion. Mayor Crawford Councilman Landreth Aye Councilman Rigsbee Aye Motion carried, vote 4-1. Aye Mayor Pro Tem Foy Aye Councilman Jones Nay Mrs. Thacker then presented the water enterprise fund line items both income and expenses and highlighted any changes proposed. Council held a long discussion on Contracted Services and Engineering & Infrastructure Consulting identifying upcoming projects that may take place next year. 60 Council discussed revisiting the tasks of changing out old meters with auto-read meters. Council requested staff advise how many meters still need to be changed out by the next meeting. Mayor Pro Tem Foy requested that the changes discussed tonight be made and toi include the four special revenue funds that were identified earlier. 5. Citizen Comments: None presented. Council Comments: Mayor Pro Tem Foy referenced a packet provided to Town Council by the Park Improvement Committee which summarizes the proposed improvement projects. He explained that there will be agenda items on the. April Council meeting agenda and asked that Council members review Councilman Landreth reported on the young boy, Jackson, hit on Hwy. 65 and asked that he be Councilman Jones also asked for prayers for Jackson and asked others tol be cautious around school buses.
