MINUTES TOWN OF STOKESDALE SPECIAL CALLED TOWN COUNCIL MEETING 8325 ANGEL: PARDUE ROAD STOKESDALE, NC 27357 MARCH: 31, 2023 AT 7:00 PM Member's present were: Mayor Mike Crawford, Mayor Pro-Tem Derek Foy, Councilman Jimmy Landreth, Councilman Jim Rigsbee, and Councilman Tim Jones. 1. Call To Order, Pledge of Allegiance, and Invocation Mayor Crawford called thei meeting to order and delivered the invocation. 2. Adopt the Agenda. Mayor Crawford made a Motion to adopt the agenda. Councilman Jimmy Landreth seconded the motion. Councilman Jones noted that no Town Staff was present at the meeting and that minutes will be prepared 4. Consideration of contract to locate and exercise blow off valves/boxes for the town water Mayor Crawford made al Motion to accept the proposal with A &I D. Enterprises for the maintenance on the Councilman Jones asked that the motion be Amended toi include the date oft the proposal March 28, 2023, fora2-men crew, truck and tools, 11 locator at $250/hour. Mayor Crawford accepted the amendment. Council discussed an appropriate cap on1 the cost at $35,000 and at time frame necessary to complete thej job such as 90 days. They also discussed which account from which this project should be paid. Mayor Pro system. Town's water system Councilman Jones seconded the motion. Tem Foy pointed out that there is money ini the budget for this expenditure. 56 Mayor Crawford restated the Motion to accept the proposal with A & DI Enterprises for the maintenance of the Town's water system, a 2-men crew, truck and tools, 1 locator at $250/hour and with a cap in the amount of $35,000. Mayor Pro Tem Foy asked for an. Amendment to use: funds from State Grant HB 1163. Councilman Jones accepted the amendment and again seconded the motion. Consideration for Kennerly Engineering to submit a request for proposal (RFP) for the construction of a water main extension on Ellisboro Road between Cornelius Court and Mayor) Pro Tem Foy made al Motion for stafftoreview waterline design to make: suret they meet the Town's intent of connecting the water lines from Cornelius Court and the water terminus on. Ellisboro Road in front oft the new Bi-Rite, that staff should reach out to Town Council members ifthey have any questions or need help about this, furthermore following thei review, secure thel Mayor's signature, submit the signed plans to Kennerly Engineering sO they can submit the application to NCDEQ and NCDOT for approval. Upon approval by both agencies, authorize Kennerly to conduct ar round ofRFPs from construction vendors. With the above completed, the final $3,950 obligated to Kennerly and Kennerly would be due. Councilman Mayor Crawford made an Amendment, that should negotiations be needed Mayor Pro Tem Foy and I(as Highway 65. Jones seconded thei motion. Mayor) will handle those negotiations. Finance Officer Kim Thacker toi file for reimbursement from the State Budget Office using grant money as part ofHouse Bill 1163, in the amount of$18,000, this reimbursement will cover expenses for afore mentioned waterline. None Presented. Councilman Jones then asked fors staffto locate three (3) copies of original water installation plans, two are as-built plans that is what was actuallyinstalled. Both Yates Construction and Hazen and Sawyer may have copies of these plans. Afteral brief discussion it was recommended that three (3) copies bes stored in' Town Mayor Crawford made a Motion to authorize staff to spend up to $500 dollars to make additional copies of the As-Built Water System plans. Councilman Jones seconded the motion and recommended an Amendment that a minimum of three (3) copies be made sO that there will be a total of 5 copies on hand Hall at all times. at Town Hall.
