MINUTES TOWN OF STOKESDALE 8325. ANGEL PARDUE ROAD STOKESDALE, NC: 27357 MARCH2, 2023 AT 7:00 PM  SPECIAL CALLED BUDGET WORKSHOP MEETING  Member's] present were: Mayor Mike Crawford, Mayor Pro-Tem Derek Foy, Councilman Jimmy Landreth, Finance & Budget Officer Kimberly Thacker, and Town Clerk Dale Martin. Absent: Council  Members Tim Jones, and Jim Rigsbee.  1. CallTo Order, Pledge of Allegian and Invocation.  Mayor Crawford called the meeting to order, led the Pledge of Allegiance. and gave an invocation.  2. Adopt the Agenda.  Mayor Crawford made a Motion to adopt the Agenda as presented. Councilman Landreth seconded  the motion. Mayor Crawford Councilman Landreth Aye Councilman Rigsbee Absent  Aye  Mayor Pro Tem Foy Aye Councilman Jones  Absent  Motion carried.  3. Citizen Comments None presented.  4. Discussion on 2023-2024 Annual Budget  Councilman Landreth expressed concern with the absence of the two members not being available for  the discussion.  Mayor Crawford called recess at 7:03 PM to wait for other members to arrive.  Mayor Crawford reconvened the meeting at 7:101 PM.  5. Citizen Comments None presented.    6. Closed Session in accordance with $ 143-318.11. Closed sessions.  (a) Permitted Purposes. - Iti is the policy of this State that closed sessions shall be held only when required to permita aj public body to acti int thej publici interest as permitted int this section. Aj publicb body: may holdac closeds session 6) To consider the qualifications, competence, performance, character, fitness, conditions of appointment, or conditions of initial employment of an individual public officer or employee or prospective public officer or employee; or to hear or investigate a complaint, charge, or grievance by or against an individual public officer or employee. General personnel policy issues may not be considered in a closed session. A public body may not consider the qualifications, competence, performance, character, fitness, appointment, or removal ofai member of the public body or another body and may not consider or fill a vacancy among its own membership except in an open meeting. Final action making an appointment or discharge or removal by aj public body having final authority  and exclude the public only when a closed session is required.  for the appointment or discharge, or removal shall be taken in an open meeting.  Mayor Pro Tem Foy also expressed concern with having to repeat the budget discussion and therefore  offered the following motion. 7. Adjournment  Mayor Pro Tem Foy made a Motion adjourn the meeting at. 7:121 PM. Councilman Jimmy Landreth  seconded the motion.
