MINUTES TOWN OF STOKESDALE SPECIAL CALLED TOWN COUNCIL MEETING 8325 ANGELPARDUE ROAD STOKESDALE, NC 27357 JANUARY 23, 2023 AT 7:00 PM  Special Called Town Council Meeting Attendance: Mayor Mike Crawford, Mayor Pro-Tem Derek Foy; Council Members: Jimmy Landreth. Budget Officer Kim Thacker, Deputy Town Clerk Robbie Wagoner. Absent: Council Members Tim Jones and Jim Rigsbee.  1.  Call to Order, Pledge of Allegiance, and Invocation.  The meeting was called to order at 7:00 pm by Mayor Mike Crawford which led the Pledge of  Allegiance and delivered the invocation. Review and Adopt the Agenda.  2.  Mayor Pro Tem Derek Foy made a Motion to adopt the agenda as written. Councilman Jimmy  Landreth seconded the motion. Mayor Crawford Councilman Landreth Aye Councilman Rigsbee Absent Motion carried, vote 3-0.  Aye  Mayor Pro Tem Foy Aye Councilman Jones  Absent  3.  Citizen's Comments from the Floor (3-Minute Limit per Speaker).  No citizen' s comments were presented.  4.  Consideration ofl Health Insurance Coverage for Full-Time Town Employees. Mr. Robbie Wagoner presented the following summary of two health insurance plan proposals.  2022 Blue Cross & Blue Shield Information:  Monthly Costs Associated With Health Insurance Premium Priscilla & Robbie (Employees): $229.48 (=14%) Priscilla: $114.74 (=7%) Robbie: $114.74 ( 7%)  Town of Stokesdale (Employer): $1,400.00 ( 86%) Town (Priscilla): $700.00 (=43%) Town (Robbie): $700.00 (=43%)  PAGE21    TOTALO COST: $1,629.48 (F 100%)  Town Also Paid $200.00 Per Month For Administrative Fees To Salem Benefits This Administrative Fee Is Billed Quarterly ($600.001 Per Quarter)  2023 Blue Cross & Blue Shield Information:  Received New Quotel From Salem Benefits For $1,392.23  This Is The Total Monthly Health Insurance Premium For Priscilla & Robbie This Years Quote Is $237.25Lower (Per Month) Than Last Year's Costs IfApproved, This Coverage Would Take Effect Onl February 01,2023 Town Would. Also. Pay $200.00 Per Month For Administrative Fees To Salem Benefits This Administrative Fee Is Billed Quarterly ($600.00 Per Quarter)  2023 Blue Cross & Blue Shield Information:  Monthly Costs Associated With Health Insurance Premium Priscilla & Robbie (Employees): $194.91 (F14%)  Priscilla: $97.46( (=7%) Robbie: $97.46 ( 7%)  Town of Stokesdale (Employer): $1,197.32 ( 86%) Town (Priscilla): $598.66 (=43%) Town (Robbie): $598.66 (=43%) TOTAL COST: $1,392.23 (= 100%)  Town Also Paid $200.00 Per Month For Administrative Fees To Salem Benefits This Administrative Fee Is Billed Quarterly ($600.001 Per Quarter)  Mayor Pro Tem Foy made a Motion for Salem Benefits to administer the Town's! Health Insurance Plan at a cost to the Town of $200/month and to instruct Salem Benefits to enroll the Town's full-time employees in the Blue Cross and Blue Shield insurance plan at an average cost per employee of$571.85, after taking into account an employee contribution of $124.30( ($57.37 per pay period) total monthly cost to the' Town of Stokesdale to provide Health Insurancea as proposed would be $1,343.70 per month, $200/month Administration Fee, and the employee  contribution of $124.30. Councilman Landreth seconded the motion.  Mayor Crawford Councilman Landreth Aye Councilman Rigsbee Absent Motion carried, vote 3-0.  Aye  Mayor Pro Tem Foy Aye Councilman Jones  Absent  5.  Consideration of Reimbursement for Friday Health Insurance Coverage for Full-  Time Employees for the month ofJ January 2023.  PAGE22    Mrs. Kim Thacker, Finance Officer explained that Council previously voted to reimburse the employees for their coverage but after more research, determined that the employees may not qualify for reimbursement based oni their salary. She noted further that both Mr. Wagoner and Mrs. Hunsucker did pay their January premiums at total of $558.53. She then requested that Council Mayor Pro Tem Foy made a Motion that Mrs. Thacker receive ai receipt from both Mr. Wagoner and Mrs. Hunsucker: for thei insurance premiums paid in January to Friday Health Care and to gross their wages up by that amount ont their next paycheck. Councilman Landreth seconded the motion.  consider reimbursing each: for their premiums and add it to their gross wages.  Mayor Crawford Councilman Landreth Aye Councilman Rigsbee Absent Motion carried, vote 3-0.  Aye  Mayor Pro Tem Foy Aye Councilman Jones  Absent  6.  Citizen's Comments from the Floor (3-Minute Limit per Speaker).  Mr. Tee Stephenson, 7900 Carra Way,Stokesdale, NC27357, provided advice to Town Staff about enrollment into the new health insurance plan, as well as advice towards termination of  current plan. 7. Councilman Landreth made a Motion to adjourn at 7:17pm.
