6334  The Smithfield Town Council met in special session on Tuesday, May 31, 2022 at7 7:00 p.m. in the Council  Chambers oft the Smithfield Town Hall, Mayor M. Andy Moore presided.  Councilmen Present: Marlon! Lee, District1 Sloan Stevens, District2- - Councilman Elect Travis Scott, District3 Dr. David Barbour, District 4 Stephen Rabil, At-Large Roger Wood, At-Large  Councilmen, Absent David Stevens, District2  Administrative Staff Present Michael Brown, Fire Chief Ted Credle, Public Utilities Director Lawrence Davis, Public Works Director Gary Johnson, Parks & Rec Director Tim Kerigan, Human Resources/PIO Shannan Parrish, Town Clerk R. Keith Powell, Chief of Police Greg Siler, Finance Director Stephen Wensman, Planning Director Administrative Staff Absent Michael Scott, Town! Manager  CALL TO ORDER INVOCATION  Mayor Moore called the meeting to order at7 7:02. Thei invocation was given by Councilman Barbour  APPROVAL OF AGENDA:  Mayor Moore requested the following changes tot the agenda:  Remove presentation to outgoing Councilman David Stevens due to his absence. Change to the order in which the Oaths of Office would be administered due to the late Councilman Barbour made ar motion, seconded by Councilman Wood, to approve the agenda as  arrival of Judge Rawls. amended. Unanimously approved. ORGANIZATIONAL MEETING  Pursuant to North Carolina General Statute160-68 the Smithfield Governing Body was  scheduled to conduct an organizational meeting.  1. Oaths of Office  The Honorable Senior Resident Superior Court Judge Thomas H. Lock administered the The Honorable Senior Resident Superior Court. Judge Thomas H. Pursuanti to North Carolina General Statute 160A-70 the new Town Council was to elect al Mayor  Councilman Barbour made a motion, seconded by Councilman Wood, tor reelected Councilman John Dunn tos serve at two-year term (2021-2023) as Mayor Pro-Tem.
