Commissioner Lucas made a motion to accept the minutes of December 2nd 2019 as written; Commissioner Griffin made ai motion to go into Public Hearing to discuss 20191 RZ-03; Public Hearing Mr. Kim said that the town sponsored rezoning was for six parcels on East Nast Street. He said that currently the plots on that side of town were: zoned R-8. Mr. Kim said] he did a little research and found that across the street the parcels are zoned General Business. He said that he could not: find a reason why the parcels on both sides were: not General Business since there were commercial businesses including Nash County ABC and Dollar General located there. He said that proper noticesi in the paper about the rezoning were published. He said that the Commissioner Griffin asked if the home that was. located on that side of the street would also be zoned General Business. Mr. Kim said that the property owner had come to see him and askedif the new: zone would keep her from rebuildingi if something would happen tol her home. Mr. Kim said that new: zoning would not keep her from rebuilding if that were to become necessary. Commissioner Wilkins asked if thei rezoning would affect thel homeowner's property value. Mr. Kim said that he suggested that the homeowner go to the county and found out about the Ms. Deak said that she thought that there would be a difference between the commercial and residential property as far as taxes. Mr. Kim told her that commercial and residential are both taxed at. .67 per $100.00 value and that the county was responsible forl how much the property proposed rezoning would not negatively affect the area. property value. was worth. 5 Commissioner Wilkins asked: ift there were other interested parties would they be alternates now or did the board already have alternates. Mr. Kim said that there were already alternates in place and that this request would. keep all the same members and alternates. He said thati it would just give the two people the chance tos serve a full term. Matt said that there were mechanical issues but that they were working on as solution. He said that he thought it would) be a good idea for Envirolink to send a supervisor and or manager to a meeting to discuss some oft the Chief Gant said that the month of December was quite quiet. He said that there were two checkpoints that resulted: in four charges. Chief Gant also said that Spring Hope participated in the Booze It and Lose It Campaign and eleven citations were given out due to the vehicle stops. He also mentioned that the Police Department sponsored 9 families during the Shop with a Cop Mr. Kim told the board that the Main Street Conference would be held in New Bern March 10th through the 12th. Hei invited the board to attend and said that he would need to. know soon who was going sol he could make arrangements. He said that it wouldn't cost the town anything Mr. Kim said that the town would be doing a sidewalk repair project for existing sidewalks. He said that currently it was too cold to begin but that once all the quotes and sites were selected Mr. Kim said that the new playground equipment had arrived and that it would be kept in the issues with the board. campaign. because the town. had a grant that would pay for the cost. the project would begin sometime in March. locked area down by the truck shed. He said that his office would be buildinga Mr. Kim said that he contacted all oft the current tree board members as it pertained to changing the current code of ordinances regarding the tree board. Mr. Kim said that thel board had two options that related tot the tree board. He said that they could leave it as: is and appoint new members or revamp the structure and merge with the Downtown Development Board. Commissioner Wilkins asked what the issues were with the one: member of the tree board that was against the Downtown group. Mr. Kim said that the member thought its should stay likei it was and was unhappy with some oft the things he thought the Development group was doing. Mayor Gwaltney asked ift the tree board would advise the Development board. Mr. Kim said that the Downtown group would be the new tree board and would: have subcommittee members Mr. Kim said he didi research andt that originally the town: formed thet tree board sO that they could become a tree city. Commissioner Griffin asked ifi merging the tree board with the Development group would stilll help the town qualify as a tree city. Mr. Kim said that it should not be an: issue since the tree board wasj just being merged and not dissolved. Commissioner Lucas asked why the original conversation started about the tree board. He said that the lowest bid was: from Marshall's Construction for $9.25 per square. foot and that Stocks was recommending taking Marshall's bid. Commissioner Wilkins said she noticed that on the map there were a lot ofy yellow lines and wanted to know if they would all be replaced. Mr. Varnell said that once the project was started they would decide which sidewalks needed complete replacement and which could be repaired with a grinding method. Mayor Gwaltney asked if the cost would be the same; Mr. Varnell said the quote was for worst case scenario and that it would: not exceed the price stated. Her read the resolution thatnamed Food Lion and Dollar General as thei main stories targeted for the stricter: restrictions. He said that the resolution would restrict the first hour ofs shopping from 7am to 8am to customers 62 and older only. Thei resolution also said that the police would enforce the order and instructed stores to] place markers on: floors near checkouts to enforce social distancing. He said that salaries and benefits were 309 ift the budget and that hei included a cola/merit raise for each officer to total $3,000.00 a year. He said that they were concerned about officers beginning pouched by other agencies and wanted to try tol be competitive. Managers' Report Mr. Kim said that NW: Poole would be testing the Poplar Street well site to determine whether Mr. Kim also mentioned that GFL formerly Waste Industries was] proposing a. .36 cent increase per customer for the cost of recycling. He said that they were also requesting a. 3% increase asi it pertained to the CPI index. He said that the recycling fee would increase the monthly bill for the town. Facebook was repaired with 241 hours ofi it being reported. Mr. Hedgepeth said that he submitted plans to establisha a driveway at Meeks. He said thati it was never: finished even though the new section had been opened years earlier. He said that he was willing to help form a committee tol help Meeks since Oakdale already had a group helping. Commissioner Wilkins said that the condition oft the driveway at Meeks was inl bad shape when it: rained. Mr. Hedgepeth said that the drains at the cemetery needed tol be cleaned and repaired. He said that the level of work would require fees and approval. He said that GFL was] proposing a CPI increase and recycling fees. He explained that the fees GFL paid for recycling had increased to the point that they needed toi raise fees for the town.
