Minutes May 6, 2024  Spring Hope Board of Commissioners Meeting  Aregular meeting of the Town of Spring Hope Board of Commissioners was held at7 p.m. at the Members present: Mayor William Pritchard, Commissioners Brenda Lucas, Fric Gainey, Tommy Also, present was Town Manager. Andrew Delonno, Town Clerk Michele Collins, Town Attorney Mark Edwards, Public Works Director Bobby Ball and Chief Nathan Gant. Mayor Pritchard called the meeting to order and! led thej pledge of allegiance. Commissioner Griffin made ai motion to approve the minutes from the April 2024 meeting; Commissioner Gainey seconded and the motion passed unanimously.  Spring Hope Town Hall in the Commissioners Room. Toney and Drew Griffin. Commissioner Cone was absent.  New Business Gary Hartung,  Mr. Delonno: informed the board that there were two representatives. from Wooten to talk about the System Development Report and the Manual of Design Specifications; Will Larsen and Mr. Larsen told the board that he was Wooten's regional manager and that the manual was finished. He explained that the manual would be at tool for the town to use going forward asi itj pertained to waterand sewer: standards. Hes said that this wouldi bet used during ther redevelopment of thet town: as new subdivisions were created: so1 that all would: adhere to the same regulations. Mr. Larsen also said that the manual would: assist public works with many aspects oft their work. PWD Bobby Ball said that he was Commissioner Griffin: made ar motion to approve the Manual of Design Specifications; Commissioner Mr. Hartung gave aj presentation that showed thej progress of the System Development Report. Hes said that they were1 not quite done, however he did mention that there was a section in the new] plan for Mr. Hartung said that they! hoped tol have the full report to the board before the June meeting. Mr. Delonno told the board that a representative from NC Commerce wast there to present the final plan Bruce Naegelen. from NC Commerce: introduced himself andt told thel board that he had been working with several members oft the community for quite a few months, Hes said that hel had performed several assessments of wheret the towns stood as fara as downtown development: and the town as a whole. He mentioned that hel had the groups give their opinions on what they thought was going tol help Spring Mr. Naegelen said he thought it would beag good idea to get several civic groups together to bringi ideas tot thei board fort their approval.
