Minutes April1,2024 Spring Hope Board of Commissioners Meeting A regular meeting oft the Town of Spring Hope Board of Commissioners was held at7p p.m. at the Members present: Mayor William Pritchard, Commissioners Brenda Lucas, Eric Gainey, Tommy Also, present was Town Manager. Andrew Delonno, Town Clerk Michele Collins, Town Attorney Ryan King, Code Enforcement Officer Shawn Lucas and Chief Nathan Gant. Mayor Pritchard called the meeting to order and led the pledge of allegiance. Commissioner Gainey seconded and the motion passed unanimously. Spring Hope Town Halli in the Commissioners Room. Toney and Drew Griffin, Commissioner Cone was absent. Commissioner Griffin madear motion to approve the minutes from the February 2024 meeting; New Business May meeting. Mr. Delonnoi told thel board that Wooten was finished with the Manual of Design but wass still working on the System Development Report. He said that they would be done int time forthe Commissioner Gainey made al motion to table the discussion for the two reports until May; Commissioner Griffin seconded and the motion passed unanimously. Mr. Delonnoj presented Budget Amendment 2024-05 to thel board. Commissioner Griffin made. a motion to approve BA 2024-05; Commissioner Gainey seconded Jake Petrosky from Stewart Engineering reminded thel board that thel 160D1 updates and zoning regulations had been done in stages. Hei mentioned that the Planning Board had made some changes as: it pertained toi residential driveways and commercial buildings standards for GB and Mr. Petrosky also told thel board that asi far as the 160D updates were concerned the changes werea consolidation oft the regulations. He said that they were dictated by the state and that many of the responsibilities would: fall on the administrative staff. Hes said that thel legislative decisions would: remain with thel BOC as well as QuasiJudicial would still go to thel BOA. Commissioner Griffini made a motion tos send the Regulations back to the Planming Board for final suggestions; Commissioner Gainey seconded and the motion passed unanimously. Mr. Delonno asked thel board to considera amending Chapterl 14-141 Discharging: a Firearm in the Corporate Limits. He said that the change would clarify the charges, fines, type of weapon and allowl law enforcement to confiscate/seize any firearm or weapon discharged in the town limits. Commissioner Gainey made a motion to approve the changes and additions to Chapter14-141; Mr. Delonno: mentioned that the town hadj just received the contract from the county to collect the taxes for the next year.
