Consideration of Approval of Consulting Agreement/Contract with Magellan Strategy Group to provide professional services to provide Destination esearcn/Assessment and Marketing Analysis to the City of Rockingham and the Uwharrie Region in the amount of $25,000. Earlier this year the City of Rockingham received a NC Dept. of Commerce Grant int the amount of $25,000 to conduct a Uwharrie Region Tourism Destination Assessment and Market Analysis. The purpose and intent of the project is to increase regional tourism efforts and enhance cooperative efforts for regional tourism for the 9-county Uwharrie Region. In addition to the $25,000 grant, RCTDA has allocated $10,000 to assist with the administration activities required to conduct the study. The full 28-page proposal detailing how the study will be performed per agreement/contract has previously been distributed to Council via Consideration of approval of purchase contract with Carolina Environmental Systems, Inc. of Kernersville, NC to provide one (1) new Heil 5000-25 yd. Rear Loader Refuse Body mounted on a 2016 Freightliner M2-106 Cab & Chassis in the amount of $175,400.00. (See (See Pages 20-21) email. 8. pages 22-25) The FY2015-16 City budget contains allocation of funds to purchase a new rear loader used for residential solid waste collection. This unit is proposed to be lease purchased and that lease/financing proposal will be bid after approval of purchase contract. The Heil 5000 high compaction rear loader has been a very reliable and long lasting mainstay in our refuse fleet for years. The City most recently purchased two (2) Heil 5000 units in 2010. This new unit will replace a 13+ year old truck in the fleet. This unit is proposed to be purchased though the National Joint Powers Alliance -3-) which is a government agency that 514 Rockingham Road, Rockingham, NC. 28379- Phone (910) 895 9088. NJPA leverages the national purchasing power of more than 50,000 member agencies which streamlines the required purchasing process resulting in NJPA members being able to save time and money on procurement process. NJPA operates and works similar to various state contracts where vendors bid on multi-unit contracts with a set price available for an established time (usually a year) and members may purchase from contract without formal bid process. I have attached a Heil/NJPA User List from North Carolina. Wilmington, NC recently purchased via NJPA 24 units similar to this proposed purchase. Ihave received and reviewed all formal specs for the purchase and recommend that Council approve purchase contract as specified. Ethel stated that the plot would not be used again because Ethel's aunt and uncle moved away after Virgie died and they never had any more children. Susan Vereen (Virgie's mother) was Ethel's Aunt. The plot was purchased by D.E. Turbeville, Ethel's uncle. There is no one left in this branch of the Turbeville Family. I have verification of this in a picture album that Ethel left me. This can also be verified by Hazel Todd and Ron Jones, who were long time employees of Ethel's. Tommy Nichols provided a deed search for me. I feel family should be entitled to this property that no one has claimed since the early 30's, and would appreciate if you would consider this matter and turn this plot over to my family. Long Drive City staff recommends the City Council approve a demolition ordinance for the dilapidated dwelling located at 215 S. Long Drive and identified as Richmond County PIN 7473-14-43-0855. A copy of the demolition ordinance and photographs of the property are included in the agenda packet. As background information, City staff initiated abandoned structure proceedings in April of 2015. The property owners, the Nehemiah Currie Estate, and parties of interest were notified of a hearing with the Code Enforcement Officer regarding the condition of the dwelling. The notice was sent via certified and regular mail; advertised in the Richmond County Daily Journal, and posted on the subject property. No one attended the hearing with the Code Enforcement Officer. The Code Enforcement Officer issued his findings of fact and directed the property owners to either repair or demolish the dwelling by July 21, 2015. Again, the notice was sent via certified and regular mail; advertised in the Richmond County Daily Journal, and posted on the subject property. The Building Inspector shall certify the remaining balance to the Tax Collector. Youth Baseball/Softball -Two of our girl's all-star teams advanced to and won the state championships in their respective division. The Ponytails won ini the 11-12 yr. old division followed by the Angles in the 9-10 yr. old division. Both teams then advanced to the World Series competition with the Ponytails taking the title in Hartsville, SC on. July 29th. The Angles are currently in West Monroe, LA and still competing for the championship. These young ladies have had a tremendous season not only representing our department but also, our city as well, in an exemplary manner. They mark the third and fourth teams respectfully that we have sent to the Youth Soccer - Registration concludes Monday, August 10th. Preliminary numbers are adequate but we are waiting to see. how the increase in out-of-city fees will affect the over-all enrollment Summer Programs - Our summer programming that includes day camp, swim camp, and public swimming concludes Friday, August 14th.
