(See Pages 11-14) Sealed bids for the Hollybrook Pump Station Replacement, Force Main and Sewer Improvements Project were opened on Thursday, June 22, 2017 at 2:00 p.m. here in City Hall. The bids were read aloud publicly and there is a Bid Tabulation prepared by Davis & Floyd enclosed for your review. Based upon the total bid amount as well as a review of the qualifications of the low bidder, I concur with the recommendation of Davis & Floyd that SKC, Inc. is the best option for the City. As you will recall SKC, Inc. has previously done several construction projects for the City and their work was very satisfactory. This project is within Consideration of Authorization of Blanket Condemnation Authority for The City is currently negotiating with the three property owners who own property that is needed for easements. Background: On June 22, 2017, City staff received a letter from Benny S. Sharpe on behalf of Ms. Marlene Saunders requesting the City abandon of the 15-foot wide unnamed and unimproved alley extending between Hilltop Drive and Watson Avenue. Ms. Saunders residence encroaches into the alley which is presenting title issues in the sale of the residence. Staff Comments: 1. A map illustrating the location of the unimproved, unnamed alley proposed for abandonment is included in the agenda packet. A copy of the letter from Benny S. Sharpe requesting the alley 2. The City has no water or sewer infrastructure in the alley requested for abandonment. The only infrastructure located in the alley is a storm drainage pipe.
