All hearing. were ini favor. STAFF COMMENTS/RECOMMENDATIONS: Town Manager Chase Winebarger stated that the budget is balanced as required by the NCLocal Government Budget and Fiscal Control Act. The Town's overall budget for FY 2023-2024 totals four million six hundred twelve thousand seven hundred twenty-nine dollars ($4,612,729.00). A few highlights oft the proposed budget include noj property tax increase; two point five percent (2.5%) increase in water and sewer rates per five (5) year NCRWA Rate Study; no increase in sanitation fees; fund balance appropriations for capital projects; maintains current levels ofbenefits services to citrizens. PUBLIC COMMENT: No one wished to speak. CLOSE PUBLIC HEARING: Mayor Keith Warren asked for a motion to close the public Clay Wilson made a motion, and Rebecca Johnson seconded, to close the public hearing. All hearing. were in favor. FINANCIAL: Mayor Pro Tem Clay Wilson made asked that Council recuse him from the discussion and Rebecca Johnson made a motion, and Melissa Curtis seconded, to allow Mayor Pro Tem Clay Wilson to recuse himself from the discussion and vote for agenda Item 9A.JW Farms vote on agenda Item 9A. JWF FARMS DONATION REQUEST: Mayor Keith Warren stated that a donation request ini the amount oft two hundred fifty dollars ($250.00) had been submitted to Council. UPDATES: MAY CODE ENFORCEMENT REPORT: Town Code Enforcement Officer Curt Willis stated that there are fourteen (14) code enforcement cases that are open. No Council action was required. TOWN MANAGER UPDATES: Town Manager Chase Winebarger had the following updates: Town Manager Chase Winebarger stated that Spring event at Baird Park went well. Town Manager Chase Winebarger stated that he had not received any complaints from May 16,2023 Page 4 of5 the vendors and had only heard compliments from vendors and the public about how well the event went. Town Manager Chase Winebarger also stated that he had heard very good reviews on the fireworks show. Town Manager Chase Winebarger stated that the only complaints that he has received from the public were regarding parking Town Manager Chase Winebarger stated that next year the Town would need to goup on the tap fees. Town Manager Chase Winebarger stated that, not counting labor, the town is losing about ninety-one dollars ($91.00) on tapi installs. Town Manager Chase Winebarger stated that the increase will be in the FY 2024/2025 Budget. Town Manager Chase Winebarger stated that the current NCRWA Rate Study wasa five (5) year study and will run through FY 2025/2026. Town Manager Chase Winebarger stated that at that time the Town will have a new rate study. Town Manager Chase Winebarger stated that the Town is actively exploring options Town Manager Chase Winebarger stated that he has a contract from West and Associates, Town Engineers, tol bid grading for Phase Ic oft the Baird Park project. Town Manager Chase Winebarger stated that he had been in contact with Caldwell County regarding Evergreene Industrial Park. Town Manager Chase Winebarger stated that the Caldwell County has started with the mulch removal and the Town has volunteered a man and a truck to help. Town Manager Chase Winebarger stated that Town Manager Chase Winebarger stated that he has had some complaints about Air B-N-B'si in Sawmills. Signed: Keith Warren, Mayor AGENDA ITEM 8B MEMO DATE: SUBJECT: June 20, 2023 Discussion: 10 Year Capital Improvement Program (CIP) Discussion: Definition of Capital Improvement: A capital improvement is defined as any expenditure for equipment, buildings, any structure/facility related to municipal operations, machinery, land acquisition, plan, study, or project in which the cost for the item exceeds $10,000. Capital Improvement Decision Process: The Town's formal Capital Improvement Program (CIP) covers a span oft ten (10): years. Identifying a need for capital improvement comes from the Mayor, Governing Board, Citizens, and Town Staff. Once a potential need is identified, it is evaluated during the annual budget retreat and reviewed more closely during budget workshops. FY23.24 Summary: The Capital Budget for July 1, 2023 -J June 30, 2024 ini the amount of $1,766,055 was approved by the Governing Board on May 16, 2023. General Fund CIP expenditures total $1,434,055 and Utility Fund CIP expenditures total $332,000. The expenditure for construction ofTown Hall is included in the document but is not included in the budget. The Town Hall project plan is expected to be finalized during FY 23.24 and will bej presented to the FY24.25 and beyond: The Capital Improvement Program serves as aj planning tool to project future needs for the addition of new capital assets and the replacement of existing capital assets. Expenditures listed in years 2-10 will be reviewed and updated as needs change. The CIP is a long-term plan that is updated on an annual basis. Governing Board as a Project Ordinance for approval.
