MINUTES OF THE REGULAR MEETING OF THE HISTORIC PRESERVATION COMMISSION SANFORD, NORTH CAROLINA The Historic Preservation Commission met in regular session in the Buggy Conference Room, 115 Chatham Street, Sanford, NC, on Monday, February 19, 2024, at 6:001 PM. ROLL CALL Members Present: Jason Cline, Chair Aidan Harbison, Vice Chair Charles Petty Delorian Wicker Jim Erb Nate Dobbs Aaron Shephard Members Absent: Council Member Absent: Linda Rhodes Staff Present: Staff Absent: Liz Whitmore, Historic Preservation Planner II Angela Baker, Clerk to the Board Kevin Hornik, Attorney APPROVAL OF AGENDA Having noted the presence of a quorum, Chair Cline called the meeting to order, and entertained a motion to approve the agenda. Board member Harbison made the motion, seconded by Board member Petty, the motion carried unanimously. APPROVAL OF MINUTES Chair Cline asked for a Motion to approve the January 22, 2024, minutes. Board member Petty made a motion, seconded by Board member Wicker, the motion carried unanimously. PUBLIC COMMENT None NEW BUSINESS Chair Cline read the quasi-judicial reference statement. Chair Cline read the Conflicts of Interest statement. Conflicts of Interest: None Historic Preservation Minutes 2.19.24 2 Administer the Oath: Chair Cline called all participants speaking in favor of, or against the COA's, as well as staff, to come forward to be sworn in for testimony. Bo Harrison, Harrison Architect represented the Applicant Parm Sandhar and Staff Liz Whitmore appeared and took the oath. A. COA-24- 05 - Application by SB Warehouse LLC (Parm Sandhar) owner of 110 S. Steele Street, who wishes to install a new front door located at the west end of the front façade of the subject building. A section of the glass will be removed to accommodate the door. Staff Presentation: Staff Whitmore stated that the Historic Preservation Commission received a Certificate of Appropriateness: COA-24-05 application from Parm Sandhar (SB Warehouse LLC owner) 110 S. Steele Street, who wishes to install a new wood door on the west side of the front façade to access the upstairs of the subject property. It was advertised in accordance with the General Statutes and the site was posted on Wednesday, February 7, 2024. The Staff Report was entered into the Record. Exhibit A, page 8 front façade 110S. Steele Street, Guidelines: The following criteria should guide rehabilitation: Downtown Design Guidelines Streetscape is a general term used to describe the urban landscape. The streetscape includes streets, sidewalks, plazas, advertising and identification signs, traffic signs, utility lines and fixtures, planters, and landscape plantings, awnings, street lighting fixtures, fountains and water features, benches, trans receptacles, bicycle racks, bus shelters and any other sidewalk furniture. It generally includes privately-owned spaces, as well as, public spaces and rights- of-way. d. Windows and Openings Don not replace historic windows with contemporary treatments. The original size, shape, and number of windows shall be maintained. Retain the Uncover and repair any windows, which have been screened or filled in. Properly maintain, paint, caulk, and clean all windows. original number of window light (panes). Remove any non-historic signs hanging on the exterior, which obstruct windows or details. Dor not use darkened or shaded glass as replacements for clear glass. Historic Preservation Minutes 2.19.24 3 Avoid installation of window type heating and air conditioning units on street facing facades. Pedestrian Access and Amenities. I. The primary pedestrian access to a building shall be located on the street level COMMENT: At this time the access to the building is on the street level façade and it appears that it will continue to be. The applicant intends to install a door that will allow access to the second story without having to enter the first floor of 2. Pedestrian amenities, such as display windows, lighting, seating, shelter, etc., shall bei incorporated into the primary façade of new construction, as appropriate. COMMENT: Pedestrian amenities are not part of this application. 3. Windows and doors shall make up at least one half of the street level façade. COMMENT: This guideline has not been met but the addition of this door brings façade. the building, Exhibits A, B, and C pages 8-10. them closer to meeting the above requirement. Staff Comments and Analysis: The applicant shall submit a COA for Minor work once they have decided ift they are going to stain or paint the wood door and transom. This will be a staff level review. The above comments are of the opinion of staff and it is the Commission's discretion whether to agree or disagree and make any additions or deletions as they deem fit. Board Ouestions on the Exhibits. Board member Harbison asked if the actual door had been picked out or is it just a rendering Staff Whitmore stated that it was the door, and there will be glass above the door. Board member Harbison asked ift the brick had to be removed to make the door level with the Mr. Harrison said yes, that it had to be flush with the sidewalk due to ADA regulations, even sidewalk. though there was no elevator and only stairs to access the top level. Board member Petty asked ift there were stairs already existing. Staff Whitmore said no, they will be added. Mr. Harrison said there will be a new wall and stairs added. Applicant's Testimony: Bo Harrison, Harrison Architect, appearing for the applicant. There were no further questions for applicant. Historic Preservation Minutes 2.19.24 4 Board Discussion Chair Cline stated that it had been established that there are other buildings similar to this façade in the districts downtown; they are not using dark glass; and the door is going to be a wood door; and they will work with staff for approval of the paint or stain. Motions: Board member Petty made a motion that the Historic Preservation Commission find as fact that the proposed project COA-24-05, Imove that the Historic Preservation Commision find as fact that the installation of an additional door on the front façade, when completed in the accordance with the Downtown Design Guidelines and the decision of Commission, is not incongruous with the character of the district, for the reasons that the door will be wood and will be similar to others in the downtown district; it will have clear glass; and other buildings with such doors exist in the downtown; and the door will have recommended paint or stain per staff, are for the following reasons generally in harmony with the criteria in the design guidelines and the special character of the neighboring properties and the historic district as a whole. Seconded by Board member Harbison. The motion carried. Final Motion: Board member Petty made a motion based on the preceding findings of fact, moved that the Historic Preservation Commission grant a Certificate of Appropriateness, COA 24-05, to owner SB Warehouse LLC, Parm Sandhar for 110 S. Steele Street with the following 1. The applicant shall submit a COA when they determine inf the door and transom window will be painted or stain to be reviewed as Minor Work by staff prior to the conditions: door or transom being stained or painted. Motion seconded by. Board member Wicker. The motion carried. Old Business COA's were reviewed by Staff Whitmore. Historic Preservation Minutes 2.19.24 5 ADJOURNMENT With no further business to come before the Board, the meeting was adjourned on motion of Board member Petty, seconded by Board member Harbison, and unanimously carried.
