MINUTES OF THE REGULAR MEETING OF THE HISTORIC PRESERVATION COMMISSION SANFORD, NORTH CAROLINA The Historic Preservation Commission met in regular session in the Buggy Conference Room, 115 Chatham Street, Sanford, NC, on Monday, March 25, 2024, at 6:001 PM. ROLLCALL Members Present: Jason Cline, Chair Aidan Harbison, Vice Chair Charles Petty Jim Erb Nate Dobbs Delorian Wicker Aaron Shephard Council Member Absent: Jean Dabbs Staff Present: Attorney Absent: Liz Whitmore, Historic Preservation Planner II Angela Baker, Clerk to the Board Kevin Hornik APPROVAL OF AGENDA Having noted the presence of a quorum, Chair Cline called the meeting to order, and entertained a motion to approve the agenda. Board member Petty made the motion, seconded by Board member Erb, the motion carried unanimously. APPROVAL OF MINUTES Chair Cline asked for a Motion to approve the February 19,2024, minutes. Board member Harbison made a motion, seconded by Board member Shephard, the motion carried unanimously. PUBLIC COMMENT None NEW BUSINESS Chair Cline. read the quasi-judicial reference statement. Chair Cline read the Conflicts of Interest statement. Conflicts of Interest: Chair Cline had a conflict of interest in the case, he is the applicant, and was recused. Historic Preservation. Staff Presentation: Staff Whitmore stated that the Historic Preservation Commission received a Certificate of Appropriateness: COA-24-11 application from Jason Cline, owner 406 W. Chisholm Street, who wishes to remove the existing Hollywood driveway and install a new 10-foot-wide concrete driveway. It was advertised in accordance with the General Statutes and the site was posted on Wednesday, March 13, 2024. The Staff Report was entered into the Record. Exhibit A, page 91 front façade 406 W. Vehicles shall include motorized and / or towed equipment that is designed to travel upon a street or highway and shall include any automobile, bus, truck, motor homes RV's, mopeds, all-terrain vehicles, recreational vehicles, golf cards, go- carts, trailers, campers or other similar devices. Historic Preservation Minutes 3.25.24 4 Board Questions No questions for Staff. Applicant's Testimony: Jason Cline, 406 Chisholm Street, Sanford. Mr. Cline stated that the Street Department has been to his house. They discussed what he would be doing. He said that he would not be touching the sidewalk or the apron. He is not affecting anything with the Street Department. They will come inspect again, once the driveway is completed. Board member Dobbs asked if there would be any issues with drainage. Mr. Cline said his property slopes towards the street, sO that is not an issue. Vice Chair Harbison asked if there are any other Hollywood Driveways in the neighborhood. Staff Whitmore stated that there is one on Gulf Street, on the corner of Gulf and Chisholm; and 200 Gulf Street, on the corner of Gulf and Sunset. Board member Dobbs asked ift there were other concrete driveways. Staff Whitmore stated, yes, the majority of the driveways are concrete. Motions: Board member Shephard made a motion that the Historic Preservation Commission find as fact that the proposed project COA-24-11, 406 Chisholm Street, who wishes to remove the Hollywood Driveway, which is in deteriorated state and install a new concrete driveway which will not be a Hollywood Driveway, is not incongruous with the character of the district, for the reason(s) that the condition of the driveway is in bad shape, are for the following reasons, the majority of the driveways in the district are concrete, and therefore is generally in harmony with the criteria in the design guidelines and the special character of the neighboring properties and the historic district as a whole. Seconded by Board member Petty. The motion carried. Final Motion: Board member Shepard made a motion based on the preceding findings of fact, moved that the Historic Preservation Commission grant a Certificate of Appropriateness to owner Jason Cline and approve the proposal shown in COA-24-11, 406 Chisholm Street. Motion seconded by Board member Petty. The motion carried. Old] Business Staff Whitmore reviewed the COA's.
