MINUTES OF THE REGULAR MEETING OF THE HISTORIC: PRESERVATION COMMISSION SANFORD, NORTH CAROLINA The Historic Preservation Commission met in regular session in the Buggy Conference Room, 115 Chatham Street, Sanford, NC, on Monday, April 22, 2024, at 6:001 PM. Board member Petty made the motion, seconded by Board member Erb, the motion carried unanimously. APPROVAL OF MINUTES Chair Cline asked for al Motion to approve the March 25, 2024, minutes. Board member Petty made a motion, seconded by Board member Erb, the motion carried unanimously. PUBLIC COMMENT None NEW BUSINESS Chair Cline read the quasi-judicial reference statement. Chair Cline read the Conflicts of Interest statement. Conflicts of Interest: None Historic Preservation Minutes 4.22.24 2 Administer the Oath: Chair Cline called all participants speaking in favor of, or against the COA's, as well as staff, to come forward to be sworn in for testimony. Applicants Cleo Blue, A. COA 24-11 - Application from Blue Associates, LLC (Cleo Blue), owner of 150 N. Steele Street, who wishes to paint the front and partial side façade two shades of gray; the light gray will be the trim and the body will be dark gray. Staff Presentation: Staff Whitmore stated that the Historic Preservation Commission received a Certificate of Appropriateness: COA-24-14 application from Blue Associate, LLC, owner 150 N. The guidelines for rehabilitation of existing structures are oriented toward the design of the building alterations rather than the techniques of rehabilitation. The proper approach of rehabilitation is extremely important to maintaining the long-term integrity of older buildings. However, these guidelines emphasize how the appropriate exterior appearance of the rehabilitated structure should look rather than how to carry out proper rehabilitation. This orientation toward exterior appearance in the design guidelines reflects the emphasis of the Historic District Ordinance and the regulatory authority it establishes for the Commission. Staff Whitmore said that it was a non-contributing building. It was approved with a COA to paint the building. Applicant's7 Testimony: Cleo Blue, 150 N. Steele Street, Sanford. Mr. Blue stated that his building is a newer building and was built in 1965. Board member Petty asked the reason to paint the building. Mr. Blue stated that he has never liked the brick and he likes the color of the building across the street. Board Discussion: Chair Cline stated that there is evidence that the building across the street that is also non- contributing has been painted with approval of a COA. He also stated that with the special characteristics of the downtown brick, other buildings on the block are painted; and it is not the type of nice red brick that is mirrored in the historic district. Chair Cline asked when would the district be updated again. Staff Whitmore said at least 20 years before it would be resurveyed and updated. Board member Erb stated that on the next survey the building could be deemed contributing. Attorney Hornik stated that the first contributing factor is that the building is 50 years old; and once the building is 50 years it has to meet with other qualifications to be a contributing building. He reminded the commission that guidelines are simply guidelines. The only rule legally to apply is to determine whether or not what is being proposed by the applicant is incongruous with the special character of the district.
