MINUTES OF THE REGULAR MEETING OF THE HISTORIC! PRESERVATION COMMISSION SANFORD, NORTH CAROLINA The Historic Preservation Commission met in regular session in the Buggy Conference Room, 115 Chatham Street, Sanford, NC, on' Tuesday, June 17, 2024, at 6:00 PM. ROLL CALL Members Present: Jason Cline, Chair Aidan Harbison, Vice Chair Charles Petty Jim Erb Aaron Shephard Delorian Wicker Nate Dobbs Members Absent: Council Member Absent: Jean Dabbs Staff Present: Attorney: Liz Whitmore, Historic Preservation Planner II Angela Baker, Clerk to the Board Brady Herman APPROVAL OF AGENDA Having noted the presence of a quorum, Chair Cline called the meeting to order, and entertained a motion to approve the agenda. Board member Harbison made the motion, seconded by Board member Erb, the motion carried unanimously. APPROVAL OF MINUTES Chair Cline asked for a Motion to approve the May 28, 2024, minutes. Board member Petty made a motion, seconded by Board member Erb, the motion carried unanimously. PUBLIC COMMENT None NEW BUSINESS Chair Cline read the quasi-judicial reference statement. Chair Cline read the Conflicts of Interest statement. Historic Preservation Minutes 6.17.24 2 Administer the Oath: Chair Cline called all participants speaking in favor of, or against the COA's, as well as staff, to come forward to be sworn in for testimony. Applicants Angela Hamilton and Tim Plummer; Joni Martin and StaffLiz Whitmore appeared and took the oath. A. COA 24-27 - Application by Angela Hamilton and Tim Plummer who wish to remove a shared garage/shed and support structure that is shared by 511 and 5071 N. Horner Blvd. Conflicts of Interest: None Staff Presentation: Staff Whitmore stated that the Historic Preservation Commission received a Certificate of Appropriateness COA-24-27 joint application from Angela Hamilton, owner 507 N. Horner Blvd and Tim Plummer owner of 511 N. Horner Blvd, who wish to demolish a shared garage / shed and support structure that is shared by 507 and 511 N. Horner Blvd. It was advertised in accordance with the General Statutes and the site was posted on Tuesday, June 5, 2024. The Staff Report was entered into the Record. Exhibit A, page 7 the proposed building. Guidelines: 7. Accessory Structures: The private garage, evolving from the carriage house and horse barn outbuildings oft the 19th century, was modified in the early 1900's to store an automobile. The earliest garages were simple frame structures with no finished floor, and often could only accommodate a single automobile. Guidelines: a. Staff Whitmore said yes and this particular building is in disrepair and would have to be torn down eventually. Applicant's' Testimony No questions for applicant. Discussion Chair Cline summarized the facts presented; including, staff supports the COA; evidence of other sheds being torn down. Motions: Board member Petty made a motion that the Historic Preservation Commission find as fact that the proposed project COA-24-27, 507 and 511 N. Horner Blvd, who wish to remove a shared garage / shed building and associated support structure, is not incongruous with the character of the district, for the reasons that there is a precedence of demolishing unsafe structures that are no longer viable and that it is a safety risk to the property and are for the following reasons generally in harmony with the criteria in the design guidelines and the special character of the neighboring properties and the historic district as a whole. Seconded by Board member Harbison. The motion carried. Final Motion: Board member Petty made a motion based on the preceding findings of fact, moved that the Historic Preservation Commission grant a Certificate of Appropriateness to owner Angela Hamilton and Tim Plummer and approve the proposal shown in COA-24-27, 507 and 511N. COA 24-28 - Application from Buck Harris who wishes to remove the corrugated metal covering the windows on the third floor and install vinyl clad wood windows Horner Blvd. Motion seconded by Board member Erb. Conflicts of Interest: None Historic Preservation Minutes 6.17.24 4 Staff Presentation: Staff Whitmore stated that the Historic Preservation Commission received a Certificate of Appropriateness COA-24-28 application from Buck Harris, owner of 110S. Moore Street who wishes to remove the corrugated metal covering the windows on the third floor and install wood vinyl clad windows to match existing windows on the east and west elevations. It was advertised in accordance with the General Statutes and the site was posted on Wednesday, June 5, 2024 The Staff Report was entered into the Record. Exhibit A, page 8 front façade oft the proposed building. Guidelines: 3. Rehabilitation of Existing Structures: The guidelines for rehabilitation of existing structures are oriented toward the design of building alterations rather than the techniques of rehabilitation. The proper approach of rehabilitation is extremely important to maintaining appropriate exterior appearance oft the rehabilitated structure should look rather than how to carry out proper rehabilitation. This orientation toward exterior appearance in the design guidelines reflects the emphasis of the Historic District Ordinance and the regulatory authority it establishes for the Commission. d. Windows and Openings. 1. Don not replace historic windows with contemporary treatments. Comment: The applicant states in their application that they intend to install vinyl wrapped wood windows. The applicant did not provide a detail of the proposed window. These are not replacement windows since no windows are located in the openings as demonstrated by Exhibits B, C,D and E, pages 9-12. 2. The original size, shape, and number of windows shall be maintained. Retain the Comment: The applicant intends to install windows that are 4 over 4 as shown in Exhibit A, page 8. The applicant did not provide oft the detail of the window that they intend toi install but state in their application that the windows will be vinyl wrapped original number of window lights (panes). wood windows. 3. Uncover and repair any windows, which have been screened or filled in. Comment: The applicant intends to remove the corrugated metal that cover the window openings at this time. No windows are in place behind the metal. Exhibits B, D,and E, pages 9, 10, and 11. The application states that they intend toi install windows that match previously installed windows. COA 20-02 approved on January 17,2020, state that only wood windows shall be installed (Exhibits F1-F5, pages 13- 17). The applicant states that they intend to install vinyl wrapped wood windows. 4. -7. These guidelines do not apply. Historic Preservation Minutes 6.17.24 5 Staff Comments and Analysis: The application is to insert vinyl wrapped wood windows on the north and south side of the subject property. Should the Commission approve the COA the applicant shall provide a detail of the window that is to be installed prior to the release of the placard and approval letter and prior to any windows being installed. The commission may choose to agree or disagree with the staff'ss synopsis oft the facts applicable to this case. Board Ouestions Board member Petty asked about aj precedence. Staff Whitmore stated yes. Board member Erb asked if the windows on the third floor, will be the exact same windows that were previously replaced on the second floor. Staff Whitmore said yes. Applicant's Testimony No questions for applicant. Discussion Chair Cline summarized the facts presented, and that the windows that were previously approved in a COA will be the same windows replaced on the third floor; and the Board was in agreement. Motions: Board member Shephard made a motion that the Historic Preservation Commission find as fact that the proposed project COA-24-28, 110S. Moore Street, who wishes to remove the corrugated metal from the north and south sides of the subject building and install vinyl wrapped wood windows that are 4 over 4, is not incongruous with the character of the district, for the reasons that there is a previous approved COA for replacement of windows and iti is an improvement to the building and are for the following reasons generally in harmony with the criteria in the design guidelines and the special character of the neighboring properties and the historic district as a whole. Seconded by Board member Harbison. The motion carried. Final Motion: Board member Shephard made a motion based on the preceding findings of fact, moved that the Historic Preservation Commission grant a Certificate of Appropriateness to owner Buck Harris and approve the proposal shown in COA-24-28, 110S.
