MINUTES OF MEETING OF THE CITY COUNCIL OF THE CITYOF SANFORD, NORTH CAROLINA The City Council met at the Sanford Municipal Center, 225 E. Weatherspoon Street, on Tuesday, February 6, 2024, at 5:00 p.m., in the Council Chambers. PUBLICCOMMENTExhibitA) Mayor Salmon called the meeting to order. Council Member Rhodes expressed condolences to Council Member Taylor on1 the loss ofhis uncle this past week. She shared a short devotion and the Pledge Faye Cress, 2100 Lakeland Drive, Sanford, North Carolina, presented a petition containing approximately 100 signatures, written by Joni Martin, Exhibit A-2. The petition is concerning private funding for renovationsPrestoration of the historical Depot building, located at 106 Charlotte Avenue, Sanford, North Carolina, with the understanding that the Depot building would be the location for the Welcome Center, as well as the Tourism Development Authority (TDA) office and Downtown Sanford, Inc. (DSI) offices. Ms. Cress explained that she contributed funds for the purpose ofthe Depot being the location for the Welcome Center, the TDA office and DSI offices; however, she has heard a rumor that the Welcome Center is to be placed elsewhere and she expressed concern about this idea. as the location ofthe Welcome Center as referenced by previous speaker Faye Cress. Dr. Dean Kesler, 1459 McNeill Road, Sanford, NC, spoke in support of using the Depot Building Dargan Moore, 6343 Steele Bridge Road, Sanford, NC, also spoke in support of using the Depot Building as the location ofthe Welcome Center as referenced by previous speaker Faye Cress. Ordinance Amending the Annual Operating Budget tofthe CityofSanford) FY 2023-2024-P Parks_(Exhibit E) Assistant City Manager Beth Kelly explained that this ordinance appropriates $14,500 for the cost Council Member Rhodes made a motion to approve the Ordinance Amending the Annual Operating Budget of the City of Sanford FY 2023-2024 - Parks. Seconded by Council Member Ferguson, the motion oft fireworks for the July 4th celebration. carried unanimously. The applicant is wishing to make the entire lot Residential Single Family_(R-20) for consistency as the lot Senior Planner David Montgomery explained that the Planning Board met January 16, 2024, after the public hearing was held and voted unanimously to recommend City Council approve this proposed rezoning map amendment. PlanSanlee Long Range Plan designation of Suburban Neighborhood because single- family detached and attached residential developments are included as a recommended residential land use for this place type designation; the area designated as Maker District is only being used as an entryway into the residential development, and there is enough vacant land available nearby for commercial development to meet the intent of the Commercial Corridor Place Type. Seconded by Council Member Dabbs, the motion carriedunanimously. Ordinance Amendingthe Official Zoning Mimafh-ciafsmhailan Carolinal (ExhibitD) Council Member Ferguson made a motion to approve the proposed zoning map amendment for (R-20), (RR), and (LI) to the Adams Village Conditional Zoning District because the site is appropriate fors single-family attached and detached residential land uses as proposed. Seconded Amendment by Mayor Pro Tem Akinosho, the motion carried unanimously. CLOSEDSESSION Mayor Pro Tem Akinosho made a motion to go into closed session in accordance with N.C.G.S. 143 .318-11(a)(1), to prevent the disclosure ofinformation that is privileged or confidential pursuant to the law. Seconded by Council Member Dabbs, the motion carried unanimously. Assistant City Manager Beth Kelly reviewed the attached ExhibitJand explained that expenditures for Downtown Sanford are typically presented each quarter. With no speakers, Mayor Salmon closed the public hearing. Council Member Buckels made a motion to approve the Municipal Service District Expendituresas shown on the attached Exhibit IS Seconded by Mayor Pro Tem Akinosho, thei motion carried unanimously. 3 City.Council Meeting February 6, 2024 OTHERBUSINESS uncle. Council Member Taylor thanked everyone for the support he received recently during the loss ofhis Council Member Akinosho suggested that Black History Month isa also American History Month. He noted that our activity now will be reflected in the future when history is discussed, and commented that several people asked him about Sanford when he recently attended a conference sponsored by the Central Pines Council of Governments. He thanked The Gideons for their bible distribution ministry. Council Member Ferguson commented on the recent " Let's Do it Again" event which honored several trailblazers and where he was alsorecognized. Healso noted that Sanford isb being widelyrecognized and he is proud to be associated with Sanford. this Saturday at The Stevens Center. Council Member Jean Dabbs encouraged the public to attend the fundraiser dinner that will be held Mayor Salmon thanked all the citizens who spoket tonight about the Depot renovation and stated that conversations will be held about funding and project specifics on its preservation in our downtown.
