SANFORD CITY COUNCIL WORK SESSION Tuesday, February 13, 2024 West End Conference Room 225 East Weatherspoon Street, Sanford, NC The City Council held a work session on Tuesday, February 13, 2024, at 1:00 p.m. in the West End Conference Room at City Hall. Update and Discussion ofOpioid Settlement/Exhibit, A) Angelina Noel, Assistant County Manager for Operations, presented a slide presentation ofLee County's Opioid Settlement Funds Strategic Plan (Exhibit A) and provided background information on the strategic plan, which included the impact statement, the executive summary, a SWOT, (Strength, Weakness, Opportunities and Threats) analysis, Lee County's R.E.N.E.W (Resources for Eliminating Barriers, New Beginnings, Education and Well-being) Program, the five-year vision, goals for success, recovery efforts, prevention and early intervention, harm reduction and resources. She encouraged suggestions, since the plan is designed to be updated to meet the needs of the community. Ms. Noel noted that this plan is 100 percent focused on treatment. Lee County Attorney Whitney Parrish reviewed highlights from thel Resolution by the County of Lee to Direct the Expenditure of the Opioid Settlement Funds (Exhibit B). She explained that the total amount of Opioid Settlement Funds received is $1,820,000 and expenditures are allocated for ten (10) specific strategies as described in Exhibit B. Update from Bob. Joyce on the Sesquiçentennial (Exhibit C) Bob Joyce, Chairman of the Sesquicentennial Committee, reviewed the attached Exhibit C, whichi is a draft of proposed events and budget for the Sesquicentennial celebration. Mr. Joyce reviewed the details of events and explained the progress that has been made to date. He noted the official proclamation efforts for the events as described in Exhibit C and confirmed that historical information is being gathered from the community. Mr.. Joyce requested feedback from Council concerning the sale ofmerchandise (shirts, hats, cups) at these events. It was suggested that the committee handlei the details oft the sale of merchandise and that having the merchandise available locally would serve citizens better than having to purchase items from a website. It was also suggested that "swag bags" be included as an item for purchase. The Lions' Clubl has offered the fairgrounds for a "Birthday Bash" on April 6, 2024, with specifics, which are included in Exhibit C. In answer to a question, Council suggested that all prior City Officials bei invited toj participate ini these events and also suggested that locals could provide music. In addition, the consensus of Council was not to have alcohol available at these events. He informed Special-Called City Council Work Session February 13,2024 Council that food trucks would be available, with instructions to offer lower-cost items on their menus, and it will be confirmed that all oft the requirements for food trucks have been satisfied before the event. The Lee County Library has agreed to assist with the display of Sanford's history. Mr. Joyce mentioned the community-wide clean-up efforts and that hel has communicated with Lee County schools in regards to providing time capsule items. The City has already committed $10,000 for the Sesquicentennial Celebration and the proposed subtotal for the events is $13,525, plus an additional $1,500 for publications, $1,500 for banners and $250 for roll-up banners, amounting to a total of$16,775. Assistant City Manager Beth Kelly informed Council that if they were comfortable with the projected budget for the Sesquicentennial Celebration, there would be a budget amendment to the 2023- 2024 FY Budget presented to Council at the February 20, 2024, City Council Meeting. Discussion on Energov Licensing with Lee County Community Development Director Marshall Downey informed Council that there would be a potential budget amendment at the February 20, 2024, City Council Meeting in the amount of approximately $4,000 for the purchase of three Energov Licenses for Lee County. Mr. Downey explained that these funds would likely be allocated from the Restricted Fund, which is a fund set aside by the General Assembly to be spent on Inspection related local government services. Mr. Downey informed Council of an update that is projected for the Inspection Department to maximize the current Energov Permitting Software with a more transparent and efficient system that will be public accessible and will streamline the permitting process. Mr. Downey noted that Permitting Administrator Mistie Wilson, in coordination with Permitting and Inspections Manager Chris Riggins, has been instrumental in maximizing the Energov Permitting system. Assistant City Manager Beth Kelly mentioned that the budget amendment will show an appropriation of Fund Balance from restricted savings from Inspections revenue. The City holds all of these funds and the budget amendment will come from Lee County's portion of funds and they are in agreement. Update from Friends ofSanford re: Grant Application Assistant to the City Manager Holly Marosites informed Council that that she has been made aware of a grant opportunity through Lee County Arts Council, who has recently allocated funds from the state. The Friends of Sanford (FOS) is applying for a grant in the amount of$2,675 fora a. Juneteenth event to be held at WB Wicker School. Ms. Marosites informed Council that ifl Friends of Sanford is awarded this grant, additional information will be provided to Council. She added that there is a tight Presentation on) PARTF (Parks and Recreation Trust Fund)Application for McNeil Park (Exhibit Parks Administrator Nick Fortune gave aj power point presentation and provided an overview of the PARTF (Parks and Recreation Trust Fund) grant for McNeil Park, which included the project process, inventory and analysis, community engagement concept development and cost estimates as described in Exhibit D. Mr. Fortune noted that the City will be responsible for a dollar-for-dollar match fort this grant. Assistant City Manager Beth Kelly mentioned that $25,000i is allocated annually to capital schedule on this application. D) reserve for parks. 2 Special-Called City Council Work Session February 13, 2024 Discussion of Emergency Shelter Services Amendment Assistant City Manager Beth Kelly reminded Council that the City entered into a contracti in the amount of$21,600 for the emergency shelter with Bread ofLife in October 2023, which was an estimate due to not knowing the projection of winter weather and the number of nights the emergency shelter would be utilized. She explained that Bread of Life needs additional funding in the amount of$11,500 for the remainder of the winter months of February and March 2024. From November 2023, through January 2024, Bread of Life has already utilized 47 nights of emergency shelter for full capacity, compared to a total of 52 nights during November through March 2023, for emergency shelter. Mrs. Kelly explained that there will be a budget amendment to the contract showing the additional funds, as well as a separate budget amendment on the Consent Agenda of the February 20, 2024, City Council Meeting. Other Business Mayor Salmon reminded Council ofthe upcoming retreat and oft the items that Council Members need to complete and submit to the Assistant to the City Manager Holly Marosites prior to the retreat. She also mentioned that she attended the North Carolina Mayors Association meeting last week and Sanford was brought up on numerous occasions. Closed Session Council Member Rhodes made ai motion to go into closed session in accordance with N.C.G.S. 143-318.11(a)(3), to consult with an attorney retained by the Public Body in order to preserve the attorney-client privilege; (4), to discuss matters relating to the oatioepamsimofimalanes and other business in the area surrounding the public body; and (6), for the personnel exception. Seconded by Council Member Buckels, the motion carried unanimously. A brief recess was taken prior to closed session. Return to Regular Session and Adjournment the motion carried unanimously.
