MINUTES OF SPECIAL CALLED MEETING OF THE CITY COUNCIL SANFORD, NORTH CAROLINA The City Council met in a special-called meeting at the Sanford Municipal Center, 225 E. Weatherspoon Street, on Tuesday, June 25, 2024, at 1:00 p.m., in Council Chambers. The following people were present: Mayor Rebecca Wyhof Salmon Council Member Byron Buckels Council Member Linda Rhodes Council Member James Williams City Attorney Susan Patterson Deputy City Clerk Vicki Cannady Council Member Jean Dabbs CALLTOORDER NEW BUSINESS Carolina (Exhibit A) Mayor Pro Tem Mark Akinosho Council Member Walter Ferguson Council Member Charles Taylor City Manager Hal Hegwer City Clerk Bonnie Davis Absent: Mayor Salmon called the meeting to order. Bond Order Authorizing the Issuance of Enterprise Systems Revenue Bonds of the City of Sanford,North Assistant City Manager Beth Kelly reminded Council that the preliminary bond order was previously approved and this is the final order authorizing the issuance of Enterprise Systems Revenue Bonds of the City of Sanford. The preliminary official statement will be posted on Monday, July 2, 2024; the Local Government Commission (LGC) approval of the debt issuance for the Water Treatment Plant improvements is scheduled for. July 9, 2024, and if: approved, the City bonds will be sold on July 11, 2024. The Towns of Fuquay-Varina and Holly Springs will also be selling their bonds, for their portion of the Water Treatment Plant expansion. Mrs. Kelly added that staff has plans to close by August 1, 2024. She explained that press releases were issued recently confirming that when the bond issuance was presented to Moody's and Fitch for credit rating approvals, our previous enterprise revenue bond issuance ratings were affirmed by both agencies. Mrs. Kelly noted that this resolution is not to exceed $81 million for revenue bonds. Mrs. Kelly explained that the City also has the additional State Revolving Funds (SRF) available for this project. Council Member Rhodes made the motion to approve the Bond Order Authorizing the Issuance of Enterprise Systems Revenue Bonds oft the City of Sanford, North Carolina. Seconded by Council Member Ferguson, the motion carried unanimously. Operating Budget Amendment Ordinance for Fiscal Year 2023-2024 (Exhibit B) Assistant City Manager Beth Kelly reminded Council that the first annual "cleanup" amendment was approved by Council last week; however; there was an additional Governmental Accounting Standards Board (GASB)- (96) that was discovered this past week. Mrs. Kelly explained that she also included additional funds in this amendment for potential repairs that could arise before the beginning of the new fiscal year on July 1,2024. Council Member Ferguson made the motion to consider the Operating Budget Amendment Ordinance for Fiscal Year 2023-2024. Council Member Buckels noted that Mr. Ferguson included Special- Called City Council Meeting June 25,2024 "considering" the amendment rather than "approving" it. Mr. Ferguson amended his motion to "approve" the amendment. Seconded by Council Member Buckels, the motion carried unanimously. Two City Council Member Appointments to Sanford Affordable Housing Development Corporation City Attorney Susan Patterson explained that the terms of two City Council Members on the Sanford Affordable Housing Development Corporation (SAHDC) will expire June 30, 2024, which are Council Members James Williams and Byron Buckels. Both Council Member Williams and Council (SAHDC)- (Exhibit C) Member Buckels have agreed to serve additional three-year terms if appointed. Council Member Rhodes nominated James Williams and Byron Buckels to the SAHDC Board of Directors. Mayor Pro' Tem Akinosho made ai motion to close nominations and appoint. James Williams and Byron Buckels by acclamation. Seconded by Council Member Ferguson, the motion carried unanimously. Appointment to Sanford Housing Authority - Resident Commissioner (Exhibit D) City Attorney Susan Patterson explained that no applications were received when board appointments were made last week for al Resident Commissioner for Sanford Housing Authority; however, an application has now been received from Dianne Sinnamon for the Resident Commissioner appointment. Council Member Buckels made a motion to appoint Dianne Sinnamon for the Sanford Housing Authority Resident Commissioner position. Seconded by Mayor Pro Tem Akinosho, the motion carried unanimously.
