Background: On January 20, 2022, Ed Ladd, with Dave's Welders Supplies, submitted a written request for the City Council to abandon the unnamed and unimproved alley that extends through the property located at 235 S. Hancock Street. The alley exists only on paper - it was never actually constructed and utilized by any adjoining property owners.
