Background: On February 28, 2024, Roberdel Baptist submitted a request to rezone approximately 4.6 acres located at 1118 Richmond Road from Low Density Residential (R-12) to Neighborhood Business (B-1). The subject property is the current location of the church. The applicant initiated the rezoning request in order to be allowed to install an electronic message sign. Such signs are only allowed in nonresidential districts. Staff Comments: 1. Az zoning map and an aerial map illustrating the location of the subject property is included in the 2. Religious institutions and associated accessory uses (daycare, school, parsonage, etc.) are allowed as permitted uses in all zoning districts (except the Open Space zone) SO the proposed rezoning has agenda packet for the Board's reference. no effect on the current use of the property. Plan Consistency Statement: The requested rezoning is consistent with the future land use set forth in Shaping Our Future: 2033. The future land use portion of Shaping Our Future: 2033 discusses the importance of allowing neighborhood commercial areas at key intersections throughout the City's jurisdiction and specifically identifies the intersection of Richmond Road, Roberdel Road, and Old Aberdeen Road as one such keyi intersection. Statement of Reasonableness: The proposed rezoning does not constitute spot zoning because multiple properties adjacent to the subject property are already zoned Neighborhood Business (B-1). Additionally, the current use of the subject property (church) as well as the anticipated future use oft the subject property (church) is allowed as a permitted use in the B-1 zone. No nonconforming use will be created by the requested rezoning. Staff Recommendation: City staff recommends the Board review the proposed rezoning request and recommend the City Council rezone the property as requested by the applicant. Indoor Soccer - This was the third year for this program and it has proven to be a very successful offering by our department with 101 children participating during the month of March. We had two Spring Soccer - As we begin our 13th season we have 480 children registered toj participate. Wel have 40 teams spread among 9 leagues with regular season play beginning Monday, April 8, 2024. Note: Due to the large number of participants we had to conclude registration earlier than usual. Pickleball -A After installing one court. last March this activity has grown to three courts and an active group of participants five days a week. Play is available Monday-Friday for 9:00 am - 4:00 pm daily. Basebal/Softball Registration - Registration is currently being accepted for these programs through leagues that played every weeknight concluding on Friday, March 22nd.
