Shaun Adams seconded the motion. Motion passed. Debbie Beasley made a motion to approve the June 12, 2019 Special Budget Public Hearing Board meeting minutes. Shaun Adams seconded the motion. Motion passed. Debbie Beasley made a motion to approve the June 26, 2019 Special Budget Approval Board North Carolina Environmental Specialist. meeting minutes. Shaun Adams seconded the motion. Old Business: Mayor Hooper updated the Board on the status of both the Snider Town project and the Roma Gail Collins drainage project, the pipes have been ordered and the work will be completed when pipes are delivered. Mayor Hooper stated that he had discussed Dana Adams suggestion to have the inmates assist in the Town clean-up projects with the Sheriff. He explained that only certain inmates are allowed for work release and we would be able to use the inmates that are allowed. The Mayor said that the Town appreciates suggestions from the citizen's of the Town. The Board decided to table the Board Procedure revisions until the next Board meeting. Mayor Hooper discussed thei four credit card purchases from. June, 2018 that Shaun Adams had question during the previous Board meeting. The Mayor stated that the receipts agreed with what the Mayor had been able to state from memory at the last meeting. Receipts as follows: $23.19-street dance drinks and ice, $18.81 - two meals after the Hayesville DOT meeting, $8.65 - one meal after Sylva Finance priort to Tri-County graduation, $37.45- two meals for lunch at Sylva Finance Conference. Shaun Adams made a motion to accept the pilot meter plan pending the review of the pilot system agreement. Debbie Mayor Hooper read Brian Johnson's questions regarding the County trash fees: Are all County residents charged to dump at the dumpsters or only the Town Governments? Why is the Town having to pay for trash that they pick up but there is no fee to the County residents other than the County taxes?. Becky Garland stated that anyone that goes over the scales will now be charged and all the Graham County Town's will be charged the same separate business rate. She explained that the Georgia surcharge fees have increased from $1.00at ton to $2.50aton. Debbie Beasley asked to table this until the next Board Debbie Beasley made a motion for Shaun Adams to sit on the new Graham County Sanitation Debbie Beasley made a motion to shut off the meter for the old account for Spencer Colvin. Shaun Nichole Hairston, NCDEQ Division of Water Resources Public Water Supply Environmental Specialist, presented Carrie Stewart with the Area Wide Optimization Program (AWOP) award for the Town of Robbinsville Water Plant. She stated that Carrie Stewart has done an outstanding job and this award is not easy to receive especially with all the rain water that we have had during the past year. The State really appreciates the hard work that has been put into making sure that the Town of Robbinsville has Debbie Beasley made a motion to accept the request from Charles and Lisa. Jaco to allow one bill for the shared meter at 670 and 680Tallulah Road. Shaun Adams seconded the motion. Motion passed. Debbie Beasley made a motion to purchase a computer and printer for the maintenance shop with the Debbie Beasley made a motion to continue the annual support to Robbinsville High School for a $200 banner. Shaun Adams asked Attorney Davis if it is legal to support the local schools. Attorney Davis explained to Shaun Adams that this is for public purpose, that the schools provide services for many in Dirk Cody asked the Board about the progress on the May 2019 investigation report. Attorney Davis drafted a letter to send to Mr. Edwards by certified mail explaining his termination. The Clerk toi the Board was asked to type the letterand mail by both certified and regular mail.
