Town of Robbinsville Regular Meeting Minutes June 6, 2018 Ar regular Town of Robbinsville Meeting was called to order by Mayor Steve Hooper at 1:03 PM at the Town Hall on. June 6, 2018. Council present: Brian. Johnson, Debbie Beasley, and Shaun Adams Others present: Ellen Davis, Town Attorney; Alice Lumbar, GCAA Shaun Adams seconded the motion - motion carried. Brian Johnson made a motion to approve the agenda for this meeting. Debbie Beasley approved and Brian Johnson made a motion to approve the minutes for the regular meeting on May 1, 2018 and the special meeting on May 29, 2018. Debbie Beasley approved and Shaun Adams seconded the motion - motion carried by all. Old Business: Debbie Beasley gave al brief update about the Rural Water Conference that she attended. She found the Mayor Hooper found out that Scotty Sawyers is not certified to maintain the generator's that the Town conference very informative and has some ideas for the Towni in thet future. has. The Town will continue to use Carolina Energy, Systems, LLC. Long Creek- Colvin water discussion was moved to closed session. Brian Johnson made a motion to approve the resolution of intent to lease real property to the Church Mouse Ministries, Inc. property described in Book 94 at page 435 at page 84, Graham County Registry. Debbie Beasley seconded the motion - motion carried 2-1. Shaun Adams voted against. There was no public comment. Tammy Wiggins did not attend meeting to discuss her water/sewer billing. Alice Lumbar with Graham County Animal Advocates ask the Town if they have any vacant lots that the organization could use for a temporary shelter for the animals. The board explained to her that they do not have any vacant lots at this time and suggested that she speak to Becky Garland at the County. Brian. Johnson made a motion for the Town to donate $250 to the September7, 2018 Senior Celebration at the Ramsey Center on the campus of Western Carolina University by Southwestern Commission Area Agency on Aging. Brian Johnson made a motion for the Town to donate $85 to the RHS Football Program by purchasing a half page ad for the 2018 RHS football program. Debbie Beasley seconded the motion - motion carried The board is aware oft the issue concerning shared meters. To ensure the Town is in compliance with all regulations set by the State, Attorney Davis will bring a Resolution of Intent to the August 1, 2018 Town meeting concerning the intent to adopt a resolution for termination of shared meters. And, then have a Shaun Adams made a motion to move the next Board Meeting to July 11, 2018, since the first Wednesday of next month is al holiday, July 4th. Brian. Johnson seconded. Motion carried. Debbie made a motion to adjust the current water/sewer certification raises for Chad Carpenter and Carrie Stewart from $1 per certificate to $.501 for the next certification (Biological Wastewater Grade 1) and then $.25 for the last certification. All certifications and raises will be voted on by the Board Mayor Hooper announced to the Board that we are currently not in violation of FLSA at 29 USC 207(0)(3)(a) labor law stating that no employee should carry more than 240 hours comp time. The Town has paid Chad Carpenter and Eddie Sharpe down to 200 hours comp time. The board has decided to table the decision to pay overtime or have employees earn comp time at this time. Shaun Adams made a motion for the town to switch to United Health Care PPO Choice Plan with a $2000 deductible and the Town contributing $2,000 per employee covered by insurance to the HRA as the expense is incurred, and Vision insurance at $5 per employee for all employees.
