Town of Robbinsville Regular Meeting May 1, 2018 A regular Town of Robbinsville meeting was called to order by Mayor Steve Hooper on Tuesday, May 1, 2018 at 5 p.m. at the Town Hall. Council present: Brian Johnson, Shaun Adams, Debbie Beasley Others present: Darrell Colvin, Kyle Colvin, Richard Colvin, Ellen Davis-Town attorney Brian motioned to approve the April 4, 2018 meeting minutes. Shaun seconded. Vote unanimous. Old business: Brian motioned to approve assisting Graham County Schools with a new water/sewer line at the football field not to exceed $2000. Debbie seconded. Shaun voted against due to wanting more information. Steve informed the board that he is waiting on a quote for servicing the generators for comparison. Debbie stated that she would attend the Rural Water Conference to represent the Town. New business: Steve inquired about public comment. No public comment. Darrell, Kyle and Richard Colvin discussed the water agreement between George Colvin and the Town for use ofa a section oft their property for the Long Creek Water Plant. No one has been ablet to locate this agreement from approximately the 1930's. The board asked the Colvin's to make al list oft the George Colvin heirsand also what they would like in the agreement. Ellen Davis-Town attorney- suggested calling it an agreement pending a remedy. Brian motioned to table the discussion until we get the Steve informed the board of Joy Orr's (power of attorney for her deceased father-Jack Lovin) request for Steve discussed Tim Sellers requesting a reduction for his April water bill. Steve informed the board that the meter was fine and no leaks. Shaun motioned to approve a reduction but it would count as al leak The board discussed a possible illegal water connection on Old Sweetwater Road. Steve stated he would contact the person in question. The board also discussed cutting the water off in sections to try to Brian discussed putting a notice in the Graham Star stating: Water/Sewer accounts two months past due will be disconnected without notice. Also, the Town has started prosecuting anyone who tampers with water meters or locks. Brian motioned to approve the ad for 2 weeks/$45 ad. Brian motioned if can do webinar Sonya discussed comp time accrual for the clerks due to the monthly meeting being at 5 p.m. Debbie motioned to change the meeting time to 1:00 p.m. the first Wednesday of each month. Due to the water plant operating 24/7,if these employees work 401 hours, they will get paid 401 hours regular and 8 hours holiday-no comp time involved. Brian motioned to approve. Vote unanimous. The board agreed to hold al budget/planning meeting on May 10th at1p.m. Brian informed the board of a DOT program to help with paving.
