Town of Robbinsville Regular Meeting Minutes March 7th 2018 @5pm Council present: Brian. Johnson, Debbie, Beasley, Shaun Adams, and Steve Hooper Other Present: Angie Colvin, Patricia Colvin, Michelle Shiplett, Carol Borelli, Ellen Steve Hooper entertained a motion for approval of minutes: Brian Johnson motioned to approve minutes- Shaun Adams 2nd motion. Davis, Jeff Goss Old Business Amendments: Carrie Stewarts raise-Amendment #4, Track hoe payment for repairs-Amendment #5 and Water plant supples-amendment #6: Brian Johnson made motion to approve all three amendments - Debbie Beasley 2nd motion. Unanimous. Funds for Graham County festivals - Brian' Johnson on behalf of the festival board we appreciate the support. Maintenance Supervisor cell phone has come in and issued. Introduce new Finance Officer, Sonya B. Webster New Business Item# 1 Public Comment- No comment from the public Item #2 Michelle Shiplet- Church Mouse Handicap Garden- property located on Ford Street. This would provide handicap persons to have access to a garden spot. Church Mouse has hired local architect for plans and design- also this would provide fresh veggies and show people how to preserve food. Hoping to use local people to do most of the work. People feel like there is no hope. And no jobs, the Church Mouse sees it every day. With this garden in Graham County/Robbinsvlle, itwould help feed the hungry with fresh produce and a safe gathering place for families. The Garden will consist of raised gardens for both able bodied people and handicap people; provide outdoor classes and a picnic area. With this it would help with the beautification of Main Street and we are also trying to open a soup kitchen. We, the Church Mouse, come to the board to see if it is feasible to use the old VFW building for an outdoor kitchen and pavilion. Steve Hooper advised that there aren't any restrooms in the Old VFW building- Steve would like to thank the Church Mouse for all that they do for the handicap and elderly. Michelle advised when they have completed the architect plans that she would provide them to the Town board. Michelle stated she would like to thank the Item #3 Patricia Colvin - reference driveway issue due to heavy rains: Ms. Colvin asked if the Town could place a pipe in the ditch line to help carry the rain water and also she advised the board that the speed bump pushes more water in her direction causing her drive to wash out more. Patricia invited the board next time itra rains hard to come to her house to get a picture ofit. Alderman Johnson advised that he had done this and has a photo on his phone which he showed to the entire board. Alderman Beasley advised that Ford St. has the same problem and it will take time but we will address your problem, Ms Colvin. Steve Hooper advised that the town could possibly install a grate to carry water at the speed bump to help address the problem. Patricia advised the alleyway above her property needs gravel which is the Town's property. Alderman Johnson advised as soon as it dries up we would fix that issue. Ms Colvin said thanks for letting her Town board for letting her share this information. come and complain to the board. Steve Hooper entertained motion to move item 11 to item 4. Item #11 Closed Session G5143-318.11(a)3 & (c) Ref. Jeffery Goss Alderman Johnson made motion to move item 11 to item 4 and go into closed session. 2nd by Alderman Adams motion carried. Went into closed Session @ 5:51pm. BrianJohnson made a motion to come out of closed session @ 7:30 p.m. Debbie Beasley 2nd motion carried- No decisions were made during closed session. Item #5 Steve Hooper advised applying for a grant on Ford St. reference drainage Item #6 Sanitary Survey- recently Town underwent an inspection from Mr. Don Price with NC' Water. Steve advised that the inspection went well. Item #7 Old loans - McGill Associates wanted to make the Town aware of two of our old loans are at a higher % rate from the year 1981. McGill advised us to and sewer problems from Collins TP to Laura Street. explore checking with the USDA about refinancing to save on interest. The Board gave Steve Hooper permission to explore checking with the USDA in regards to Item #8 Finance Officer updated the Board: The town has old bank accounts that have money in them and not being used. Sonya presented a proposal to close the four accounts and move the money from those account to existing accounts: Brian Johnson made a motion to except the proposal to close those four accounts and move the money to existing accounts. Shaun Adams 2nd motion. Unanimous. Also, sewage billing for the county dump station hadn't been billed in over 2 years. linvoiced Graham County and they paid $13,000 to current. And whilel was working on accounts, Icame across the NC STEP account to help small business from a grant that has a fund balance. found nine applicants but only five are still in business. lam looking for more information about the funds. Brian Johnson advised that he had been getting some phone calls in reference to taking payment over the phone since we do have debit/credit card machine. Debbie Beasley advised let the office staff get better use to the machine and we refinancing. will re-evaluate taking phone payments in a few months. Steve Hooper advised that the new WEX fuel cards are working well. Item #9 Brian Johnson advised Debbie Beasley of the ordinances in reference to the trash in town that is an eye sore for the public and other property owners. Town Attorney Ellen Davis requested a copy of the Town ordinances. Steve Hooper and Brian Johnson advised that there isn'tanyone to enforce the ordinances that are written.
