Town of Robbinsville Regular Meeting Minutes February 7, 2018  Ar regular Town of Robbinsville Meeting was called to order by Mayor Steve Council present: Brian Johnson, Debbie Beasley, and Shaun Adams  Hooper at 5pm at the Town Hall on February 7th 2018.  Others present: Ellen Davis Town Attorney, Carol- Graham Star, Claudine Gibson, Brian. Johnson made motion to approve last meeting minutes: Shaun Adams  Juanita Colvard  Second motion - motion = motion carried.  Carrie Stewart's $1.00 raise for passing a physical/chemical class for water plant- Debbie Beasley made motion to give her the raise - Brian Johnson 2nd.  Unanimous.  Steve shared information from previous meeting about Emma Stinnett stating she had waited months for her deposit refund check - the check was cashed by her  back in February 2017. Copy attached. WEX Gas cards will start the first of March.  Steve addressed some old business ref old track hoe cost will be $6000 half of the original price Debbie made motion to fix the track hoe Shaun 2"d motion carried Debbie advised do we need a budget amendment for this? Steve Hooper advised Steve Hooper advised he spoke with Brett Laverty with the State in ref to the gas spill and spoke with attorneys who advised a special permit to cover the town ref discharge, NC doesn't require a permit but would like to have a copy of the  it in the budget.  special permit.  Public Comment? No comments from public.  Shaun made motion to close public comment Debbie 2nd motion- motion carried.    Graham County Festivals funding request $5000 for Festivals and $3000 for Music on the Square- Steve advised money is there just needs to be transferred- Debbie made to motion to approve transfer Shaun Adams 2nd motion and motion carried. Due to conflict of interest, Brian Johnson didn't vote. Copies attached. Tim Mehaffey (deceased as of meeting date) requested refund of meter instalation/deposit fees. He decided not to proceed with town water. Debbie made motion to refund all fees to Tim Mehaffey/estate- Shaun 2nd, motion-  motion carried.  Kay Davis- refund of deposit she had paid for someone to transfer water service but they decided not to do SO. Brian made motion to refund deposit back to Kay Steve advised board ref Chadd Carpenter needing a work cell phone due to over whelming calls on his personal cell phone. Shaun made motion to purchase Chadd Brian advised about comp time use. It should be used before any annual or sick time. Brian made motion to change policy/add to personal policy. Steve advised any new business? session ref this matter.  Brian advised hiring a new finance officer. Steve recommend going into closed Shaun Adams advised need gravel behind Luther Crisp residence on the town owned street- Steve advised as soon as it dries up maintenance would take care Steve m to go into closed session: Shaun made motion to go into closed session @ Brian made motion to come out of closed session at 6:04 pm. Shaun 2nd motion- Steve checked the wells and stated that caustic has to be added and wells pumped to clear well at water plant, also have to have 2 personel working- one at  of it.  5:36pm Debbie 2nd motion- unanimous.  unanimous.    plant/ cleared tank and one at well site. Salary- $43,000 to be evaluated in 6 months (probationary period) Benefits effective in Steve stated he needed an ok on Dialysis Center: donation $3000 a month for 2 years Steve advised it would come out of General fund- Town Attorney Ellen Davis advised donation to a medical health of community. Attorney advised this should be contingent upon the towns ability to pay. Effective July 12018, one payment of $33,000 and monitor on a monthly basis. Debbie made motion this to be placed in next year's budget but contingent on the town's ability to pay. Brian Brian Johnson made motion to adjourn meeting @ 6:18pm Debbie 2nd motion.  monitored.
