Town of Robbinsville Board Meeting Minutes November 2, 2022 Town Hall A regular Town of Robbinsville Board meeting was called to order byl Mayor Shaun Adams at 1:00 p.m. at the Town Hall on November 2, 2022. Council present: Approval of Agenda: Kenneth Hyde, Debbie Beasley and M. Ellen Davis- - Town attorney Debbie Beasley motioned to amend the agenda, add to New Business #12 RTA update, #13 Revved Up- John Colwell, #14 Star Link internet Long Creek Water Plant-Maintenance Supervisor Chadd Carpenter. Debbie Beasley motioned to approve the agenda as amended. Kenneth Hyde seconded the motion. Debbie Beasley motioned to approve October 5, 2022 Regular Board Meeting Minutes. Old Business: Town of Lake Santeetlah Interlocal Government Agreement - Water line location services: The Town of Robbinsville Board discussed changes to the agreement with Town of Lake Santeetlah Mayor Connie Gross. Debbie Beasley motioned to approve the agreement with the following changes: Article III section 3.05 - Dispute Resolution. In the event of conflict or default that might arise for matters associated with this Agreement, the Parties agree to informally communicate to resolve the conflict. Ifany such dispute cannot bei informally resolved, the parties agree to terminate the Interlocal Article Il section 2.01 -date change to November 2, 2022 Agreement. Kenneth Hyde seconded the motion. American Tank/Scott Icenhower contracts for Tank Maintenance: Mayor Adams discussed photos of the Towns watert tanks. Debbie Beasley motioned to table and discuss in closed: session. Downtown Wi-Fi project update: Kenneth Hyde seconded the motion. Page 1of3 New Business: Mayor update: Mayor Shaun Adams stated that the scope of work for the rock wall repair on Main Street has been submitted and willl be after first oft the year. Robert Orr water bill - Mary Orr: Mac Orr discussed the two months of higher than normal water bills for his son Robert Orr. Debbie Beasley motioned to approve a credit of $48.73 to Robert Orr's water bill. Kenneth Hyde seconded the motion. Water bill -J James Hutchinson: James Hutchinson asked the Boards consideration for assistance on a water bill that was $1271.05 after thel leak credit. Debbie Beasley motioned to accept payment of $144.18 Kenneth Hyde seconded the motion. Town benches/homeless issue - Dana Adams: Dana Adams was not present to discuss with the Board. Town attorney, M. Ellen Davis, stated: she look into this. View to access street by vehicle blocked - Kaitlyn Eddings: Tabled until Kaitlyn Eddings is available to discuss. Resolution to co-name East Main Street- - Veteran Memorial Hill: as supported by DOT. Debbie Beasley seconded the motion. Kenneth Hyde motioned to accept the resolution to co-name East Main Street, Veterans Memorial Hill Update: Wayne Carringer Boulevard dedication- = November 18, 2022at1 10a.m. -Robbinsville High Mayor Shaun Adams informed the Board/public oft the Wayne Carringer Boulevard dedication. School Auditorium: Resolution authorizing new: signatories - CDGG grant #21-1-4002: Kenneth Hyde motioned to approve the resolution that Shaun Adams, Mayorand Shari Birchfield, Town Clerk and Finance Officer sO named and successors so titled, are the Authorized Persons for signing Grant Compliance reports, Grant Reporting reports and Requisition for Fund reimbursement requests and to execute such other documents as may be required in connection with the project on behalf of the Grantee with the State of North Carolina for a grant to aid in the construction oft the project described above. Debbie Beasley seconded the motion. Old Town Hall property: Town attorney, M. Ellen Davis stated to first start with a resolution. Kenneth Hyde motioned to table, come up with a resolution and discuss at next scheduled meeting. Debbie Beasley seconded the motion. Debbie Beasley motioned to forgive the bill to the amount of $80.79 Kenneth Hyde seconded the Additional leak credit- = Adam Brooks: motion. UCBI proposal for payroll services: No action taken. Page 2 of3 RTAI update - Debbie Beasley: Debbie Beasley discussed the following: Jeep Fest- assisted the basketball team raise money; Trunk or Treat- appreciated the school joining with RTA; November 16th Eastern Band wreath laying- - Junaluska Grave; December 3rd-150th community Christmas tree lighting; December 10th - RTA Christmas Extravaganza @ Robbinsville High School and Christmas parade - Memories of Christmas Past at 6:30 p.m. Revved Up -J John Colwell: John Colwell asked the Board to donate $700 to be used as prizes fort the Revved Up Christmas lighting contest. Mayor Adams stated that would be for RTA to assist, not the Town. Debbie Beasley asked John Star Linki internet- Long Creek water plant- - Maintenance Supervisor Chadd Carpenter: Chadd Carpenter discussed the need for better internet service ati the Long Creek water plant and asked the Board to consider Star Link. Kenneth Hyde motioned to get on the list for Star Link internet. Debbie Colwell to come back to the RTA's next meeting to discuss. Beasley seconded the motion.
