Town of Robbinsville Board Meeting Minutes December7,2022 Town Hall A regular Town of Robbinsville Boar meeting was called to order by Mayor Shaun Adams at 1:13 p.m. (delay in start of meeting due to emergency for Kenneth Hyde) at the Town Hall on December7, 2022. Kenneth Hyde, Brian. Johnson, Debbie Beasley via telephone and M. Ellen Davis-7 Town attorney Brian. Johnson motioned to approve Debbie Beasley via telephone. Kenneth Hyde seconded the motion. Kenneth Hyde informed the Mayor/Board due to an emergency, he'would not be able to stay for the Council present: meeting. Approval of Agenda: Brian. Johnson motioned to amend the agenda, add to New Business #9 Wrestling donation request, #10 Source Water Resiliency and Response Plan, #11 Meter reading/dog issues. Debbie Beasley motioned to approve the amended agenda. Brian. Johnson seconded the motion. Approval of Meeting Minutes: Due to Brian Johnson being absent at the November 2, 2022 meeting and Kenneth Hyde Hyde unable to stay for this meeting, the November 2, 2022 Regular Board Meeting Minutes and the November 2, 2022 Closed Session Board Meeting Minutes will be discussed at the. January 4, 2023 Regular Board Meeting forapproval. Public Comment: Brian. Johnson opened public comment at 1:14 p.m. With no public comment, Debbie Beasley motioned to close public comment at 1:15 p.m. Brian. Johnson seconded the motion. Old Business: UCBI proposal for payroll service - Pam Shaffer/Rod Noonan: Pam Shaffer and Rod Noonan reviewed the UCBI payroll service proposal and answered questions from the Mayor/Board. Brian. Johnson stated that he appreciated the proposal being brought to us. Golf cart- - Darrell Slaughter: Mr. Slaughter did not attend the meeting to discuss. Downtown Wi-Fi project update = Brian Johnson: Brian. Johnson stated no update at this time. Town benches/homeless issue: After discussion, Brian. Johnson motioned to table and get more information. Debbie Beasley seconded the motion. Page 1of3 Old Town Hall property/resolution: Town attorney, M. Ellen Davis, discussed the steps needed to be taken with the Board/Mayor. Brian Johnson agreed with Ms. Davis that an appraisal needs to be done first.. John Colwell stated his concerns with how long the building has been vacant. Brian. Johnson stated that will have to get an appraisal, that isthe process and will try to do as rapid as we can. New Business: Mayor update: Mayor Adams stated no updates today. Concerns - David. Jenkins: Mr. Jenkins did not attend the meeting to discuss. Mural proposal/$2500 request-J John Colwell: have not gotten property owner approval yet. John Colwell informed the Board that another mural has been submitted for us at a much lower cost but Brian. Johnson motioned to give the allocated funds $2500 to Revved Up. Debbie Beasley seconded the motion. Copier quote: Brian. Johnson stated to table until can get more quotes that is equal to what we. got. Budget item - Employee holiday bonus: Johnson seconded the motion. Wrestling donation request: Brian. Johnson stated this item is in the budget and was paid to employees at Thanksgiving, just need to make a motion to approve it. Debbie Beasley motioned to approve the employee holiday bonus. Brian Brian. Johnson stated that two months ago at meeting had discussed not having no PRI money, int the past wej just pulled that out oft the Mayor's expense if he is willing to forth come thei funds. Mayor Adams stated that he may need those funds for future purposes. Debbie Beasley stated that she agreed that that al PRI line item is needed to assist with things like that. Brian. Johnson said that hopefully next budget will have al PR line item. Source Water Resiliency and Response Plan: of Robbinsville. Debbie Beasley seconded. Meter reads/dogi issues: Brian Johnson motioned to approve and give Mayor Adams the authority to sign on behalf of the Town Brian. Johnson stated to add a notice on the next water bills stating issues with aggressive dogs to the maintenance employees and may have to see other avenues if not corrected. Town attorney, M. Ellen Davis, suggested one time warning, then go to the magistrate. Brian. Johnson stated if continues, may do letters and maintenance bring in a list of the residents in question with the vicious dogs. Brian.
