Robinson gave the invocation and Comm. Martin led the Pledge of Allegiance. Mayor Rains spoke stating that he has been working closely with Michael King on various projects, he has had a very active schedule, and taken ownership of the projects and he thanked Mr. King for his leadership. Mayor Rains reported that from Friday to Sunday the Town had about 8" of rain, and the downtown drainage did very well. Mayor Rains stated that the USDA Rural Development has an opportunity for the Town to receive a grant for the sewer plant and we will review the Resolutions tonight. Comm. Martin thanked the Board and Town staff Comm. Robinson made a motion to adopt the agenda with additions for the. July 11, 2022 Board meeting. Comm. Martin made a motion to adopt the consent agenda. Comm. Robinson seconded the motion, and the for attending the dedication fort the Graded School, stating it was a nice community event. Comm. Mayor Rains stated we have received an application from Ashley Boyette to serve on the Board of Adjustments. After a brief review of her application, Comm. Martin made a motion to accept Ashley Boyette to service on the Board of Adjustments. Comm. Robinson seconded the motion, and the motion passed unanimously. Mayor Judy Hunt with the USDA: stated she has enjoyed working with the Town of Princeton over the years and she will be retiring in August, andi introduced Kayla Lee to the Board stating she would bet taking her place. Kayla Lee then presented to the Board the Letter of Conditions stating the SEARCH Grant ist for $30,000 to pay for the Preliminary Engineering Report and the Environmental Report for the Wastewater Treatment Plant Expansion Project. Ms. Lee stated the reason we are requesting the adoption of the Resolution of the Town of Princeton Accepting the Conditions in the. July21,2 2022, Letter of Conditions From the USDA, Rural Development and the Resolution of the Town of Princeton Authorizing the Town Administrator to sign the USDA Rural Development Documents Regarding the Letter of Conditions is to have the Board of Commissioners agree to the terms and conditions and authorize Michael King, Town Administrator to sign the documents on behalf of the Town. After confirming if the charge for the reports comes ini more than $30,000 the Town would be responsible for the cost, Comm. Martin made a motion to adopt the Resolution of the Town of Princeton Accepting the Conditions in the. July 21, 2022 Letter of Conditions from the USDA, Rural Development and the Resolution of the Town of Princeton Authorizing the Town. Administrator to sign the USDA Rural Development Documents Regarding the Letter of Conditions. Mayor Pro Tem Rose seconded the motion and the motion passed unanimously. Rains administered the Oath to serve the Board of Adjustments to Ashley Boyette. Mayor Rains stated the Chiefi is not available tonight so Lt. Daniel Toole will be giving the Police report. Lt. Toole reported to the Board that there has been increased drug activity and theyl had two drug-related arrests. Lt. Toole stated that fentanyl was possibly one oft the drugs involved; fentanyl is 1001 times more potent than morphine. The Board wanted to make sure all police officers are trained in the use of Narcan; Lt. Toole stated that the Chiefand Officer. Jernigan are trained and they arei in the process of getting everyone else trained. Lt. Toole said without going into too much detail they are aggressively monitoring the drug activity; we do partner with the Sherriff's department on occasion, due to they have more resources. Lt. Toole presented to the Board an item to consideri for adoption and thati is toi team up with a company called Off Duty Management Company. Lt. Toole said the Off Duty! Management Company would be a resource to use to hire our off-duty officers for jobs in our area; we could have al link on our webpage that if someone needed to hire an officer they would request one on the link and the Company would offer the position to one of our officers. Lt. Toole reported the Company offers the opportunity ona a first come first serve basis and the Chief or he would have to approve; Toole also stated the Town. Attorney, Bob Spence, is looking at the agreement to make sure there are noi issues for the Town and Police department. Lt. Toole reviewed the policy showing the requested changes highlighted, we need to update the authority, the request form, and the pay. After a discussion, the Board decided toi table the vote until more information could be provided concerning; if the Town vehicle is used who would be liable for damages, ifa and officer is injured while working for this Company, who would be liable, and the Board felt more information is needed on the Off Duty Management Company. Mayor Rains stated we will table the vote PWS Chad' Thompson reported that there was an inspection with the State on the collection system this past month and everything went well. PWS Thompson stated that from July 7 through today that there has been 11.5" ofr rain, the downtown did very well; there was some flooding on Holts Pond Road and South Pine. PWS Thompson said that the sidewalk by Casey's funeral home was replaced; he asked the folks that did that to give a quote on the drainage behind the drug store. PWS Thompson. stated the quote came in at $2450 and that is a good price for labor and concrete. PWS Thompson said iti is a problem with allt the rocks covering the drain and the quote was fora a! 5' concrete pad around the drain. TAI King stated that he took pictures and sent them to Tyrus at Draper Aden to look at, hel has not responded yet. Mayor Rains said we would discuss this further and Mayor Rains stated next on the agenda is al Resolution to investigate a petition for annexation from the Princeton Church of God. TC Williamson stated she received a petition to annex a 2.45-acre tract east of the existing Church. Comm. Martin made a motion to adopt the Resolution Directing the Clerk to Investigate a Petition Received Under G.S. 160A-31. Comm. Robinson seconded the motion and the motion passed Mayor Rains told the Board the Subdivision Ordinance has been updated by Curtis Lee with Triangle. Jto incorporate the Stormwater policy. TAI King stated there are only ai few additions concerning the Stormwater and they are highlighted. TC Williamson gave the Board a memo noting all the changes from the original Subdivision Ordinance including the newly added Stormwater information. Comm. Holmes made a motion to adopt the Subdivision Ordinance. Mayor Rains said we have been talking with Pine Level about the potential for sharing utilities and to go forward we need to have an agreement with Pine Level; the agreement would bej justt to acknowledge that we are interested in pursuing studies that would provide options. Mayor Pro Tem Rose made a motion to adopt the Resolution to Pursue Interlocal Agreements Between the Town of Pine Level and the Town of Princeton. Comm. Mayor Rains askedi ift there was any other business. Comm. Robinson wanted to know the Town's policy on guns and safety; TAI King replied he would discuss it with Chief Sutton and have training for an active shooter. TAI King stated everyone has been very helpful and welcomed him, he is still learning what he calls "Marla Way" but we are, getting the job done. TA King gave the Board an update and status report; we have hired Brad Thompson as Holmes seconded the motion, and the motion passed unanimously. a part-time Code Enforcement Officer that's duties include zoning, site plans, ITi issues, website design, and assisting the front desk. We also have two high school students that are working 8-10 hours a week volunteering. TAI King said he has a meeting with. John Bell Wednesday to discuss assistance with the WWTP funding. He has a meeting with. John Corrin to look at downtown and discuss Wi-Fiand broadband. He is working on a Capital Improvement Plan needed fori the Community Center. TAI King said hei is seeking assistance with the JCS Senior Program in the new Community Center. He and the Mayor met with Rick Hester, Chad McLamb, and Adrian O'Neal on future funding for the Community Center, plus he has meetings set up with local owners for private funding. Princeton Church of God has requested to host the "County Fair" event on Monday, October 31, they have a meeting scheduled to discuss the event. There isa a Planning Board meeting on. July 12. TA King said there isa Popsicle event at the Park Thursday from 11-1. He has met with. James Salmons with Upper Coastal Plaina and Jennifer Collins with the NCDOT to find assistance with repaving some of the Town streets, to get information on a Bike/Ped Plan, to discuss widening Holt's Pond Road, and to get the Comprehensive Transportation Plan for. Johnston County, it willl be beneficial for assisting the Town with transportation projects. TAI King stated he would like to bring back the Golden Key Award because it would be good for the community, he will advertise now through August and make the award presentation in thei fall. TAI King stated that Comm. Robinson inquired about having fireworks ini town, and he has gotten prices from area Towns and they spend between $10,000 and $20,0001 for an event; we are looking at maybe next year having a Spring or Summer event With no other business, Comm. J&N Developers, Marla Mayor Rains called the meeting to order at 7:34 pm, stating the meeting tonight is to discuss the bids received Tyrus Clayton with Draper Aden reported that the projects are separate projects and the advertising and bidding were: separate. Mr. Clayton stated they received four bids for the Massey-Holt Extension project, of those, three were over budget and one was significantly lower; since receiving the bids, Adam Stuckey has rescinded his bid, stating he missed a line item and that would change the price of his bid. Mr. Clayton recommended rejecting all the bids for the Massey-Holt project and re-advertise having a new bid deadline of August 11. Mr. Clayton reported that the Water & Sewer project did not receive any bids and suggest re-advertising with a new bid deadline of August 11. Mayor Rains and Board members had concerns about not receiving any bids for the Water & Sewer project. Mr. Clayton responded the response from contractors was they cannot fiti it into their schedule and the other issue is the size of the project. Mr. Clayton stated the good thing about opening up the bid againi is now you can open the bid up to anyone and they plan to solicit more contractors. Marla Ashworth stated the first step to take is to make a motion to reject all bids, then re-advertise for two weeks and have al bid date of August 11. Comm. Holmes made a motion to reject alll bids submitted for the Massey-Holt Extension project and request the engineer, Draper Aden, to resubmit advertising for al bid date of August11, 2022. Comm. Robinson seconded the motion, and being a zoom meeting a verbal vote was taken; Mayor Pro Tem Rose, yes, Comm. Robinson, yes, Comm. Holmes, yes. With no opposition, the motion passed unanimously. TA Michael King stated there is one other topic he would like to discuss and he has asked Stacy. Johnson with J&N Developers to join us. After confirming that Mr. Johnson was in attendance, Mr. King said that Princeton has acquired al lot on S. Pine for drainage and Mr. Johnson has a few questions concerning the direction/position oft the drainage. Tyrus Clayton with Draper Aden stated the lot purchased has been designed to be a ditch basin for drainage in the area; Mr.. Johnston has asked that we look at other options due to their plan to develop property adjacent to this lot. Mr. Clayton reviewed with the Board the map: showing the route and design oft the drainage project and said ift the Board has no objections they will look for other options. Mayor Rains stated he has no issue with discussing and looking at other options as long as it does not delay the project. Mr. Clayton assured the Mayor and the Board they were not stopping or delaying the project in any way. Mayor Rains asked With no other business Comm.
