Martin led the Pledge of Allegiance. Mayor Pro Tem Rose stated that Mayor Rains is out on vacation, and he asked the public to be patient as the railroad repair's their railway. MPT Rose stated the crossings will be closed for the next week, however, Pearl Street crossing is open. MPT Rose reported the Country Fair last Monday was al huge success even with the short down pouring ofr rain; it was hosted by the Princeton Church and everyone had a good time. MPT Rose also reminded the public that the election is tomorrow and to please go vote. MPT Rose asked if any Commissioners Comm. Holmes made a motion to adopt the agenda for the Updated November 7, 2022 Board meeting. Comm. Comm. Martin made a motion to adopt the minutes from the October 3, 2022 board meeting. Comm. Robinson Mayor Pro Tem Rose said the Princeton Golden Key Award was created in 20101 to recognize citizens that demonstrate continued community service, public service, and/or significant charitable contributions to the community of Princeton. Mayor Pro Tem Rose presented on behalf of the Town of Princeton to Mr. Carlyle Woodard the 2022 Golden Key Award; Mr. Woodard has served 55 years at' Woodard Drug Store, and the Town of Princeton thanked Mr. Woodard for his dedication, service, and love to our community. Several oft the attendees spoke congratulating Mr. Woodard and telling of hist friendship and hard work. Mr. Woodard thanked the Board and stated that he had no idea and was pleasantly surprised. TC Williamson, who is also the President oft the Princeton Women's Improvement Club, presented Mr. Woodard with an invitation to be thisy year's Mayor Pro Tem Rose asked if anyone present would like to speak, and Mr. Charles Williams came forward. Mr. Williams stated he is very upset with the Town due to he was told the drainage issue around the Ballpark would be upi for BID1 this past. July. Mr. Williams said he and his sister have spent a lot of money fixing their land and was told by this Board they would be working on the rest oft the drainage issues; if there is ai flooding issue due to the town not having the drainage issue fixed he will take action against thet town. Mayor Pro Tem Rose told Mr. Williams thet town did put it out for bid inJ July and no one responded; no one is willing to do smallj jobs and we are looking to addi it to another jobt to make it more appealing to contractors. Mr. William stated he knows the town has received funding for the project. TAI King explained that we dol have funding for phase Ibut was unable to get al bid for that project; the town now has asked for the county for an additional $445,0001 for phase II.TAI King continued stating we are going to combine the two projects making the project more appealing to would like to speak and no one spoke at this time. Christmas parade, Grand Marshal. contractors; we plan to advertise the project and hopefully get a contractor by. January, but we do have to dedicate the funds by February. Mr. Williams wanted to know if het found someone would the town hire them; TAI King replied they would need to submit al bid and it would need to be reviewed by the engineer but would consider any bid. Delores Lee came forward stating she lives on North Pine! Street across from the high school and is here tonight to request something be done about the cannon being fired at the high school football games; the cannon is fired at the beginning of the game and for every touchdown and extra point. Ms. Lee stated several retired veterans live around the area that deal with PTSD are affected in a very bad way; the cannon firingi is not necessary for high school football. MPT Rose stated we have recently been made aware of this being a problem and we have talked with the school and hope to find al happy medium; we support the school 100% and we support the citizens of the town. MPT Rose said that he has talked with the school officials and asked them to use a lesser charge for the cannon, and to point the cannon toward the highway; they assured him they would. He also stated the school board is aware of the: situation and will discuss concerns and solutions during the off-season, they feel iti is too late into the season to handle the situation now. Ms. Lee told the board there needs to be a solution for the: sufferers of PTSD and the pets in the area. Betsy Bartholomew Bridgers came forward and stated she is here on behalf of her mom who lives beside the school; the cannon causes her! house to shake and her momi is dealing with grief and depression and the cannon is adding to this. Ms. Bridgers said she was in the meeting with Coach Gaster and Mr. Ellis and said she suggested after 3 touchdowns they stop thati firing the cannon for each touchdown and extra point which is just too much. Ms. Bridgers said that hopefully changing the direction of the cannon will help. MPT Rose replied let's hope fort the Chief Sutton reported that Halloween night had some trick-or-treater traffic but most went to the fall festival; there has been no count on how many attended. The Chief said the railroad police were ini town most oft the day monitoring the workers for the railroad; the department assisted due to people trying to cross thet track. Chief Sutton gave an update on staffing stating that Tyler Hicks willl be leaving for another department, and we are int the process of hiring 2i individuals; they have experience and will not take as long to process and train. Mayor Pro Tem Rose said he had been approached with concerns about traffic at the elementary school, saying apparently a car passed int the curve and almost caused a wreck and asked if something could be done. Chief Sutton replied that the school in conjunction with the DOT are supposed tol be monitoring the situation. The Chief said thet few times he had been out to the school there was not a problem except for the 101 to 15 minutes the: school buses come out. Comm. Martin stated he is there every day and has not noticed anyi issues and Comm. Holmes said other than 3:201 to 3:35 when the buses come out he hasn't seen any issues either. MPT Rose stated the event log only shows 7 patrol times; Chief Sutton replied the officers did not document every time they went out on patrol, they patrol throughout the day on each shift. Comm. Holmes asked does the police department get dispatched when thet fire department gets a call to assist with traffic. Chief Sutton responded they do not, ini the past, the fire department did not want the police on site, but if they were to call fori the assistance they would definitely go. MPT Rose thanked the Chief and police department for their help PWS Thompson stated that it's the maintenance department to have the Christmas party this year and we have decided to have it at the Vailhouse in Goldsboro on December 9th at 7 pm, there is an invitation in your packet. PWS Thompson reported that Matt Braswell will be leaving to work fori the County; he will have more opportunities to advance, al little more money, and a take-home truck. We will post the vacancy starting tomorrow and hopefully get some responses. Comm. Martin asked about the WWTP pump that was repaired; PWS Thompson said the pump shaft broke and decided to repair it. PWS Thompson told the board it did cost MPT Rose stated Mayor Rains talked with Kenny' Woodard about the option on his property, and money is in the bank sO there willl be no financing. We have paid Mr. Woodard $10,000 for an option to try to purchase his property byt the end of the year; if we chose not to go forward we will forfeit the $10,000. MPTI Rose stated that Mr. Woodard's daughteri isi in the house and would bei interested in renting until April. TAI King stated he has talked with Michael Carter with the Spence office and the paperwork should be ready for closing by the end of December. TA King told the board there are several grants that we are looking at to get money for the best Thursday night. with the Country Fair. $4,700 to repair but the cost to replace was estimated at $9,000. community building project; the board discussed the total cost of the project and options for financing. MPT Rose stated we should have a closing date by our December meeting and can make ai final decision at that time. MPT Rose stated next ont the agenda is to discuss the 6-month probation of Town Administrator Michael King and his pay increase. Comm. Martin said that this should be tabled until the December meeting due to we need to have an evaluation completed before we can discuss it. MPT Rose asked TC Williamson to send the evaluation TAI King presented to the board the 2023 meeting calendar and stated there is a change on March 17th there will be no meeting; the budget meetings will be on April 17th, May 15th, and. June 12th. Comm. Martin made a motion to adopt the meeting calendar with the date change; Comm. Holmes seconded the motion and the motion passed unanimously. TC Williamson reviewed the Christmas party TAI King gave his monthly report stating the Fall Festival that was in October has an estimated 510 people with 36 vendors. TA King reminded the Board of the holiday closures, we will be closed Friday for Veterans Day, and 2 days at Thanksgiving the 24th & 25th. Also, he reminded the Board, the Christmas parade is Saturday, December 3rd at 1 pm; TC Williamson told the Board there would be a float for them to ride. TA King stated he spoke with Comm. Holmes and PWS Thompson about the park and a few concerns about the equipment along with the gazebo; due toi the cost of repair the gazebo will probably be torn down and the chains on the swings will be replaced. TA King said last week the GPS feature wasi installed on all town vehicles ini the maintenance and police departments; it isag good way to keep up with maintenance. TAI King then presented two items; Beaverdam Creek phase Il and the Proposal for Professional Services for Martin Livestock Road to the Board to consider for adoption. The Board recommended tabling these items until the December meeting whena representative from TRC, the engineering firm, can be present and they have had moret time to review. June 2022 to assist with the Beaver Dam Rehab Project. These funds were scheduled to be awarded in October but have been pushed to December's JC BOCC meeting. With that being said, speaking with a reliable resource 7 applications were: submitted and each application was submitted to the. JCI BOCC to allocate $500,000 for those municipalities. There could be a 2nd round of funding in the near future that we may possible be With this being said, speaking with TRC, it is very vital that we move forward authorizing the design of phase II of this project prior to the full funding from. Johnston Co as soon as possible. The town has potential funding through the ARPA (American Rescue Plan Act) that are secured. By starting the process as soon as possible, we can hope to secure permits as quickly as possible and potentially combine the project with phase Ifor bidding and construction. By mitigating delays from environmental permitting, we would be able to advertise the project as a single project. This will have many benefits for the town. By combining the 2 smaller projects, the scope oft the work becomes more enticing to other contractors. This can lead to more interest and more competitive bidding. The town will also realize potential savings Phase Ihas been authorized and working documents associated with vegetative debris removal with the same project area. Phase Itimeline is restricted by the StRAP (Streamflow Rehab Assistance Program) grant through the NC Dept. of Ag. & Consumer Services. StRAP requires that 50% of the funds for debris removal be encumbered by February 28, 2023. I. PROJECT DESCRIPTION The Town of Princeton has received interest from local developers to obtain sewer services to seven parcels along Martin Livestock Road and US Highway 70. Future development on these parcels includes the Princeton Church of God, which is planning significant expansion, as well as residential development and other commercial development. Current zoning ini this area includes Voluntary Agriculture Districts/Qualifying Farms, Agricultural and Residential (AR), and General Business (GB). There is the potential for additional sewer expansion to parcels towards the East, based on future interest. This project would allow for the Town to serve the seven potential parcels, with a focus on the Princeton Church of God. The work would include installing approximately 3,500 LF of 6-inch force main, 3,050 LF of 8-inch gravity sewer, and a new pump station. The existing pump station downstream which would receive the additional wastewater will require aj pump replacement to accommodate the additional flow. II. SCOPE OF SERVICES Services to be provided by Draper Aden under this task order will include the following: Michael King November 7, 2022 Page 2 of6 Task A. Surveying Surveying will include the collection of any required field data, such as elevations, existing site conditions, etc. used in the design of the repairs. It will also include any necessary plats or deeds for the proposed Pump Station. Task B. Engineering Design Subtask B.1 Plans and Specifications This subtask will encompass the formulation of engineering plans and specifications to submit to NC Department of Environmental Quality (DEQ) and other applicable agencies for review and approval. This task will also include all grant administration associated with the ARPA funding for this project. Plans willi include drawings of all required plans, profiles, sections, and details. Iti is expected that design will consist of developing gravity sewer and force main plans, as well as a new pump: station design and upgrades for pumpsifrequired at the current existing pump station located near Martin Livestock Rd. Plans will be developed in accordance with applicable local, State, and Federal standards. Temporary sediment. and erosion control measures willl be designed, and appropriate details provided. The final design package will include bid-ready documents formatted in a manner that will allow general contractors to price the work. Subtask B.2 Bid Services Draper Aden will submit the construction documents to the appropriate online plan rooms and respond to contractorsubcontractor questions and requests for information as it relates to the design. Upon request, Draper Aden will receive the bids and conduct a bid opening. After bid openings, Draper Aden will review the bids received for conformance with the contract documents, provide a certified bid tabulation, verify references, and make recommendation of award to the Town's Board of Commissioners. Following approval by the Town, Draper Aden will notify the prospective winner of the bid oft the intent to award and issue a Notice to Proceed (NTP). Task C. Permitting This task will include all permitting, which will be obtained as required, such as encroachment agreements with NC Department of Transportation (DOT), wastewater permits from NC DEQ Water Resources Division, and final project approval from NC DEQ Division of Water Infrastructure. Construction Services Subtask D.1 Construction Administration This task will include duringpos-construction work, including coordination with the selected contractor, attending monthly progress meetings as needed, reviewing payment applications and shop drawings, change orders, field orders, attending a project close-out meeting, and providing record drawings based on redline markups provided by the contractor once construction is completed. Near completion of the project, if requested Draper Aden will conduct a walkthrough in the presence of the Town and contractor for the purposes of compiling a punch list detailing remaining work to be completed prior to project closeout. Once punch list items have been addressed by the contractor, Draper Aden will conduct at final site visit for project closeout at a final project closeout meeting with the Town and the contractor. Subtask D.2 Construction Observation Construction observation will be completed during construction. A representative from Draper Aden will observe and document the construction progress as needed while the work is completed by the selected contractor. The construction observer will relay any issues that arise during the construction period to mitigate problems should they occur. III. SCHEDULE Draper Aden is prepared to commence with the above-described services immediately upon receipt of Authorization to Proceed (ATP). A detailed schedule of milestones and deliverables will be developed in conjunction with the Town of Princeton upon receipt of the ATP. IV. DELIVERABLES Draper Aden will provide the following deliverables, all in electronic format: Engineering Plans and Specifications Permits required to proceed with construction Certified Bid Tabulation and Recommendation of Award Record Drawings following completion of construction V. FEES The proposed fees for the above-described services are on a Lump Sum basis, with the exception of Task D - Construction Services, which will be on a Time and Materials (T&M) basis, not to exceed the Fees will be billed monthly based on our efforts completed at the close of the respective billing period.
