Martin made a motion to adopt the consent agenda which included the December 41 Board minutes, December 12 Zoom meeting minutes, and the December 12 Zoom closed session. Comm. Mayor. Johnson asked the board ift they had any comments they would like to make, but no one spoke at Mayor. Johnson asked if anyone from the public would like to speak, Aimiee Louvierre with the Princeton Public Library came forward to update the board about their attendance for the month. Mayor Johnson turned the discussion topics over to TA King. For the first item, TAI King has a memo included in the packet with a proposed ordinance for vacant property business review. The board goes through and discusses mainly how thet town would keep up with the fees of each property when they registered and the time frame of how often they need to register. Comm. Martin made a motion to table this discussion until further information is put together. Comm. Robinson seconded the motion and the motion passed unanimously. The next discussion is the drainage repair in Eagles Crest, TA King included a picture oft the location that is in need of repair and made the board aware that iti is just going to continue to get worse. After reviewing the estimated cost of $2,850, Comm. Martin made a motion to move forward with the drainage repair in Eagles Crest. Comm. Robinson seconded the motion, and the motion passed unanimously. TAI King then reviewed with the Board the Center Street drainage issue and repair. Comm. Martin questioned why this section of town is a priority over othera areas, and how was it determined this area needs to be repaired first. The board discussed other areas in need ofr repair and decided to table the decision until a priority listi is made; at that point, they will discuss which areas are in need of repair and in what order. TA King presented a street paving plan project review to the board for discussion. The Board decided to have TAI King put togethera a priority list of the town roads and table the discussion until additional information is available. The last discussion item is the 111 N. Pearl Street garage demo, TAI King presented the summary of quotes that were received to do the demo and made the board aware thet funds for the project are accounted for with the funds from the NC Legislature. Comm. Holmes commented that he would recommend going forward with this project due to the town considering for adoption of the Vacant Property Business Ordinance, which includes a definition and penalties for having a dilapidated structure, the Board agreed. Comm. Martin made a motion to move forward with the project and to accept the quote that was received from Matthew Haddock for $12,700. TAI King presented to the board the new applications submitted for the planning board openings. TA King stated that we have two openings due to the resignation of Mr. Bonneville and the passing of Mr. Williams. The applications received were from Mr. Ross Sipple and Mr. Jeff Sheffield. Comm. Martin questioned whether or not these positions were advertised and TAI King stated that we have not had this Robinson seconded the motion. The motion passed unanimously. this time. Comm. TAI King gave his report updating the Board on thet fireworks situation, stating after speaking with Bob Spence, the town attorney, he highly recommended that the town not assume liability for the fireworks display ini the town or on property not owned by the town. TAI King stated that on December 19th Deacon. Jones decided to donate a 2013 Chevy Equinox to the Police department after he contacted them in regards to needing a vehicle; after the cari is up-fitted, we will schedule a photo opt with Deacon Jones Auto to proudly display vehicle. TA King reminded the board the Town Hall would be closed on Monday, January 15th for Martin Luther King Day. TAI King told the Board that Princeton Community Day 2024 is now being handled by the Princeton Community Activate Committee and moved to October! 5, 2024, to coincide with the Fall Festival downtown. TAI King stated he has twoi items to discuss in the Comm. Martin made a motion to take a break at 9:05 PM before going into a closed session and Comm. closed session but that is alll he has for now. Any subsequent revisions to these reports shall be sent to the Secretary oft the LGC. These audited financial statements, excluding the Auditors' opinion, may be used in the preparation of official statements for debt offerings by municipal bond rating services to fulfill secondary market disclosure requirements of the Securities and Exchange Commission and for other lawful purposes of the Governmental Unit(s) without requiring consent of the Auditor. Ifan approved contract needs to be modified or amended for any reason, the change shall be made in writing and pre-audited if the change includes a change in audit fee (pre-audit requirement does not apply to hospitals). The Governmental Unit's (Units') failure or forbearance to enforce, or waiver of, any right or an event of breach or default on one occasion or instance shall not constitute the waiver of such right, breach or 25. There are no other agreements between the parties hereto and no other agreements relative hereto that shall be enforceable unless entered into in accordance with the procedure set out herein and approved 26. E-Verify. Auditor shall comply with the requirements of NCGS Chapter 64 Article 2. Further, if Auditor utilizes any subcontractor(s), Auditor shall require such subcontractor(s) to comply with the requirements of 27. Applicable to audits with fiscal year ends of. Auditing Standards, 2018 Revision (as applicable). Financial statement preparation assistance shall be deemed a "significant threat" requiring the Auditor to apply safeguards sufficient to reduce the threat to an acceptable level. If the Auditor cannot reduce the threats to an acceptable level, the Auditor cannot complete the audit. If the Auditor is able to reduce the threats to an acceptable level, the documentation of this determination, including the safeguards applied, must bei included in the audit workpapers. All non-attest service(s) being performed by the. Auditor that are necessary to perform the audit must be identified and included in this contract. The Governmental Unit shall designate an individual with the suitable skills, knowledge, and/or experience (SKE) necessary to oversee the services and accept responsibility for the results of the services performed. Ift the Auditor is able to identify an individual with the appropriate SKE, s/he must document and include in the audit workpapers how he/she reached that conclusion. If the Auditor determines that an individual with the appropriate SKE cannot be identified, the Auditor cannot perform both the non-attest: service(s) and the audit. Offspring of an animal that exceed this limit are permitted provided that the number limitation shall be complied with no later than 90 days after birth of offspring. Any persons who keeps, feeds or maintains chickens in the corporate limits shall provide a bin or a pit which shall be watertight and fly-proof, or a watertight barrel with a close- fitting lid. Manure accumulating shall be placed int the bin, pit or barrel each day, and the manure shall be removed and discarded as household waste at least once a week. Likewise, uneaten feed shall be placed in the bin, pit or barrel each day, and removed at the intervals specified above for manure. The slaughter of chickens for personal use is allowed only on the property where the chickens are kept. The slaughter must be performed in a sanitary manner with the immediate proper disposal of all waste materiais. Any dead chickens, not) from slaughter, shall be placed and: sealed in a plastic bag upon discovery and discarded with other household waste. (B), Sheltering and limits on the type and number of chickens. (1) Enclosed run. Chickens shall be kept in an enclosed run and shall not roam) free on the property. Without limiting the materials that can be used, examples meeting this requirement are pressure treated wood, painted wood, woodj frame with metal or vinyl siding, asphalt shingle roofing and metal roofing fort the coop and galvanized or vinyl mesh fencing and fencing supports for the enclosed run. The coop: shall be constructed to keep out predators. (5) Setbacks for the keeping of chickens. The enclosed run or coop keeping the chickens shall be in the rear yard ands shall be no closer to the street than the rear yard of the dwelling or principal structure and at no time may be closer than 25) feet from any adjacent property lines. (6) Permit required for the keeping of chickens. A zoning permit for accessory use issued by the Code Enforcement Officer is necessary, prior to constructing and/or erecting the enclosed run and/or coop. Submittal requirements shall include, but not be limited to, as scaled site plan. showing all property lines and existing structures, the proposed enclosure, run and/or coop, the distance from the property lines to the proposed enclosure, run and/or coop, as well as a sketch or elevation(s) of the planned enclosure and/or coop design and a materials list indicating what the enclosure, run and/or coop will be constructed of. Any and all state requirements shall be complied with as well. (7) Permit renewal and revocation. The zoning permit. shall automatically renew annually. Should two confirmed/sustained notices of violations (NOVs)concerningi violations ofthe ordinance within a one year period, the permit shall be automatically revoked. Upon permit revocation, the property owner. shall be prohibited) from keeping or applying for a permit to keep chickens or other fowl for ap period of 2 years.
