MACON COUNTY BOARD OF COMMISSIONERS SPECIAL MEETING DECEMBER 15, 2020 MINUTES Chairman Tate called the meeting to order at 6:01 p.m. as provided for in the Notice of Special Meeting of the Macon County Board of Commissioners, a copy ofwhich is attached (Attachment 1) and is hereby made a part of these minutes. All of the Board Members, with the exception of Commissioner Higdon, County Manager Derek Roland and Interim County Attorney Kim Carpenter were physically present. Deputy Clerk Mike Decker and Finance Director Lori Carpenter viewed the meeting via computer livestream. Also present were APPOINTMENT EXTENSION OF INTERIM COUNTY ATTORNEY: Following a recommendation by Chairman Tate and a briefe explanation by Mr. Roland, upon ai motion by Commissioner Beale, seconded by Commissioner Shields, the board voted 4-0 to extend the appointment of Interim County Attorney Kim Carpenter which was scheduled to expire on December 31, 2020 - until such time as a APPROVAL OF AMENDED RESOLUTION AND NOTICE FOR UPSET BIDS: Kim Carpenter explained the need for the board to consider a resolution authorizing the upset bid process as it relates to an offer from Edgar B. Shope to purchase a two-acre parcel known as the old county garage property. Following brief discussion, and upon a motion by Commissioner Shields, seconded by Commissioner Beale, the board voted 4-0 to approve a "Resolution Authorizing Upset Bid Process," a copy of which is attached (Attachment 2) and is hereby made a part of these minutes. Upon a motion by Commissioner Beale, seconded by Commissioner Young, the board voted 4-0 to authorize Mr. Roland CLOSED SESSION: Upon a motion by Commissioner Young, seconded by Commissioner Shields, at 6:05 p.m., the board voted 4-0 to gointo closed session as allowed under NCGS 143-318.11(a)6) for the purpose of discussing personnel. Chairman Tate pointed out thatr no action was expected following the closed session. NOTE: Commissioner Higdon joined the meeting during the closed session.
