Perkins, Haywood Miller and Councilwoman Sheila Grady Planner CALL TO ORDER & INVOCATION Mayor James Knox called the meeting to order at 7:00 PM. Councilman Haywood Miller gave the invocation. CONSENT AGENDA Councilman Haywood Miller MOVED, SECONDED by Councilman Charles Carroll to approve the Consent Agenda as presented. The MOTION CARRIED UNANIMOUSLY. DISCUSSION & ACTION ITEMS A. Public Hearing Northwest UDO. Amendment, Item 21-01, General Statutes Councilman Charles Carroll MOVED, SECONDED by Councilwoman Sheila Mr. Lewis Parker asked what was going to happen to the commercial property in the Chapter 160D Update and Model Homes Amendment Grady to open the public hearing at 7:33 PM. The MOTION CARRIED UNANIMOUSLY. residential areas? Justin Brantley with Brunswick County Planning Department stated that it would eventually be pushed out automatically. Park Playground Equipment Donna Strickland, City Clerk, stated that John Barrs with Barrs Recreation came to look at our swing set chains. He showed where the playground equipment was not safe (photos will be placed in Exhibit Book V). Mrs. Strickland stated that she had looked at some playground catalogs and it appeared that a minimum cost of at least $14,000 would be necessary to begin replacing the playground equipment. She also stated that cost would be for equipment only, no mulch. Councilman Perkins stated that if you can get playground equipment for $14,000,it Councilwoman Sheila Grady MOVED, SECONDED by Councilman Charles Councilman Miller asked if we need to increase the amount? Councilman Aaron would it great. The equipment at the County Parks range from over $100,000 upwards to Carroll to approve Budget Amendment 3 for the purchase of playground equipment. $250,000. Perkins stated that the $14,000 would be a good starting point and if we needed to appropriate more, we could do another budget amendment. The MOTION CARRIED UNANIMOUSLY. City Council 7/27/2021 2 C. Project Updates Concession Roof & Ceiling Repair Update Councilman Aaron Perkins stated that a painter will be by tomorrow to see the areas in the Council meeting room and in the Concession Stand. Park Shelter Roof Repair Update Councilman Aaron Perkins stated that as soon as possible, he will have a price to repair the Concession and Park Shelter roofs with metal roofing. Handicap Ramp Repair Councilman Aaron Perkins stated that we are waiting to determine ift the handicap ramp can be moved to the front. After discussion, Itv was the CONSENSUS of Council to have the Clerk find out ift the City has been Councilman Aaron Perkins stated that, as soon as it can be determined whether the connected to the sewer system. Front Porch Repair City is connected to sewer, the handicap ramp can be moved to the front and the front porch can be repaired. Back Porch VS Back Deck City Sign at City Hall Thisi item will be determined by where the handicamp ramp is located. Councilman Aaron Perkins stated he is waiting to get a copy of our City Seal to send to the sign shop and once that is done, he will get a quote. 4.LIAISON REPORTS Administration Councilman Miller Councilman Perkins Mayor Knox DEQ-S Solid Waste and Materials Management Annual Report Annexation, Information Technology & Marketing None Park Police Nothing additional Police Report Councilman Carroll Councilman Charles Carroll MOVED, SECONDED by Councilman Haywood Miller to approve the Police Report as presented. The MOTION CARRIED UNANIMOUSLY. City Council 7/27/2021 3 Roads Councilman Michael Troy Powell Bill Certified Statement Report Survey Roads Vees Road Smith Trail Port Royal Donna Strickland, City Clerk, stated that she had gotten several prices from surveyors, and they ranged from $150 to $325. She stated that the biggest difference is the higher priced surveyors will provide the City with everything it needs, to address stormwater, mark all utilities and any other buried service on the roads and paving. Itv was the CONSENSUS of Council to have the City Clerk call and get prices for Vees Road, Smith Trail and Port Royal to address stormwater runoff and ditches only, do not pave these roads. Preparedness Hurricane Preparedness Bags PUBLIC COMMENT Councilwoman Grady NC Local Government System -) LGC-203 Report Councilman Haywood Miller stated that the incident that happened where someone had shot the mayors' house was very serious. He also stated that he felt that the reward money should be higher than $500. Lieutenant Perez stated that the person could be charged with attempted murder and Mayor Knox recused himself from the meeting since the incident happened to him Councilman Haywood Miller MOVED, SECONDED by Councilman Charles increasing the reward money could help with the investigation. and his family at 8:23 PM. Carroll to increase the reward money to $2,000. The MOTION CARRIED UNANIMOUSLY. Mayor Knox returned to the meeting at 8:35PM.
