(Tentative) MACON COUNTY BOARD OF COMMISSIONERS AGENDA ITEM CATEGORY - OLD BUSINESS MEETING DATE: January 11,2022 IO(A). Bob McCollum and Elaine Eisenbraun with the Nikwasi Initiative are scheduled to appear before the board again with updated information on the proposed economic development and administration grant application that was discussed at the December 14, 2021 regular meeting. For the purposes of background information, an excerpt from the draft minutes of Economic Development Administration Grant Application and Request for Matching Funds - Bob McCollum and) Elaine Eisenbraun from thel Nikwasi Initiative made aj presentation to the board regarding a grant opportunity. Ms. Eisenbraun said that the Initiative is in the planning stages of writing a grant to increase economic development and growth in the area around the Nikwasi Mound in Franklin. She indicated that there is no final plan at this time, but they hope to have the plans and application completed by early January. Mr. McCollum explained that the application is for an ARPA grant and they will be asking for $500,000 and will be seeking a commitment of $100,000 from Macon County to fund two positions. He said the improvements and expansion will be a tremendous asset to the community in tax revenue, jobs, etc. After discussion and inquiries about proposed plans and timeframes most of whicha are concepts at this point - the board members requested that they come back when they had more firm information. Mr. Roland stated there would a budget work session in January where the request could be discussed. Commissioners Young and Higdon emphasized their desire to see more concrete plans and details. Chairman Tate stated that having input from. the county Economic Development Commission (EDC) would be helpful. Commissioner Young and Commissioner Beale requested that representatives from Mainstream be in attendance with them so their input could also bel heard. Economic Development Administration Grant Opportunity For Macon County Since the 2019 transfer of the real property deed for Nikwasi Mound, Nikwasi Initiative, Eastern Band of Cherokee Indians, Macon County, Franklin, Mainspring, Folk Heritage Association, and several other partners have developed initial systems to support and honor Nikwasi. Recently, a rare opportunity arose that could allow for further development int the triangle of land around the Mound and construction of thei first The opportunity is a grant offering through the Economic Development: Agency under the federal American Rescue Act Plan. Nikwasi Initiative is applying for funding to move forward on the publicly generated plans for the site so that the collective vision for Nikwasi can begin tol be achieved. The funds are offered through the This project and location are particularly suited to the grant, parameters which call for, 'regions to devise and implement long-term economic recovery strategies through a variety of projects to assist areas impacted by the coronavirus pandemic.' The offering also seeks to help 'Coal Impacted' communities, of which Franklin is one, due to the shutdown oft the Caterpillar plant in 2015. This historygives Franklin a competitive advantage public facility, a "Learning Center", on the site of the old Dan's Auto building. County Planner Joe Allen will present a request from Joanne Snider, the developer of Gemstone Village, asking that in lieu of completing all improvements to the development, she would like to enter into a bond agreement with the county for 125 percent of the estimated cost to complete the improvements on Phase I and Phase III, Section 1 of the development. Copies of the respective agreements will be included in the packet. The amount of the pertormance guarantee for Phase I would be $617,199, and the amount for Phase III, Section 1 would be $189,185. Mr. Allen can provide additional details and answer questions at the meeting. Ms. Snider has also provided Mr. Allen with cost estimates/quotes for each phase upon which the performance guarantees are based, and copies of those will be 1I(B). With the retirement of Jack Morgan as Planning, Permitting and Development Director, Mr. Roland has chosen to make some changes in the department, essentially splitting it into two divisions, one for planning and one for building inspections, as Mr. Morgan's position will not be filled. Mr. Allen as county planner will head up the planning-related activities and Bobby Bishop will head up the inspections activities and continue as the county's chief building inspector. At the meeting, both Mr. Allen and Mr. Bishop need to be appointed by the board to their respective positions. In addition, Mr. Roland will reclassify the director of planning, permitting and development position to a new Fire Inspector III/Building Inspector I position to meet internal needs and the job will be posted. internally. 11(C).
