Commissioner Koch made a motion to approve the October 15, 2020, November 19, 2020, and January 21, 2021 Closed Session Minutes and it was approved unanimously. CLOSEDSESSION: Pursuant to NCGS148-318.11)) Economic Development Offer to Purchase City-Owned Property: Mayor Niland stated the city has had a request from Tom Webbon behalf of another group to build 120 apartments on city owned. property, Estimated tax base of $20million- $25million. City staff put together a few city-ownedtracts to be looked at. The Franklin Street property is a 3-acre I-shaped lot The Westwood Industrial Park parcel'sterrain isn'tgreat The West Lake end of Westwood Recreational park Private properties There are no plans yet-Mayor Niland would like to go back to Mr. Webb with some possible Consensus: Inform Mr. Webb, oft the mentioned sites and ifinterested, ask Mr. Webb to bring sites for him to come back with a request for the Board to at least discuss. something back to the Board for discussion. Downtown Development: Mayor, Niland mentioned the development agreement for the hotel is moving along and the conversation is that the agreement is very close to the original proposal and doesn't include the rest ofthes cube building. But as soon as that is over, he feels they will try to get the rest He feels they need to start trying to get in touch with the owner of the residential house that splits up the Spencer's property on Franklin Street to see where they are as to at least ifthey don't want to sell the house, split the property and the city get the back half of the property oft the cube building. They do see the value of developing the rest of that. to connect the two Spencer's properties together. 1 The old Koozies building needs to be demolished. He would like to have conversations with the owner of the building to get it down. He has heard they got a price of $350,000-5400,000 Maybe the City needs to start knocking on doors to see what can be done to move forward. His suggestion is to: Speak with the Koozies building owner; speak with the owner of the house on Franklin Street (between the two Spencer's Properties); and speak with the owner of Mittman's just to get conversations started.
