Over the past year, the City has achieved milestones laying the groundwork for sustainable development and multiple projects that will take place in the next budget year. He is committed to serving the community and making sure that residents, business owners, and stakeholders continue to have a voice. During this meeting, The Board will hear from Department Heads with their achievements and goals for the future. The Board will also hear achievements and highlights that will focus on the upcoming months and years. Staff will seek the Board's input and guidance as they plan for the 2024-2025 fiscal year. The City staff will continue to build on successes and overcoming challenges over the next fiscal year. b) DEPARTMENT UPDATES: Fire Department: fiscal year 2024-2025. Highlights for 2023: --1,649 calls for service --18 structural fires (city and county combined) --5,100 training hours --34 public education programs Chief Zane Poindexter reviewed the Fire Department's 2023 achievements and goals for --Average response time city-wide: three-minutes and two-seconds --18i individual medical life saves with five department saves --$6,175 revenue collected from Fire Marshal's Office --Busiest month July, busiest day-Saturday, busiest hour-noon Goals for FY 2024-2025: --Maintain the mission statement --Achieve and meet the department's rescue status for State of North Carolina for 2024 --Educate more concerning danger of cooking fires --Continue to grow the Citizens Fire Academy Commissioner Hutchens asked what the Fire Department's current greatest needs. Chief Poindexter responded that the greatest need right now is to maintain staff to be able to meet the growing needs of the city. There hasn't been a great amount of turnover over the last couple years; however, the City needs to stay current with salaries and not fall behind. 1 Planning Department: year 2024-2025. Highlights for 2023 Mitch Williams reviewed the Public Works Department's 2023 achievements and goals for -Completed projects in the Engineering Division to include the Ararat River/Riverside Park Greenway Extension and the Ararat River Restoration, and Spencer's Mill Redevelopment. --Worked with consultant engineers to start the water/sewer system funded by the ARPA grants --Archiving and digitally scanning City construction drawings -Implement GIS based utility mobile map --New restroom construction behind City Hall for Blackmon Amphitheatre --Attended Professional Development courses and Continuing Education classes -Coordinated Ararat River Levee System annual inspection with USA Corps of Engineers --Worked with Carroll County, Surry County, and VDCR to resolve issues with Cana dam -Coordinated with Duke Energy for street light and power line issues --The Mount Airy-Pilot Mountain water system interconnect was completed --F.G. Commissioner Wood asked about the cost for recycling. Mitch stated including staff and everything, it costs the city approximately $135,000 per year. Recycling does not bring in any revenue. The City makes around $20,000 for cardboard There was more discussion regarding recycling including discussions of going back to volunteer recycling in the City. Mitch mentioned staff did a cost assessment on that last year. The building and paved area would cost more than curbside recycling. Commissioner Koch mentioned that the cost of the building and paved area for volunteer recycling would be a one-time cost while curbside recycling is an ongoing expense. Darren mentioned they would still have an annual cost for the employee to manage and monitor the facility. There was discussion of whether or not people would participate in taking their items to the drop off facility. Commissioner Hutchens stated he doesn't think recycling is designed to be recycling. profitable. Police Department: year 2024-2025. Highlights for 2023 Chief Dale Watson reviewed the Police Department's 2023 achievements and goals for fiscal -Purchased three new patrol vehicles and issued several take home cars experienced officer who has currently started with his training officer. --Swearing in of five new officers. Department hired one officer who has completed the Basic Law Enforcement Training. Chief Watson stated police staff are working with property owners and businesses to help them change the ways they are doing business. They want to find other avenues not to Commissioner Hutchens asked what the current needs are for the Police Department. Chief Watson stated staff and equipment-statt being number one due to the City being a service is desirable for City staffand citizens. arrest. Currently working with a consultant concerning a program for department heads to develop future leaders that will take their place when they retire. --Looking for new ideas for benefits with no cost to the City (such as long-term care, long- term disability, pet insurance and adoption of the 457 retirement program paid by the employees). --Complete aj process manual for Human Resources --Update job descriptions for all positions --Ability to apply for a job position online --Revamp new hire orientation including new safety videos. --Complete insurance renewal for FY 2024-2025 --Add AED to Police Department -Complete implementation of new pertormance review system for Police Department 4 --Reduce injury and illness rate Parks and Recreation: for fiscal year 2024-2025. Highlights for 2023 Riverside Park. --Repair intercom and outside speaker at Public Works Department Peter Raymer reviewed the Parks & Recreation Department's 2023 achievements and goals --Three additional Pickle Ball courts added to create a total of six Pickle ball Courts at --Plans completed for the 1.3-mile Granite City Greenway System extension from Riverside --New Basketball Court and Futsal Court added to Riverside Park Park to Technology Lane, along with a Water Hydrology Pocket Park. --New City Christmas Tree was acquired and planted at City Hall. --Offered the first tennis program for Quick Start Tennis for ages 5-8 --Applied for and received a $175,000 Century Mini-Grant from the NC Department of Instruction forthe Summer Adventure & Education Camp 101 for the third straight year. --Received $1,750 grant from Surry Collaborative to provide rock climbing wall, inflatable --Managed a $31,250 Youth Mentorship Grant and a $12,500 Peer Network Facilitator --Applied for and received NRPA Youth Mentorship Grant of $70,000 to continue -Partnered with Mount Airy City Schools to offer swim lessons to all City School 4th graders. --Funding by the RCC Foundation allowed 26 children of the Mount Airy Housing Authority --Applied for and received a North Carolina Community Foundation Surry Orthopedic obstacle course and fishing supplies for Kids Fest. Youth Mentorship Grant. mentorship efforts for an additional two and a half years. to participate in free swim lessons taught by volunteer instructors. Endowment of $1,500 to purchase safety vests and road signage for events. Goals for FY 2024-2025 --Provide safe, attractive, and appropriate facilities --Support the development of youth by offering quality recreational opportunities -Strengthen families through recreational and health related programs --Modernize and expand the facilities and equipment to offer essential services --Assist in the recruitment of new industry and retention of existing businesses --Increase Reeves Community Center memberships and revenue --Develop new innovative programs fori individuals and families --Increase enrollment and participation --Continue to offer adult athletic programs --Increase the human resources (staff, coaches and volunteers) available to ensure quality --Advocate for the reinstatement of the recreation municipal allocation from Surry County --Continue to offer educational sessions at local health and wellness fairs --Provide scholarship opportunities to underserved youth and disabled adults -Continue to research grant opportunities through NRPA in 2024 youth and adult programs -Properly maintain all city grounds 5 e) SPECIALAPPROPRIATIONS DISCUSSION: Darren Lewis opened the discussions regarding Special Appropriations for the Mount Airy Public Library, Surry Arts Council (SAC), Mount Airy Museum of Regional History, and Mount Airy Rescue Squad. This past year, all four were funded for a total of approximately $200,000, which impacts the City's budget each year. Last year, the Board directed staff to inform each agency not to count on or expect these amounts as part of their budget because this funding would be looked at on a year-to-year basis by the City. He asked the Board for directives on how toj proceed with these funding requests. Surry Arts Council Discussion: Commissioner Koch asked for financial statements from the SAC informing what the $1,374,000 over a five-year period ending June 30, 2021 was spent on-it was listed as the Andy Griffith Museum. Tanya Jones sent a letter stating everything the SAC did but did not answer the question as to what that amount was spent on. In the year ending in 2022, they expended another $270,000 on the Museum. In six years, they have spent $1,643,000 on the Andy Griffith Museum. He doesn't see. how that is possible to spend $1.6 million on the. Andy Griffith Museum. That amount would be four times what was paid for the building. What the City is funding with this special appropriation is not for programs, but for profits. The city is maintaining four properties of the SAC when they only agreed to one. The City has spent thousands on upgrading bathrooms and maintaining these buildings. The SAC is making money and buying things and the City is subsidizing. Ifthe SAC is making $275,000 inj profits, they don't need $87,500 from the City. In June 30, 2020, the SAC showed a net in assets of $6.1 million with an increase of $1.5 million. Again, with this type of profit and increase, they don't need the $87,500 from the City. The City needs to spend these funds on other agencies that need it. If the SAC needs this funding in the future, then it can be re- addressed. The City has a lot of other things going on and doesn't need to fund profits for Commissioner Hutchens stated that Ms. Jones would argue how she uses the money and how itl benefits the citizens. He can't say whether she needs the money or doesn't need it. He is Mayor Cawley spoke with Tanya about 10 years ago when others were having the same concerns. He found that before the SAC begins the year, they want the whole year's budget in the bank. When the City gives the $87,500 this year, she holds that amount for next year's budget, which is a luxury. One thing that our Tourism Director always says is that Andy Commissioner Wood mentioned that the City funds the repairs to the SAC's buildings, which gets expensive and the City receives no revenue from the SAC. The SAC charges for services and controls all of that revenue. She doesn't think the City needs to fund the $87,500 for the Commissioner Cochran stated she feels the City should only fund this year due to increased City revenues based on last year's audit. Another commissioner said to prioritize public safety first but that commissioner also said they would not vote not to fund one if they others. aware of the services the SAC provides and how it impacts the citizens. Griffith is the biggest tourist draw to Mount Airy. SAC. 6 couldn't fund them all and she feels the same way. She also agrees with Commissioner Wood to reduce the amount because the city pays for all the repairs on the buildings. Commissioner Thacker feels the City needs to give some funding but maybe not the full Mayor Cawley stated that the City government funds repairs for the Mount Airy Public Library building and the Surry Arts Council buildings, which the City owns these buildings. The City has funded HVAC systems and other things for the Museum of Regional History, which the City does not own that building. The only one the City has not helped is the Commissioner Hutchens feels this is something the Board will need to look at on a year to year basis. There may be times the City will not be able to fund these agencies to the level they are asking because the City may not have the funds. When talking about who is banking money and taking in more than they spend...when looking at the other agencies, the only agency that technically spends as much as they take in is the Museum of Regional History. All the others carry over each year. The Museum's 2022 990 form shows the revenues were $792,000 and expenses were at $808,000 making them lose money in 2022. When looking at the other agencies, they did carry over some: into the next year. Darren mentioned that if this is something the Board wants to look into, staff will place on the March 7, 2024 Board Meeting agenda for the Board to discuss and give direction to the Commissioner Koch asked ifstaff had projected revenue for the 2024-2025 fiscal year budget. Darren stated based on last year's budget, it should be similar. For expenses, it is too early to get some numbers, like insurance quotes. Commissioner Koch also asked about property taxes. Pam Stone stated staff will not know this information until March. Darren did mention that some of the interest rates have come down. As a City, they should not budget Mayor Cawley these agencies need to be made aware of what the Board's intentions are sO he Commissioner Hutchens mentioned that he feels the Rescue Squad should be given more than the $7,500. He knows that the Library's funding amount from the City affects what they receive from the State. Darren stated the amounts given to these agencies have been Mayor Cawley suggested discussing these agencies one by one. beginning with the Mount Airy Rescue Squad. Commissioner Hutchens informed the Board that he will recuse himself from $87,500. Mount Airy Public Library: Commissioner Wood made a motion to fund the Mount Airy Public Library $103,650 to be paid June 30, 2024 and it was passed unanimously (5-0).
