("Raftelis") has completed an evaluation to develop cost-justified water and sewer system development fees for fiscal year ("FY")20241 for consideration by the Town of Mocksville ("Town"). This report documents the results oft the analysis, which was based on an approach for establishing system development fees set forth ini North Carolina General Statute 162A Article 8- "System Development Fees." System development fees are one-time charges assessed to new water and/or sewer customers for their use ofs system capacity and serve as an equitable method by which to recover up-front system capacity costs from those using the capacity. North Carolina General Statute 162A Article 8 ("Article 8") provides for the uniform authority toi implement system development fees for public water and sewer systems inl North Carolina and was passed by the North Carolina General Assembly and: signed into law on July 20, 2017 and was most recently modified by Session Law 2023-55 and Senate Bill 673, which was approved on. October 3, 2023 Communications from Boards, Commissions & Agencies Mayor recognized: Proclamation - Domestic Violence Awareness Month - October 2023 Proclamation Operation Green Light for Veterans November 2023 Presentation - Chris Vaughn, Parks and Grounds Director Trail Sign Project at Rich Park Girl Scout Gold Eagle Project Logan Sherrill, a girl scout in troop 1265, decided to seek thel highest award girl scouting offers- the Gold award. In order to receive the award, she had to complete a community project. After much research within her community, Logan saw a community need within Rich Park. She met with Parks and Grounds Director, Chris Vaughn and together they decided to move forward with a mapping system oft the greenway and park grounds. Logan quickly learned that bringing an ideai into fruition takes time and effort. First Logan had to form a team by identifying experts and people within the community who could assist heri in executing the mapping. Initially, she performed a walkthrough oft the greenway and grounds to carefully identify each trail and facility within the park. The draft sketches were taken to Glast Graphics toj prepare a digital map, QR Code and difficulty rating system. Once the maps had been prepared and approved, they were ready to be printed. Each greenway has been identified by a difficulty rating system: green, blue and black. Logan worked to install mile markers on each trail, placed every 5001 ft, identified by the color/level of difficulty and number for identifying location on the trail system. The mile marker signs and mapping system also contain QR codes which provide al link to an online map of the park/greenway system. The Map was placed in a centralized display case within Rich Park, ona dedicated page within the Town ofl Mocksville website, as well as provided to Davie County Communications to assist in emergency situations. We had our community service project Saturday, September 30, 2023 and our class of11 partnered with Cognition; "Touch a' Truck". Whata great turn out and Iexpect 500 or more people were out and about on this beautiful day. Our project was toe equip each EMS truck in Davie County with pediatric restraints which ensures that pediatric patients get transported in the safest way possible. We raised $8,000 (thank you sponsors) and were able to purchase a restraint for each truck (9) and the funds left over were to help purchase car seats for families in need. This class has been awesome and willl be recommended for all of my staff. Jennifer Evens first meeting as our new Tami (JT for short). Shei is really awesome and sO many great ideas.
