Bonds Grove Church Road and Waxhaw-Maryin, Road Reconfiguration Options and Feedback Rohit Ammanamanchi, Planning & Zoning Administrator, explained that a study is being conducted on thel Bonds Grove Church and' Waxhaw-Marvin Roadi intersection to determine how best to reconfigure thei intersection to address traffic and safety concerns. The two options being considered are at traffic light or a1 roundabout. An online public comment period will start on March 8. Marvin Heritage District Next Steps Mr. Ammanamanchi recapped his presentation on the Marvin Heritage District from the previous week's Council retreat. Based on1 recent feedback from property owners, he recommended to Council to ask property owners tos submit professional sketch plans depicting what their desired and feasible development would be. He added that staffy would then consolidate the plans into one final scenario and contract DFI to determine the economic feasibility of that scenario. Council discussed this item in depth. Discuss and Consider. Applicants for Appointment to the Planning Board for a Term Commencing 3/1/2021 and Austin W. Yow, Village Clerk & Assistant to thel Manager, informed the Council that there were two applicants for the vacant Planning Board seat. Council discussed the applicants and chose to delay consideration until the March 91 regular meeting. Mr. Ammanamanchi explained that the draft resolution was to oppose thel high-density Aventon Apartment Complex rezoning request. This development ifa approved would result in the construction of310 apartments near thei intersection ofl New Town and Providence Road. Discussion of Gates and Private Roads Ordinance Mr. Ammanamanchi explained that recently certain subdivisions have informed staff that they wish to install gates at the entrances to their subdivisions. Currently, the Village does not allow for the creation ofnew private roads ort thei installation of gates on public roads. Mayor Pro' Tem Vandenberg added that the Village's sign ordinance was amended in 20171 to allow the installation of gates for rural subdivisions. Mr. Ammanamanchi highlighted that these ordinances are contradictory anda asked Council agreed that Mr. Ammanamanchi and the Village Attorney should identify where and how the ordinance needs to be Council how they wished to address thei issue of gates. Tom Short Sidewalk Update Ms. Amos informed Council that the Village Attorney has determined based onj precedent that absent any agreement that the Village is responsible for the maintenance oft the Tom Short sidewalk repairs. Council directed Ms. Amos to Ms. Amos stated that the: street blades for Weddington Chase and Canterfield Creek are not compatible with their current brackets/posts. She presented quotes for replacing thej posts/brackets and asked Council ifthey wished to standardize brackets going forward. She also distributed photos of thej proposed posts/brackets and copies of emails with the subdivision HOAS showing that they approve oft thej posts/brackets. (See attached documents, which is hereby incorporated. as ai reference into these minutes). Council agreed toj proceed with addressing the posts/brackets in the two subdivisions. Council also chose to provide subdivisions with the option of either having the standardized bracket or paying the cost difference1 to upgrade to a different design. Roundabout Lighting Update Union County Happenings Mr. Ammanamanchi stated that CRTPO would issue staff to help the Village coordinate with NCDOT, USDOT, andt to tabulate the right of way required from property owners top proceed with the expansion of the Marvin Loop Trail. Mr. Ammanamanchi informed Council that Union Power sent the survey data to NCDOT, which should move the process forward for getting lighting installed at the two existing roundabouts on New Town Road. Mr. Ammanamanchi informed Council that the Union County Planning Board will review the Aventon Rezoning Request on March 2 and that the public must either give comments in-person or submit them by email. At thes same meeting, the Board willl have their first look at the Union County 2050 Comprehensive Plan. A vote from the County Planning Board on the plan is expected in April.They are also considering aj policy to prohibit upward zoning of properties along corridors that needs transportation infrastructure upgrades. He concluded by briefly covering the Mr. Ammanamanchi informed Council that the developer of Barcroft did an occupancy check and that he expects to timeline of adoption for the 2050 Comprehensive Plan, which is currently slated for. The purpose of this sponsorship program is to generate additional revenues fori the Village and it is not intended to provide a publici forum for communication and debate. The Village of Marvin recognizes that sponsorships are made when there is an expectation ofas specific benefit in return. Donations can be made to the Village in the form of services, funds, or gifts-in-kind, however there is no expectation or recognition or compensation, or restrictions on how this money or gift is to be used within the Village.
