The purpose is to hold a. Joint Meeting to discuss thel Planning Board's] priorities fort they year, as well ast the next steps for thel Marvin. Heritage District. No action will  bei taken at this meeting.  AGENDA ITEM  1. Call to Order & Determination of Quorum  Mayor Pollino and Chairman Jones called the joint meeting to order at 6:30pm and determined that a quorum ofe eachl board  was present. Village Council Present: Mayor Pollino, Councilman Wortman Absent: None Staff Present: Austin W. Yow Planning Board Present: John. Jones Absent: None  Present Virtually: Mayor Pro Tem Vandenberg, Councilman Lein, Councilman Marcolese  Staff Present Virtually: Christina Amos, Rohit Ammanamanchi  Present Virtually: Vice-Chair Cates, Malinda Daniel, Michael Lavelle, Mark Petersen, Kent Renner (joinedat6 6:32pm)  2. Consider. Allowing Councilmembers and) Board Members tol Participate Remotely MOTION: Councilman Wortman moved to allow Councilmembers toj participate remotely.  VOTE: The motion passed unanimously. Discussion of 2021 Priorities  MOTION: Vice-Chair Cates moved to allow) Board] Members toj participate remotely. Markl Petersen seconded the motion.  3. Adoption of the Agenda  MOTION: Councilman Wortman moved to adopt the agenda as presented.  MOTION: Malinda Daniel moved to adopt the agenda as presented. Vice-Chair Cates seconded ther motion.  Thel Planning Board discussed their priorities for 2021 with the Village Council, including addressing flooding issues on Marvin Road, the construction oft thei roundabout at] New" Town and Marvin Road, the installation of streetlights, reducing speeding on New Town) Road, the installation oft traffic calming devices, addressing flooding issues on thel Marvin Loop Chairman. Jones mentioned that ordinance updates willl be a major task oft thel Planning Board this year. Mr. Ammanamanchi brought up that thel Planning Board and Council willl be reviewing and adopting the code reorganization and revisions required  Greenway, and thel Marvin Heritage District.  Page112    tol be compliant with NCC G.S. 160D, and that maintaining and drawing upon the newly adopted Land Use Plani is ofi importance  when making planning decisions. TIME: STAMP 49:20  5. Discussion of Marvin Heritage District Next Steps  Mayor Pollino reflected on recent happenings with the Marvin Heritage District, including trying to coordinate with 12 landowners. The Village Council and) Planning Board had ani in-depth discussion ofhow to approach the Marvin Heritage District, including but notl limited to economic feasibility, working with landowners, creating a master plan, etc. The concluding consensus was that therei is enough information toj proceed with creating a strategic plan and zoning district by having Staffimprove upon the current scenarios within the boundaries oft the Land Usel Plan and) Resident Survey, having the strategic plan committee members who are property owners act ast the liaison for allj property owners, and accept input but not  officially solicit input from all other property owners nor hire an agency to conduct that coordination.
