Call to Order Mayor Pollino called the meeting to order at 6:44pm and determined a quorum was present. VOTE: The motion passed unanimously. 3. Welcome from Mayor Pollino & Introductions Mayor Pollino welcomed and thanked everyone for attending. He then introduced: members oft the Village Council & Staff. Christina. Amos, Village Manager, briefly covered al list ofaccomplishments ofthe Village in thej pasty year, including advancing the building of the new Village Hall, receiving a $1 million grant to extend thel Marvin Loop Trail, launching a new website, TIME: STAMP 3:50 4. Groundbreaking Ceremony Recap plans. She then briefly covered thei recent groundbreaking ceremony. Ms. Amos updated everyone on the Village Hall project, which involved saving $200,000 in costs due to reconfiguring the site TIME STAMP 11:25 6. Roundabout Update Ms. Amos stated that additional funding has been received for the proposed roundabout at New Town and Marvin Road. Additionally, Council has committed an additional $115,000 to the project. The right of way acquisition phase will hopefully resume soon, with construction scheduled for summer 2022. In the meantime, the Village still pays off-duty Union County officers to direct traffic at the intersection during peak hours. Page113 TIME: STAMP 16:10 7. Loop/Greenway Grant & Upcoming Trails Rohit Ammanamanchi, Planning & Zoning Administrator, gave an update on the interactive trails map located on the Village's website. He then explained how the Village received a $1 million grant to expand thel Marvin Loop from its current end point on Marvin School Road to Saddle Avenue on Marvin Road. Discussions are ongoing with Union County to build a trail connection: from the Tullamore/Amber Meadows Trails to the commercial strip outside ofl Marvin on Real Road: near the Towns at Audrey neighborhood. TIME STAMP 18:30 8. Disc Golf at Marvin Efird Park Derek Durst, Public Facilities Manager, stated that a new family-friendly 9-hole disc golfo coursei is coming soon tol Marvin Efird Park. Recap of 4/24 Clean Upl Event Ms. Amos stated that the clean-up event on April 24 largely got rained out, but the PR&G Board Chairman John Baresich managed to get as small group of people together to clean ai few roads. Village Staff will coordinate another event in thei future. Mr. Durst explained that ai festival celebrating the Marvin community is planned for 2022, with a date to be determined soon. Residents are encouraged to submit ideas for the event. Marvin Heritage District Update Mr. Ammanamanchi explained that the goal of the Marvin Heritage District is to create a community center that reflects Marvin's character andj provides aj place for residents to gather that is uniquely Marvin. He then explained the form-based code that is planned to regulate development: in the District. He explained that this code regulates zoning through aesthetics, rather than density. He added that under this code all buildings in the District would be required to look like residential buildings and that a significant percentage of the land would bei required to be preserved as open space. Solid Waste Services Update Mayor Pollino and Ms. Amos explained that the Village alongside the Town of Weddington recently requested bids from vendors to establish solid waste and recycling collection as a municipal function. Additional options such as bulk collection, electronics collection, and more are being considered. Currently, the Village is estimating that Marvin households will save $150-$200 per year. In addition to cost savings, the goals behind this initiative are to provide al higher quality of service and to reduce road damage by reducing the number oftrucks ont thei roads. Annexation Mr. Ammanamanchil briefly recapped the Village's recent initiative to encourage those living outside ofMarvin, but inl Marvin's annexation area to consider annexing intol Marvin. He emphasized that Marvin residents receive numerous benefits, including a better sense of community, more volunteer opportunities, better police presence and response times, protection ofr rural zoning, Mayor Pro Tem Vandenberg encouraged everyone to speak to their friends living adjacent to Marvin about annexation. New Council Seat Mayor Pro Tem Vandenberg explained that ai fifth seat ont the Village Council was added back in 2019 andt that it willl be up for its first election in November. She added that to keep the number of Councilmembers at an even number, the Council just adopted an ordinance amend the Village Charter to add as sixth seat toi the Council. However, this seat will notl be filled until the 2023 local elections. After the 2023 election, the Village Council will consist ofal Mayor and six Councilmembers. TIME: STAMP: 38:55 16. Coffee with Council Councilman Lein explained that Coffee with Council was established to promote greater communication, transparency, and accountability. He encouraged residents to come and speak with Councilmembers about the issues that are important to them. Ms. Amos explained how thel budget process works. She discussed the recently adopted Capital Improvement Plan (CIP), which is used for budget planning purposes. The CIP outlines projects to be completed over the next five years. She highlighted that the budget is $1.9 million and is balanced with no tax increase. She noted that while Marvin's population has grown by 34 percent since 2010, there has only been al cent tax increase. Councilman Lein explained thatt the Village proposed al bill to allow municipalities to cover the legal fees ofp political candidates who may be the victim of frivolous lawsuits. He then reflected onl his own experience dealing with the financial burden of such Mayor Pollino thanked everyone for attending and Forest Hill Church for hosting the event. He thanked State Senator Todd lawsuits. Johnson and State Representative David Willis for working SO close with the Village on multiple issues.
