TOWN OF MAXTON January 17, 2023, 7:00 p.m. BOARD OF COMMISSIONERS TOWN MEETING Minutes The Board ofCommissioners ofl Maxton, North Carolina met in formal session in the meeting chambers of the Town of Maxton Town Hall located at 201 McCaskill Avenue Maxton, North Attendees: Mayor Paul Davis, Mayor Pro Tem Virgil Hutchinson, Commissioner Toni Bethea (absent), Commissioner Elizabeth Gilmore, Commissioner Paul McDowell (absent), and Staff Present: Town Manager Angela Pitchford, Town. Attorney Timothy Snead, Town Clerk Michael Cousar, Finance Ursula Goins, Police ChiefWilliam Davis, Public Works Director Carolina at 7:00 p.m. Commissioner Victor Womack. Preston McKenzie, and' Water and Wastewater Director Dennis Freeman. Call to Order- Mayor Paul G. Beautification Committee. Approval of Consent Agenda 1. Minutes from Board Meeting ofDecember 20, 2022. 2. Tax Adjustment December 8, 2022 thru January 11, 2023. Mayor Davis request a motion to approve Consent Agenda. Commissioner Womack made the motion and it was seconded by Mayor Pro Tem Virgil Hutchinson. The vote was unanimous and the motion carried. Approval Proposed Agenda Mayor Davis request a motion to approve Proposed Agenda. Commissioner Gilmore made the motion and it was seconded by Commissioner Womack. The vote was unanimous and the Roll call: Mayor Pro Tem Virgil Hutchinson and Commissioner Womack vote Yea and motion carried. Commissioner Gilmore voted Noe. Motion Carried. Commissioner Womack made a motion to purchase Truck #1 for $99,900.00 and Tuck #3 for Mayor Davis request a motion to purchase Truck #2 for $125,000.00 and Truck #3 for 265,000.00. Commissioner Womack made the motion and it was seconded by Commissioner 265,000.00. Motion died. Gilmore. The vote was unanimous and the motion carried. Old Business: a) Sanitation Truck - Clear up exactly what the commissioners are expecting. Commissioner Womack made a motion to purchase one (1)new sanitation truck and 1 old sanitation truck and it was second by Mayor Pro Tem Virgil Hutchinson. b) Main Street Tree Removal - Beautification Committee Mrs. Gloria Strickland representing the Beautification Committee expressed the Committee's desire to remove the trees on Main Street and replace them with planter boxes. Board of Commissioners took no action. Mayor Davis recommend that thel Beautification Committee consult with the Town's Tree Board for tree removal recommendation. c) Main Street Sidewalk Repairs - Beautification Committee Board ofCommissioners took no action. d) Town Foreclosure Properties Mayor Davis request a motion to delay the selling ofTown foreclosure properties. Commissioner Gilmore made the motion and it was seconded by Mayor Pro Tem Virgil Hutchinson. The vote was unanimous and the motion carried. Central Street Maxton, NC, (910) 216-9294. Mrs. McNeill asked ifthe Town's foreclosure properties were advertised and on the Town's website. She also inquired if the Police Department could inform residents ofthe ongoing criminal activity in the Town. Mrs. Sandra McCallum, 421 Croom Road Maxton, NC, (910) 318-2740. Mrs. McCallum thanked the Beautification Committee for decorating Elizabeth Cole Park and asked ift the Town could decorate areas along Paul's Barbershop and the laundromat with Christmas flags next year. the public forum. The appropriate staff member will follow up ifneeded. REPORTS Police Chief: 2 Police Chief William Davis addressed Mrs. Mary McNeill's question directed to the Police department about informing the residents about criminal activity in the Town. He said the Police Department is doing the best it can and that most residents are not reporting or cooperating with Chief William Davis reported statistics from January through December for the years of2021 criminal inquires. and 2022. Manager: Town Manager Ms. Angela Pitchford reported the following: The Town's acquired an Air Burner to help with leafand limb disposal. Permits to operate the air burner are pending. PALS and Girl Scouts have been moved to the Town's Resource Center. The Police Department will be moving to the Town's Learning Academy building. Mrs. Ursula Goins was introduced as the Town's new Finance Director. Commissioners: Commissioner Womack informed meeting attendees the from 2-5 p.m. on Wednesday, January Mayor Pro Tem Virgil Hutchinson said hand wipes and sanitizers would be the supplies given out on January 18, 2023, and that they are working on trying to get food boxes in the future. Mayor Davis request a motion to adjourn the meeting. Commissioner Gilmore made the motion and it was seconded by Commissioner Womack.
