TOWN OF MAXTON May 9, 2023, 10:00 a.m. Minutes BOARD OF COMMISSIONERS TOWN MEETING The Board ofCommissioners ofMaxton, North Carolina met in formal session in the meeting chambers oft the Town ofl Maxton Town Hall located at 201 McCaskill Avenue Maxton, North Attendees: Mayor Paul Davis, Mayor Pro Tem Virgil Hutchinson, Commissioner Toni Bethea, Commissioner Elizabeth Gilmore, Commissioner Paul McDowell, and Commissioner Victor Staff Present: Town Manager. Angela Pitchford, Town Clerk Michael Cousar, Finance Myra Tyndall and Ursula Goins, Accounts Payable. Jasmin Mason, Chief William Davis, Public Works Director Preston McKenzie, and Water and Wastewater Director Dennis Freeman. Carolina at 10:00 a.m. Womack. Call to Order- Mayor Paul G. Davis Invocation- Commissioner Victor Womack Does any member have any known conflict ofinterest and appearances of conflict with respect to any matter coming before the board today? Ifso, please identify the conflict and refrain from any participation in the particular matterinvolved. None Adoption of Proposed Agenda Mayor Davis request ai motion to approve Proposed Agenda. Commissioner Gilmore made the motion to amend thej proposed agenda and add item i) Beautification Proposal, item j) Christmas Decorations, and item k) Tree Board Proposal and it was seconded by Commissioner McDowell. The vote was unanimous and the motion carried. a) Zacchaeus Legal Services Contract Board of Commissioners took no action. New Business: b) Wither-Ravenal Proposal for Stormwater Assessment Mayor Davis request a motion to approve Wither-Ravenal proposal for Stormwater Assessment. Commissioner Womack made the motion and it was seconded by Commissioner McDowell. The vote was unanimous and the motion carried. e) Maxton Housing Camera System Board of Commissioners took no action. d) Robeson County Public Library Budget Request Director ofRobeson County Library System, Mrs. Katty Fountain explained a five (5): year benchmark funding plan that she proposed ini the library budget request. The budget request is for the Town toj progress to benchmark 1, which would increase the Town's library budget to cover 30% ofl library operational cost increasing the budget from $17,000 to $20,748.00 for the Board of Commissioners tabled the Robeson County Public Library budget request. 2023-24 fiscal year. e) NCLM 2023 Insurance Increase Board ofc Commissioners took no action. f) Scotland County Board ofl Election 2023 Municipal Election Proposal Board ofCommissioners tabled the Scotland County Board of Election 2023 Municipal Election Proposal. g) Freight Building Contract Board ofCommissioners tabled the Freight building contract. h) Department Head Budget Needs List for Fiscal Year 2023-2024 Public Works Director Preston McKenzie submitted the following for the 2023-24 proposed budget: 2016 Ditch Withch FX25 $32,200.00 $22,995.00 Trailer mounted Sewer Jetters-Boss Jet Max Water and Wastewater Director Dennis Freeman submitted the following for the 2023-24 proposed budget: Parts for lift stations $4,684.70 $8,687.00 $7,216.00 Two (2) rotating assembly for lift stations Tow (2) pump for return sewer plant Unexpected repairs/replacement for equipment (water) $50,000.00 Unexpected repairs/replacement for equipment (wastewater) $50,000.00 Skid steer (3 quotes ranging from $52,000.00 to $64,000.00) Police ChiefWilliam Davis submitted the following for the 2023-24 proposed budget: 5p police vehicles Updated laptops for police cars LPR license plate reader Two (2) desktop computers Mrs. Jamie Smith submitted the following for the 2023-24 proposed budget: Request to have remaining fiscal year funds rollover to 2023-24 budget Request electrical receptors at Beachum Park Four (4) commercial grade electrical cords Tables and tents 2 1) Beautification Committee Proposal Commissioner Gilmore said the Beautification Committee will be submitting its budget proposal after the Tree Board proposal. Board ofCommissioners took no action. j) Christmas Decorations Commissioner Gilmore said the Town needs new Christmas decorations and it should be considered in the new: fiscal year budget. Board ofCommissioners took no action. k) Tree Board Proposal Mrs. Diane Dixon representing the Tree Board spoke about the need to remove the dead trees on Main Street and on other Town-owned properties. With the removal ofthe dead trees Mrs. Dixon proposed planting other trees in their place. Board of Commissioners took no action. Mayor Davis request a motion to approve NCLM 2023 Insurance increase. Commissioner Gilmore made the motion and it was seconded by Commissioner Womack. The vote was unanimous and the motion carried. ADJOURN motion carried.
