Greenwood, Teresa McCoy, and Tom Richardson. Call to Order and Welcome Approval ofJune 13, 2023 Agenda A motion was made by Alderman Blevins to approve the agenda. Motion carried with a 5-0 favor. Review Minutes for Approval Mayor Powers opened the floor foran motion to approve the May 9, 2023 Regular Meeting Minutes or amend if necessary. A motion was made by Alderman McCoy to accept the minutes as Mayor Powers opened the floor for a motion to approve the May 23, 2023 Budget Workshop minutes or amend if necessary. A motion was made by Alderman McCoy to accept the minutes presented. Motion carried with a 5-0 favor. as presented. Motion carried with a 5-01 favor. Mayor Powers opened the floor for a motion to approve the June 6, 2023 Budget Workshop minutes or amend if necessary. A motion was made by Alderman Cordell to accept the minutes as presented. Motion carried with a 5-0 favor. Finance Report A discussion followed on the 2023-24 budget. After much discussion the budget was accepted for the next fiscal year. G.L.A.D. James Littlejohn - GLAD President gave an update on events. An update of the 2nd Annual Creeper Trail Park Music & Mt. Craft Festival. It was a great success again this year. A large crowd attended and GLAD had a very successful day. September gth is the big day for the Hellbender bike ride. Registration is ongoing. The river clean-up is scheduled for June 21. The equipment grant for the purchase of equipment for the park is $18,000. This money will be spent on bike racks, trash cans, benches, and a bike repair station. René Shuford gave an update on the Beautification Committee. The plant sale is scheduled for June 17th in Warrensville. On Friday they will be open from 1-6 and Saturday 8-12. They have several donations from local nurseries and have purchased several Wel have the sign to go on Big Horse Creek. Jamie Watson has volunteered to dig the hole for the Plans were presented for the proposed greenhouse building. Dimensions are 24 X 24. Jamie Watson was present to answer any questions about his quote. A question was asked about what would happen if GLAD was ever dissolved, would the greenhouse revert back to the Town of Lansing? Alderman Blevins made a motion to approve the use of the property and construction items from Glenn Sullivan. Public Comments Elizabeth Underwood, Executive Director, with New River Conservancy, talked about donating a Trash Trout to the Town. This is manufactured by Asheville Greenworks.org. It would be a' Trash Trout Junior. Questions came up as to who would be responsible for emptying it if it were installed, where the exact location would be, and how to raise the funds to purchase it and who would do fundraising? The cost would be around $7,500 plus installation. A motion was made to support the study of the Trash Trout on Big Horse Creek. Motion carried with a 5-0 favor. David Graham, HCCOG, gave an update on the Ashe County Comprehensive Plan. James Upchurch, NCDOT, gave several statistics on roads the DOT has to maintain in North Carolina. There are 80,00 miles to maintain in the state, we are second only to Texas in the United States. Alderman Blevins made the motion to endorse the long-range plan for Ashe County. Motion carried with a 5-0 favor. Gabe Young was on the agenda but did not attend. It was decided to write him al letter requesting his presence at the July meeting to answer questions about the upcoming Renaissance Warrior Faire. New Business Motion to set the tax rate for 2023-24 at $ 36/$100. A move was made by Alderman Cordell to set thet tax rate at $ .36: for the next fiscal year. Motion carried with a 5-0: favor. Maintenance Supervisor. Larry Blevins reported on1 the following: The logging is finished and $4,800 was received for the removal of trees. There still needs to be some: more clean-up.
