Johnson, Clerk Sandy Roten, Robert Rice, Jim Parsons, James Littlejohn, Brenda Reeves, Chris Young, and Gabe  person at' Town Hall.  Teresa McCoy, and Tom Richardson. Alderman Matt Cordell was absent.  Young.  Call to Order and Welcome  Mayor Powers called the meeting to order at 6:03 p.m. and welcomed everyone in attendance.  Approval of March 14, 2023 Agenda  A motion was made by Alderman Blevins to approve the agenda as presented. Motion carried  with a 4-0 favor.  Review Minutes for Approval  Mayor Powers opened the floor for a motion to approve the February 14, 2023 Regular Meeting Minutes or amend if necessary. A motion was made by Alderman Blevins to accept the minutes  as presented. Motion carried with a 4-0 favor. Finance Report - Beth Johnson    Finance Director Johnson gave an update on the financial status of this fiscal year's budget. She  will continue to monitor the budget items for this fiscal year.  LPCCA- - Robert Rice  The State Employees Credit Union gave a $40,000 grant to LPCCA. They are also applying fora a Classes are all listed on the website. The chili cook-offis scheduled for March 18, 2023.  grant from the Department ofLabor.  G.L.A.D.-James Littlejohn & Jim Parsons  James reported that Appalachian Healthcare has some money to spend and had asked if GLAD and the Creeper Trail Park had any items that were needed. It was discussed that the park could  use some trash cans, benches, and picnic tables.  Bingo in the Fire Department will be March 16. Refreshments will be available.  The Heritage Group met and decided that their next writing project would be the Pie on the Mountain building. The Founder's Day is scheduled for May 13. New Busimess  After discussion of the PartF grant submission for the Creeper Trail Park, a motion was made by Alderman Jim Blevins to approve this submission. Motion carried with a 4-0: favor. After discussion a motion was made by Alderman Teresa McCoy to approve the CIP, Continuous Improvement Plan, for the Creeper Trail Park. Motion carried with a 4-0 favor.    A motion was made by Alderman Tom Richardson for the PartF grant application. Motion carried A discussion followed on mounting four additional cameras in the town. We talked to the Fire Department and obtained their permission to install these cameras on their building. A motion was made by Alderman Blevins to buy and install these four additional cameras. Motion caried A discussion on enlarging the dance floor in the JG O Blevins meadow in preparation for the Ola Belle Reed Festival in August. We would like tol have a quote ready for the next board meeting. Mayor Powers reported that the AIA Grants have been approved for the Wastewater Treatment Plant and the Water System for the town. We do: not need a resolution or a motion at this time. The N.C. Year of the Trail is scheduled for the first weekend of August in Ashe County. West Jefferson is having several events during this time. Lansing needs to decide what we want to do to celebrate this event. It was suggested that we have a concert on Saturday, August 5th in the Creeper Trail Park and sell refreshments. A motion was made have a band and a sound person in the park to celebrate the N.C. Year of the Trail and sell concessions and not exceed $600. Clerk  with a 4-0 favor.  with a 4-0: favor.  Roten to check with Little Horse as the band.  Maintenance Supervisor Larry Blevins reported on the following:  Plans are to fix the drainage problem ini the. J.O. Blevins meadow near the stage area. It will require Justin Donley is going to meet with Larry and give a quote on the timber behind J.O. Blevins. There is a problem as you turn into "J" street. Larry talked to DOT and they will be responsible A discussion following on pursuing an extension bridge connecting the J.O. League ofMunicipalities, was to be at our meeting but circumstances prevented his attendance. He will be on the April agenda.  Motion to Adjourn  A motion was made to adjourn at 8:50 p.m. by Alderman Richardson. Motion carried with a  4-0 favor.
