Johnson Mack Powers, Mayor Sandra Roten, Town Clerk BOARD OF ALDERMAN Regular Meeting Minutes February 14, 2023 The Lansing Board of Aldermen met for their regular monthly meeting on. February 14, 2023 in Those present by roll call were: Mayor Mack Powers, Aldermen Jim Blevins, Matt Cordell, Anita Also attending were: Maintenance Supervisor Larry Blevins, Robert Rice, Jim Parsons, Mauvine person at Town Hall. Greenwood, Teresa McCoy, and' Tom Richardson. Shepherd, and Brenda Reeves. Call to Order and Welcome Mayor Powers called the meeting to order at 6:03 p.m. and welcomed everyone in attendance. Approval ofJanuary 10, 2023 Agenda Gabe Young could not attend the meeting, sO he was removed from the agenda. A motion was made by Alderman Richardson tot the agenda as presented. Motion carried with a 5-0 favor. Review Minutes for Approval Mayor Powers opened the floor for a motion to approve the January 10, 2023 Regular Meeting Minutes or amend ifnecessary. A motion was made by Alderman Cordell to accept the minutes as presented. Motion carried with a 5-0 favor. Finance Report-None LPCCA-Robert Rice The website is up to date with the classes being offered. Some of the classes are basket making, There will be a Gala in the fall. The possible location may be the Hemlock Barn in Ashe County. On March 18th, there will be a chili cook-off with Molley Chomper from 12:00 until 2:00. The spots are limited to 12 chili entries. Prizes will be awarded. On August 19th, Dog Day Afternoon, pottery, broom making, wine making and more. will be held at the school. LPCCAi is still waiting on some grants to be awarded. Sherman Lyle has been appointed to the Board, along with Trevor McKenzie. G.L.A.D. - Jim Parsons Lettering on the welcome signs were finished last week. maybe offering a special and al basket give away. Founder's Day plans are being finalized for May. They will ask the businesses to be involved, The Spark the Arts Grant is due on March 1st. This will cover funding for four Music in the Park Events, the Ola Belle Reed Festival, and the music for the Creeper Trail Park Music & Mt. Crafts The Beautification Committee planted 200 seeds in preparation for the Father's Day Sale. The The Heritage Group is still working on essays. Completed essays might be framed and presented to businesses and homeowners. It will also be available online and compiled into a book. The Festival. This grant will be awarded in July. sale will be in Warrensville. Teaberry Bridge essay will be located at Town Hall. A letter ofintent has been sent to the Canon Foundation. We have been approached about sponsoring a Cub Scout Group at Blue Ridge Elementary School. LVFD-None Public Comments - None. New Business Mayor Powers reported that the Town had given a list ofinfrastructure projects to be presented to the Appropriations Committee including: new wastewater treatment plant, water system updates, install 10 fire hydrants, park access parking including 30 new parking spaces, handicap access to Creeper Trail Park, connecting bridges for the park, E street connector to LPCCA, bathroom and picnic shelter for west side of park, and a new town hall. Mayor Powers reported that the fire department had given permission tol have two cameras placed on their building. We will have the cost ofinstallation and monthly expense at the next meeting, On February 21, 2023 they will announce the grant awards for the AIA Water Assessment Grant We have put in a request to a pilot program UNC School of Government Environmental Finance Mayor Powers reported that the Public Meeting for the PartF Grant Application is scheduled for February 20, 2023 at the Fire Department. We had a lack of support for the last application and we are promoting support from all the surrounding communities. We would like to have some pictures for the meeting from Beanstalk Company showing type of equipment that will be in the Mayor Powers gave an update on the pocket park and green space area. The original estimate was for $90,000 to $150,000. The highest estimate is now $200,000 from the contractor's quote. It was reported that it would be nice to have a handicap ramp from the Administration Building Itwas also discussed painting the side ofMatt Cordell's building instead ofinstalling a wall. This would save the town money. A rental agreement would have to be drawn up between the town Maintenance Supervisor Larry Blevins reported that the well on H Street had produced 30-40 gallons per minute in the past. Itis now only producing 10 gallons per minute. Tim Church has asked Dewey Wright Well & Pump to come and determine the cause of this change. It was Larry also reported that in the upper park area, they have removed all the dead trees, brush, etc., The locks for the restrooms are not working as we were told they would. They are not locking/unlocking the doors on the time schedule. Larry will get in contact with salesperson at Supervisor Blevins also asked about cutting the white pines above the JOI Blevins meadow. They are meeting next week with Larry and we should have more information by next meeting. and will vote on whether to install them. and the AIA Sewer Assessment Grant. Department. Aldermen Comments Alderman Blevins reported that Marcus Abernathy, with the N. C. League ofN Municipalities, was to be at our meeting but circumstances prevented his attendance. He will be on the March agenda. Alderman Greenwood asked about an ordinance concerning franchises. She would like for a committee to be formed to address this situation. Maybe Clerk Roten can check with some other clerks that have had this same situation in the past. Motion to Adjourn Amotion was made to adjourn at 7:30 p.m. by Alderman Blevins. Motion carried with a 5-0 favor.
