Johnson Mack Powers, Mayor Sandra Roten, Town Clerk BOARD OF ALDERMAN Regular Meeting Minutes January 10, 2023 The Lansing Board of Aldermen met for their regular monthly meeting on January 10, 2023 in Those present by roll call were: Mayor Mack Powers, Aldermen Jim Blevins, Matt Cordell, Anita Also attending were: Finance Officer Beth Johnson, Maintenance Supervisor Larry Blevins, Cindy Randolph, Dick Greenwood, Mike! Call to Order and Welcome Mayor Powers called the meeting to order at 6:00 p.m. and welcomed everyone in attendance. Approval ofJanuary 10, 2023 Agenda AI motion was made by Alderman Blevins to accept the agenda as presented. Motion carried with a 4-0: favor. Review Minutes for Approval Mayor Powers opened the floor for a motion to approve the January Regular Meeting Minutes or amend ifi necessary. A motion was made by Alderman! Blevins to accept the minutes as presented. Motion carried with a 4-01 favor. Finance Report Mayor Powers introduced Cindy Randolph, our CPA. The audit was submitted to the Local Government Commission during November. She said it was a good audit. LPCCA-None G.L.A.D. Jim Parsons gave a report on GLAD. The Beautification Award went to the Treehouse for six months. The Riders of Faith has come to GLAD and discussed their horse show plans. Plans are going forward with the Ola Belle Reed Festival. A beautification report was given by Rene Shuford and Sherry Powers. flowers on boxes on both sides of the bridge and on the railing on 194N, Flowers were put on the bridge last year. A motion was made by Alderman Blevins to grant the beautification committee permission to pursue additional information about the construction of a greenhouse near the well Wayfinding signs for the town were requested. Several different sign proposals will be presented A discussion followed on planting trees along 194 N along the highway. Alderman McCoy asked about the safety issue with being sO close to the lane used by the fire department and also would the DOT be involved? Rene asked about getting money to plant trees or scrubs. She will get estimates and feasibility to tackle this project. Alderman Blevins made a motion to proceed with Rene asked about putting flower beds at the connecting bridge close to the fire department. Beautification committee wants toj put two: flowerbeds: at the entry, one on each side. This property The Town gave GLAD $1,500 in 2022 to spend and they asked the town for that amount this year. They asked Beth if there was $1,500 available and she said it was in the budget. A motion was made by Alderman Blevins to give the beautification committee this amount for 2023. Motion Maintenance Supervisor said he had received lots of comments about the tree planted at the entry into the park. Itisareal sticky tree and cannot even be mowed around. Public Comments Tony Stone spoke about bringing in Keith Brooks to do a concert in Lansing. He will be at the Primavera studio to do a concert on April 15, 2023. Tony asked if the town could afford to help Mr. Brooks with his expenses while he is in town to do this concert? Mr. Brooks asked about doing a musical event on April 14th sponsored by the town. It was discussed doing something on April 16, on Sunday afternoon depending on the weather. This will be discussed by the GLAD events committee. New Business Two items added to the agenda before PartF discussion. A possible design for the sign was sent to Mayor Powers. Dee from Creative Printing submitted this picture. Artist Steven Shoemaker has given his permission to use his print on our sign. Itwill be showing the train on the trussell near United Chemi-Con. Everyone was in agreement to use Mayor Powers asked everyone to start thinking about adding a camera or two in our downtown The PartF grant application was discussed. Mayor Powers said we needed to decide if we wanted to submit a new PartF grant or to try to build the playground with the funds we have on hand. The $250,000 to match the PartF is designated for the playground and is sitting in the bank. Alderman Greenwood wanted to add the hillside slide to the grant application. There are many items that could have been added to the grant that would have given us more points. Our goal is to have the grant application ready to submit for the review by the March 1 deadline. A motion was made by Alderman Cordell to apply for the PartF grant. Motion carried with a 4-0 favor. Would the GLAD grant committee be favorable to taking on this task of the PartF application? May 1 is the deadline to submit the grant. The grant would include the playground, restrooms on the other side of] Big Horse Creek, a picnic shelter, and a hillside slide. Alderman McCoy asked about High Country of Government'si involvement. We could even ask High Country to look over our application. Maintenance Supervisor Report The bridge is coming along great. They are pouring cement now. Beginning in March they will start the grading of the surrounding area. The railings will be bronze. This sign could alert residents and visitors. The people that are not adhering to these rules need to be addressed if they are observed.
