Those present by roll call were: Mayor Mack Powers, AldermenJim Blevins, Matt Cordell, Also attending were: Town Clerk Sandy Roten, Maintenance Supervisor Larry Blevins, Finance Officer Beth Johnson, Robert Rice, LPCCA (by Zoom), Ann Rose, René Anita Greenwood, Teresa McCoy, and Tom Richardson Shuford, Bob Waddell, and Marc Waddell. Call to Order and Welcome Mayor Powers called the meeting to order at 6:05 p.m. and welcomed everyone in attendance. Approval of December 14, 2021 Agenda Motion carried with a 5-0 favor. Swearing In of Newly Elected Officials A motion was made by Alderman Blevins to accept the agenda as presented. The swearing in of Aldermen-elect Matthew Cordell, Anita Greenwood, and Teresa McCoy was conducted by Mayor Powers. Review Minutes for Approval Mayor Powers opened the floor for a motion to approve the November 2021 Regular Meeting Minutes or amend ifnecessary. Amotion was made by Alderman Cordell to accept the minutes as presented. Motion carried with a 5-0 favor. Finance Report LPCCA - An update was given by Robert Rice. The window company came and replaced all the broken panes and The historic marker can be put on a post and is on its way to us. This marker stabilized all the rear windows. will identify the school as being on the historic register. Winter classes are now being scheduled. Aloom was delivered today giving us two looms to work with. Weaving is on the schedule and JAM sessions will be held on Thursdays. G.L.A.D.- An update was given by René Shuford. GLAD voted to proceed with "Dancing in Lansing." The first class will be held on January 22, 2022 and will be Line Dancing. The cost is $5 for adults, 18 and under will be free. Itwill be from 6:30 until 10:00 on Saturday GLAD Winter 2021 Beautification Contest on store fronts is coming up. The first winner was Old Orchard Creek Country Store. The winter winners are: night. 1st Place - Molley Chomper 2nd Place - Bennett's Environmental 3rd Place - Amy Anne's Apparel LVFD Mayor Powers reported that a Certificate of Appreciation from the Town was Over 100 gifts were distributed by the Fire Department at their annual kid's given to the firemen at the last meeting. Christmas Party. Public Comments Ann Rose asked that the Town keep the following ordinances in mind: b) Zoning Ordinance = Street level as "business only" retail sales, no d) No new constructed apartment buildings or condos in surrounding areas a) Decibel Ordinance = Engine breaking for decibel c) No franchise - private owned business dwelling 9.0 Other Business Water Tank Discussion = Bobby Waddell and Marc Waddell came to meet with the Board to discuss the possibility of locating a new' water tank on their property. We presently have enough wells but only one water storage tank. Bobby said there were four springs on the proposed mountain. They are receptive to talk more with the Town about helping to locate a water tower on their property. Also, Mayor Powers reported that Mr. Kelley Hayes, of Playground Committee Report-A Alderman Greenwood, chairperson for the Playground Committee, said they had contacted another vendor that might be able to provide a more natural constructed equipment. We do not know when we will receive the money from the state. We are looking for matching Clerk Roten gave a report on the back taxes owed. A total of$11,551.71 is still outstanding. Of this amount, $4,478.88 has been paid since the letters were mailed. This is approximately a collection of 38.8% collected. To improve the appearance of the store fronts on main street, Mayor Powers approached the store owners about moving the electrical power lines from the front of the buildings to the back of the buildings. All approached agreed to support this effort. Mayor Powers then approached Allen Parsons about burying the power lines which cross his property next to Town Hall. Allen agreed and we are pursuing this matter. Mayor Powers has been in contact with DOT about the 20-mph speed limit throughout Town. DOT said they were trying to eliminate 20 mph. Mayor Mayor Powers gave an update on the Teaberry Bridge Project. The contract will be awarded on December 21, 2021 with the construction beginning in April, 2022. He also discussed with DOT about not having any access to the walking trail with only steps going down to the walking trail. Alderman Greenwood asked about the possibility of having speed bumps installed on the main 194 highway and South Big Horse Creek to assist with speed control. 11.
