Call to Order and Welcome Mayor Powers called the meeting to order at 6:00 p.m. and welcomed everyone in attendance. Approval of November 9, 2021 Agenda A motion was made by Alderman Blevins accept the agenda as presented. Motion carried with a 5-0 favor. Review Minutes for Approval Mayor Powers opened the floor for a motion to approve the October 2021 Regular Meeting Minutes or amend if necessary. A motion was made by Alderman Blevins to accept the minutes as presented. Motion carried with a 5-0 favor. Finance Report Afinance reportwas given by Beth Johnson. She reported all finances were looking good to date. A motion was made by Alderman Blevins to accept the report as given. Motion carried with a 5-0 favor. LPCCA - An update was given by Robert Rice. They have classrooms built and are ready for the winter classes. November should be the last month the office space is needed at Town Hall. They should be able to move everything up to LPCCA. LPCCA's pottery instructor has left due to health reasons. JAM sessions are being planned for the winter with the assistance of Independence, VA. Friday night is being looked at for the meetings. We are looking at setting up a music advisory group. This group of five or six would be comprised of people with musical inclinations to serve as advisors. We are looking at a grant to cover the windows that need extra protection from the weather. G.L.A.D. The annual meeting of GLAD was conducted by Zoom on October 28. The new officers elected were: V.P. - Jim Parsons, Secretary - Sandy Roten, and The mural on Lansing Foods has been postponed until the spring. Signs are finished and have been mounted in the park. LVFD - None Public Comments Thomas Herrington, a potential buyer of the "old milk plant" located at 226 South Big Horse Creek, joined the meeting by Zoom. This gives the town a paper trail. 2 Playground Committee Report = Alderman Greenwood, chairperson for the Playground Committee, gave a report on the status of the playground. Ithas been decided to go with Play World based on the price, delivery, and set-up quoted. It was decided to add a picnic shelter with restrooms across the creek near the J.O. Clerk Roten gave a report on the tax collections for 2021. During September Ditch Line Quote = A ditch line cleaning quote was received from Darnell Grading for a total of $3,000. This included several streets. A motion was made by Alderman Blevins to proceed with the work as quoted. Motion carried with a 5-0 Clerk Roten reported on the status of the current HP copier used in the office. After much discussion with HP, it was determined there was a problem with the drum which would be very expensive to repair. Aquote was obtained for a newer model of HP that would be an All-in-One printer. The quote was for $249.00, two-year warranty included and nine months of free ink. A motion was made by Alderman Blevins to purchase this newer model printer. Motion carried with a 5-0 favor. Mayor Powers discussed the advantages of moving the electric meters from the store fronts to the back of the buildings. This would require burying the power lines on the back street at a cost of $5,800 to the town. James Littlejohn and Amy Anne's, which make up most of the store fronts, agreed to this move. Alderman Cordell made a motion to enter a contract with BREMCO to move the power lines Clerk Roten reported that the annual renewal for the 2022 Ashe County Guide is due. If we renew by November 30, the cost is $600 for a % page. Alderman Richardson made the move to proceed with this renewal. Motion carried with a 5- Clerk Roten and Maintenance Supervisor Blevins reported that not all the town's streets/lanes are recorded on our Powell Bill map. Roads that we maintain that are not recorded are N &WLane to the barn, sewer plant lane, H Street to water tank, and WS Street if we want to maintain it. Mayor Powers asked Supervisor Blevins to obtain preliminary footage that we are talking about and we would investigate if Clerk Roten asked about attending the Certified Municipal Clerk's Training held by the UNC School of Government. The topics taught would be very beneficial to the town. Alderman Blevins made the motion to cover the expenses for Clerk Roten to Water Tank Discussion = Mayor Powers stated we only have one 6" water line going across the creek. We need to begin discussions for an additional tank. We are looking for a suitable location for this new tank. We will invite Bobby Waddell and his son to the December meeting to discuss this BRIC Grant Funding - We are working with the HCCOG to submit a grant funding request for the improvement of the sewer funded by FEMA. The key for application for the sewer improvement is it being in the flood zone. The first step is to write a letter stating we would like to apply for this grant. The grant must be submitted by the end of November. We will work with NC Pro for this work. Funds could be awarded for 88 per cent of this work with 12 per cent coming from the town., issue. 10.0 Aldermen Comments We need to check to see if grease traps are mentioned in our sewer ordinance. DOT Speed Limits - The DOT does not want to do anything about speed limits in our town. DOT did not want the 20-m.p.h. limit all within the city limits of any town. 11.
