LANSING MXEXSX : MSSTS 3335 t : XN XAXA : A 1 4477 : : BOARD OF ALDERMAN Regular Meeting Minutes June 8, 2021 The Lansing Board of Alderman met at Town Hall for their regular monthly meeting on June 8, Those present by roll call were: Mayor Mack Powers, Aldermen Jim Blevins, Matt Cordell, Anita Also attending were: Finance Officer Beth Johnson, Town Clerk Sandy Roten, Maintenance Supervisor Larry Blevins, Gary Poe, Steve Whisnant, Linda Powers, Shirley Farmer, Kate 2021. Greenwood, and Tom Richardson. Absent Teresa McCoy. Arscott and Tim Arscott. 1.0 Call to Order and Welcome Mayor Powers called the meeting to order at 6:10 p.m. and welcomed everyone in attendance. 2.0 Approval of March 9, 2021 Agenda Amotion by Alderman Blevins to approve the agenda as presented. Motion carried with a 4-0 favor. 3.0 Review Minutes for Approval Mayor Powers opened the floor for a motion to approve the May 2021 Regular Meeting Minutes or amend if necessary. A motion was made by Alderman Cordell to accept the minutes as presented. Motion carried with a 4-0 favor. 4.0 Finance Report An addition to the budget for the Licensing Fees for ASCAP & BMI for town sponsored musical events. A motion was made by Alderman Richardson to made After discussion of the 2021-22 Budget, Alderman Blevins made a motion to approve this addition to the budget. Motion carried with a 4-01 favor. the Budget for the year 2021-22. Motion carried with a 4-01 favor. 5.0 LPCCA The craft fair had around 30-40 vendors signed up. It will run from 10:00 to 4:00. We will have cider, soft drinks, water, pizza, and music to listen to. Lansing Dog Day is scheduled for August 28 in the J.O. Blevins Meadow. We also have a Gala Event scheduled for September. 6.0 G.L.A.D. The Ola Belle Reed mural will begin on Monday, June 4, 2021 on the Lansing Food building. 7.0 LVFD They will have al barbeque in early June with 400 chicken halves beginning at 10:00. They are also planning an open house for the public in September for their Helton Fire Building. 8.0 Public Comments Gary Poe with the Museum of Ashe County History brought invitations for the Museum's new exhibit, Native Americans in Ashe County. He also presented Steve Whisnant with DSW Consultants, Inc. spoke about the new Teaberry bridge project. Steve talked about how it affects stream bank restoration, the sewer, removal of the bridge, the existing barn will have to be removed, and how H Street will go through a portion of the Town's property with the new road. The land affected totaled about 1.76 acres. The DOT will pay for this property with an offer of $3,525. After much discussion, an agreement was accepted by both parties for the price of $5,000. A motion was made by Alderman Cordell to accept the counter offer of $5,000 for the driveway as proposed by the DOT. Motion carried with a 4-0 favor. Kate and Tim Arscott had several questions concerning the new proposed Sewer Use Ordinance. Several of these questions could only be addressed by our Waste Water Treatment Operator, Tim Church. These questions were postponed until Tim Church could meet with those concerned and be available to address these issues. everyone with a gift from the Museum. 9.0 Other Business Clerk Roten brought up the subject that with the sale of a building having three water meters but with only the owner paying all three bills, would they have to be responsible for paying three deposits? It was decided to only charge one deposit until such time that the owner might decide to use as at full-time rental. Ac discussion followed about the tap fees and how the current rate of $1,700 is not sufficient to cover our costs. A motion was made by Alderman Richardson to increase out new tap fees to $2,500 total. Motion carried with a 4-0 favor. Clerk Roten brought the primitive camping fee of $10 not being enough with it being such a nice location. A motion was made by Alderman Blevins to increase the primitive camping fee to $20 per night. Motion carried with a 4-0 favor. Itwas also Itwas discussed about getting a plaque for the Kiosk honoring Walter Clark. Mayor Powers met with the County Commissioners about getting someone 16 hours per week to mow and weed eat in the park. They said they would address this on Clerk Roten reported that our next step on an occupancy tax was to write a letter to our NC representatives toi take toi the General Assembly for approval. Amotion was made by Alderman Greenwood to proceed with the occupancy tax request. Motion We need to change our designated fire district for the Town of Lansing. Our new fire district will be the fire department building for the town. Ar motion was made by Alderman Cordell to designate the Lansing Fire Department as our fire district. decided to get another porta-jon at the campground. Everyone agreed to do this. their 2021-22 budget. carried with a 4-0 favor. Motion carried with a 4-0 favor. 10. Aldermen Comments - None. 11.
