LANSING X735N : .1 t 1 3126 -7 X.3 Sdse S1I5 355 F 8 5434 7 1A41 - - A MPwihn BOARD OF ALDERMAN Regular Meeting Minutes April 26, 2021 The Lansing Board of Alderman met at The Red Barn for their regular scheduled monthly meeting, Those present by roll call were: Mayor Mack Powers, Aldermen Jim Blevins, Anita Greenwood, Those also present were: Sandy Roten, Town Clerk; Larry Blevins, Maintenance Supervisor, County Commissioners Todd McNeill, Jerry Powers, Chuck Olive; residents Mauvine Shepherd, Brenda Reeves; GLAD members Sherry Powers, Rene Shuford, Dick Greenwood, Ann Rose, Jim Parsons, Elaine Jacobs, Carolyn Weckstrom; LPCCA members Robert Rice, Carol Ford; Traffic Planning and and a Public Hearing on Annexation, on Monday, April 26, 2021 at 6:00 p.m. Teresa McCoy, and Tom Richardson. Absent: Matt Cordell. Design, Inc. members Kristy Carter, Cary Burda, and Rachael Bronson. 1.0 Call to Order and Welcome Mayor Powers called the meeting to order and welcomed everyone in attendance. 2.0 Approval of March 9, 2021 Agenda Amotion by Alderman Blevins to approve the agenda as presented. Motion carried with a 4-0 favor. 3.0 Review Minutes for Approval Mayor Powers opened the floor for a motion to approve the March 9, 2021 Regular Meeting Minutes or amend if necessary. A motion was made by Alderman Blevins to accept the minutes as presented. Motion carried with a 4-0 favor. 4.0 Finance Report-None. 5.0 LPCCA Robert Rice gave an update on what is happening at LPCCA. On May 1, they will host a High-Country Boil, complete with five live music acts, demonstrations, silent auctions, and good food. On June 12 they will host an afternoon of crafts and music. This is a free event. On August 28 they will feature a "Dress your Dog" event featuring music, food, games, and an auction. Three courses are scheduled to be taught - Fiber Arts, Beginner Weaving and Knitting; Fermentation = Personal Winemaking; Ceramics - Kid's Clay Camp, Satur-clay, Wheel 101 - Day and Wheel 101 - Evening. 6.0 G.L.A.D. The weekly Farmer's Market is up and running. The hours are 1:00 until 5:00 on Friday. They On May 8th, GLAD will host their annual plant sale from 7:00 until 1:00. These funds will go are expecting from seven to eleven vendors weekly. toward their scholarship fund. 7.0 LVFD - None. 8.0 Public Hearing/Public Meeting Mayor Powers took this opportunity to recognize and welcome our county commissioners, Todd McNeill, Jerry Powers, and Chuck Olive. We appreciate them coming to our meeting A public hearing was held concerning annexation of property owned by Ron Almond. Mr. Almond requested annexation in order to supply water and sewer to a proposed dwelling. Mayor Powers then introduced a public meeting concerning Lansing's Bicycle & Pedestrian Project Acceleration Plan with Kristy Carter, Carey Burda, and Racheal Bronson of the Traffic Planning and Design, Inc. Ms. Carter did a presentation highlighting the many hours of work ont this project. Atthe end ofher presentation, she engaged all the attendees input concerning tonight and all their support for the Town of Lansing. This property is located off H street and is approximately 3/4 of an acre. the best way this project would benefit the Town. 9.0 Other Business Mayor Powers said the sale of the' Worley Property was complete and sold for $12,500. Mayor Powers said the condemnation trial had concluded. The condemned property was appraised for $9,000. The owner did not think this was enough sO the settlement had to go to jury trial. In 2018, $9,000 was deposited by the Town with the Clerk of Court. The jury ruled in the Town's favor and came back with a $10,000 price. Our Work will begin soon on the property. lawyer, Jak Reeves, did a great job. 2 Larry Blevins reported the maintenance driveway off South Big Horse Creek to the Mayor Powers introduced the Sewer Use Ordinance we are working on and explained why the Town needs it and what the ordinance contains. This ordinance introduces a method of pretreatment to protect our system. When finalized the ordinance will be posted on the Town's website, (Lansingnc.us). A motion was made by Alderman Richardson to continue with the ordinance and proceed with this first reading. Motion The Almond property annexation is ready for an ordinance to proceed with annexation. Mayor Powers read the ordinance and asked for comments. A motion was made by Alderman Richardson to continue with the ordinance to annex. Motion carried with a Mayor Powers asked for the names that had been submitted for the renaming of Marcy Lane in the park. The names submitted were: N &WLane, Creekside Lane, Lansing After discussion, Mayor Powers called for a vote by the Aldermen. The names chosen barn was completed. carried with a 4-0 favor. 4-0 favor. Park Way, and Trout Lily Lane to be submitted for the county's approval were as follows: 1. N& WLane 2. Lansing Park Lane 3. Trout Lily Lane Amotion was made by Alderman Blevins to proceed with the name change and submit too county for approval. Motion carried with a 4-0 favor. 10. Public Comments = None. 11. Aldermen Comments Alderman Blevins said he was sO proud of all the growth of Lansing and all the projects being Alderman McCoy gave a special thank you to the commissioners for coming tonight.
